1 Understanding of Smart City and Smart Park: Smart Park is an important embodiment of smart city. Its architecture and development model are the epitome of smart city in a small area, which embodies the main system model and development characteristics of smart city and has certain uniqueness different from the development model of smart city.

"Smart city" refers to urban informatization in a broad sense. That is, through the construction of broadband multimedia information network, geographic information system and other infrastructure platforms, the integration of urban information resources, the establishment of e-government, e-commerce, labor and social insurance and other information communities, and gradually realize the informationization of urban national economy and society.

Through the integration of information technology and various resources, smart parks can fully reduce the operating costs of enterprises, improve work efficiency, strengthen the innovation, service and management capabilities of various parks, and create a set of super soft power for the parks. The focus of the smart park is "wisdom": on the one hand, IT comprehensively applies various IT network technologies outside the real park environment, and strengthens the interactive communication and management capabilities within the park through online virtual parks, so as to improve the visibility of the park in a wider scope. 2 the characteristics of smart parks

Because of "wisdom", the smart park no longer stays at the digital level of the park. A smart park that meets the requirements needs to have four characteristics: "people-oriented, comprehensive perception, endogenous development and intelligent collaboration".

1) People-oriented: taking people's needs as the fundamental starting point, promoting social progress with individuals and taking people's development as the foundation, realizing future-oriented digital integration and making human life in the park better; 2) Comprehensive perception: through the perception technology, the relevant information of people and things is comprehensively perceived and interconnected, forming a ubiquitous source of intelligent information; 3) Endogenous development: the park forms an endogenous driving force for sustainable innovation and development, and all components of the city realize self-adaptation, self-optimization and self-improvement around this endogenous driving force; 4) Intelligent collaboration: Realizing seamless connection and collaborative linkage between ubiquitous information is an important way to realize the intelligentization of the park.

To sum up, the smart park is not only the concept of wireless city and digital city that we advertised at the beginning, but also a new urban form that combines "wisdom" and "wisdom". Therefore, a successful smart park must have the four characteristics of smart park, and fundamentally realize the goal of "integration, service, innovation and collaboration" of smart park.

3 "Smart Park" top-level design

In the traditional park system, parks are established and managed by independent departments. However, with the continuous development of the park, population growth, budget constraints and insufficient utilization of infrastructure, especially the traditional management methods can not fully integrate and interconnect the park from the overall point of view, these problems are causing increasing pressure on park managers. To build a smart park, we must fundamentally change the traditional model and regard the park as a single system composed of multiple interrelated subsystems, rather than an independent system. The top-level design of "Smart Park" will determine the planning height and boundary.
