Not long ago, the Outline of the Reform and Development Plan for the Pearl River Delta Region (hereinafter referred to as the Outline) brought Dongguan, Shenzhen and Huizhou on the east bank of the Pearl River Estuary into an integrated development. On February 27th, the leaders of the three cities signed the Framework Agreement on Promoting Close Cooperation on the East Coast of the Pearl River Estuary (hereinafter referred to as the Agreement) in Shenzhen to further implement the Outline.

What opportunities will the integration of the east coast of the Pearl River Estuary bring to Dongguan? How should Dongguan develop in dislocation with its big brother Shenzhen and in coordination with its brother Huizhou? How should the east coast of the Pearl River Estuary stand out from the competition with Guangfo City Circle and the west coast of the Pearl River Estuary? Starting today, this newspaper invites famous scholars and economists at home and abroad to launch a large-scale series of reports-"Focus on the Integration of Shenzhen, Guangzhou and Huizhou" to interpret the agreement.

abstract

Give full play to the radiation-driven role of central cities, and carry out functional zoning according to the three major groups of regional central cities, the east bank of the Pearl River Estuary and the west bank of the Pearl River Estuary.

Accelerate the construction of Guangzhou regional modern service industry center and advanced manufacturing base, and build Guangzhou-Shenzhen-Hong Kong modern service industry cluster and central business district;

The east bank of the Pearl River Estuary will accelerate the development of high-end electronic information products manufacturing industry, build a global electronic information industry base, and vigorously develop services such as finance, business exhibitions, logistics, scientific and technological services, and cultural creativity;

The west bank of the Pearl River Estuary will develop advanced manufacturing industry on a large scale, vigorously develop producer services, enlarge and strengthen leading industries, and build a number of internationally competitive industrial clusters.

—— The outline clearly defines the Guangfo city circle, the east coast of the Pearl River Estuary and the west coast of the Pearl River Estuary.

Talking about zoning

It is divided into three parts according to the economic development model.

Dongguan Times: According to the orientation of the main functional areas, the Outline divides the Pearl River Delta into Guangfo Metropolitan Area, the east coast of the Pearl River Estuary and the west coast of the Pearl River Estuary. Why these three areas?

Jiang Lin (Deputy Director of the Pearl River Delta Research Center in Hong Kong and Macao of Sun Yat-sen University, and special researcher in Dongguan): The outline emphasizes integration. Shenzhen and Dongguan belong to the east coast of the Pearl River Delta. First, we should integrate the east coast, then the west coast, and finally the east and west. This is a gradual process.

East coast and west coast, because their economic models are different. To some extent, the Outline highlights Guangzhou's leading position in the province's politics. But theoretically, the division of the east coast of the Pearl River Estuary is a combination of economic development models. Because the east bank of the Pearl River Estuary was developed by industrial transfer in Hong Kong, the development model of the east bank of the Pearl River Estuary is also the development model of Dongguan in the past 30 years of reform and opening up, which is also the advantage of the Pearl River Delta.

Dongguan Times: In the outline, Dongguan, Shenzhen and Huizhou are included in the Dongguan region of the Pearl River Estuary, which requires the coordinated development of the three cities. Why is this a combination?

Jiang Lin: Because these three cities are geographically adjacent, they are all radiated by Shenzhen economically. In addition, the industrial models, structures and characteristics of the three cities are similar, and they are all processing and manufacturing industries. These three cities can realize industrial gradient and talent transfer in a small scale.

The east coast software and hardware are better.

Dongguan Times: Compared with Guangfo Metropolitan Area and the west bank of the Pearl River Estuary, what are the advantages of the east bank of the Pearl River Estuary? How should the east coast of the Pearl River Estuary stand out from the competition?

Li Ding (Director of Competitiveness Research Center of Provincial Academy of Social Sciences, special researcher in Dongguan): The east coast of the Pearl River Estuary will compete with Guangfo Metropolitan Area and the west coast of the Pearl River Estuary. The biggest competitive weight of the three cities on the east coast is not only that the total GDP exceeds that of Guangfo and the economic circle on the west side of the Taiwan Strait, but also that of openness.

The transformation speed of enterprises in Dongguan is also faster than that in the west coast, because the three municipal governments in the east coast pay more attention to market rules, and the industrial models seen today are the result of their own development. The professional towns formed in the West Bank are generally planned by the government, not formed naturally.

It cannot be ignored that the current data show that the total GDP of Zhuhai, Zhongshan, Jiangmen and Zhaoqing on the west coast is only about one-third of that on the east coast of the Pearl River Estuary. This also shows that their stamina is full.

Three mechanisms to eliminate fragmentation

Talking about integration

Three mechanisms to eliminate fragmentation

Dongguan Times: The leaders of the three cities signed an agreement to formulate "three mechanisms" to ensure the implementation of cooperation (the three cities held a joint meeting of party and government leaders in turn, established a coordination mechanism for the work of the three municipal governments, and coordinated the promotion mechanism of the municipal task force). Does this have any special significance?

Jiang Lin: There are several mechanisms in the agreement. In fact, they existed originally, but they were not institutionalized. Only by integrating the mechanism can we eliminate the barriers to cooperation that are fragmented.

Dongguan Times: Why not talk about "integration" like Guangfo, and only talk about "integration" on the east bank of the Pearl River Estuary? Is there a difference between "integration" and "integration"?

Jiang Lin: The imagination on the east bank of the Pearl River Estuary draws on the experience of "Guangfo" in many ways. In fact, people living on the east bank of the Pearl River Estuary can take a bus from Dongguan to Shenzhen within half an hour. What's the difference between this and the same city?

I think the reason why the east bank of the Pearl River Estuary is not as "urbanized" as "Guangfo" may be because the administrative structure is too different. Guangzhou and Foshan have the same history. Guangzhou is a sub-provincial capital city and can be the "big brother" administratively. This is not the first time. Shenzhen is a special zone and does not strengthen the "big brother consciousness".

Dongguan ranks second among the "three brothers"

Talk about ranking

Dongguan ranks second among the "three brothers"

Dongguan Times: At the signing ceremony, Huang Yebin, secretary of Huizhou Municipal Party Committee and director of the Standing Committee of the Municipal People's Congress, called Shenzhen and Dongguan "big brothers", while Liu Zhigeng, secretary of Dongguan Municipal Party Committee and director of the Standing Committee of the Municipal People's Congress, called Shenzhen "big brothers". So Dongguan is between Shenzhen and Huizhou. What position should Dongguan take to develop the east coast of the Pearl River Estuary and realize regional integration?

Li Ding: It is modest to call Shenzhen the "big brother" of Dongguan, but it also respects the facts. Shenzhen is a big brother in terms of economic strength, culture and social management.

Shenzhen and Dongguan are highly complementary in industrial characteristics. Shenzhen was the first to carry out industrial transformation, moving manufacturing to Dongguan, and now developing modern service industry. Dongguan undertook the industrial transfer of Shenzhen in the 1990s, and then developed. Now Dongguan depends on Shenzhen to develop high-end scientific research products. Huizhou will undertake the industrial transfer of Dongguan and accept the radiation of Shenzhen industry.

Therefore, at present, if Dongguan, Shenzhen and Huizhou are ranked, Dongguan should be the second.

The biggest obstacle to integration lies in their respective ways.

Talk about obstacles

The biggest obstacle to integration lies in their respective ways.

Dongguan Times: At present, what is the biggest obstacle to regional integration on the east coast of the Pearl River Estuary? How to break it?

Jiang Lin: Actually, as early as 2004, we already put forward the concept of Pan-Pearl River Delta. Some problems were exposed after several years. In my opinion, what should be broken now is the mentality of fragmentation and local protection.

Give a real example. There is an enterprise registered in Dongguan, which produces in Dongguan and sells in Shenzhen market. After operating for a period of time, Shenzhen found the business owner and said: It is best to register another branch in Shenzhen and become an independent legal person, so as to enjoy the preferential treatment in Shenzhen.

I suggest that to implement regional integration, we must first abandon this mentality and practice.

The second is to solve the problem of life circle and ensure the unimpeded flow of people, logistics and capital. Integration also depends on the integration of transportation, such as the construction of light rail in Dongguan. After the light rail is completed, it only takes about half an hour from Shenzhen to Dongguan, which can be said to be the same city to some extent, making it easier for people in the two places to get in touch and live more conveniently. There are other measures with the same phone number and area code, step by step.
