What does the management of municipal facilities include?
In China, municipal facilities include various buildings, structures and equipment. Within the planning and construction scope of cities and towns (townships), based on the responsibilities and obligations of the government, provide paid or unpaid public products and services to residents. For example, common urban roads, bridges and subways, such as various pipelines closely related to life: rainwater, sewage, water supply, reclaimed water, electricity (outside the red line), telecommunications, heat, gas, and the construction of squares and urban greening, all belong to the category of municipal engineering.

In the business management of urban public facilities, except for fire protection, civil air defense and traffic signs, which belong to the public security system, the urban construction department is responsible for everything else. According to the tax policy, the investment in self-financing construction of urban public facilities is exempt from construction tax.
