1979 after china civil engineering society resumed its activities, the national society of soil mechanics and basic engineering was established, and Lu Zhaoxi was elected as the executive vice president (Mr. Huang Wenxi was the first chairman), and Lu Zhaoxi was elected as the second chairman on 1986. He presided over the work of the Institute for eleven years (1979- 1990), during which his main contributions to academic work were as follows:

1, presided over the third (Hangzhou 1979), fourth (Wuchang 1983) and fifth (Xiamen 1987) national academic conferences on soil mechanics and basic engineering, and organized and published the proceedings of each conference.

2. Organize China's academic papers and delegations to attend the 10th (198 1 in Stockholm) and 11th (1985 in San Francisco) international congresses of the International Society of Soil Mechanics, and attend the Executive Committee of the International Society of Soil Mechanics on behalf of the China Institution.

From 3.65438 to 0988, the International Symposium on Soil Engineering in Beijing was held in Beijing, China for the first time, attended by scholars from more than 30 countries, and the proceedings were published.

4. In order to promote the development and improvement of foundation reinforcement technology in China's construction industry, an academic committee on foundation treatment was established, academic discussions were organized, academic journals on foundation treatment were published, and the main research results and experiences of relevant experts from all over the country were collected, and the Foundation Treatment Manual was compiled and published. This manual is very popular in the domestic architectural circles and is rated as one of the excellent books of 1988.

5. The fourth chapter "Rock and Soil and Foundation" of China Civil Engineering Guide was edited as the instruction manual for China engineers, in which "the deformation and failure mechanism of soil and theoretical problems of soil mechanics calculation" were discussed, and it was made clear that complex soil mechanics problems should be comprehensively considered from many different angles for "comprehensive analysis and judgment".
