In order to strengthen the examination-free course selection of China Central Radio and TV University, promote the communication between Radio and TV University education and other higher education, and promote the reform of talent training mode and the in-depth development of open education pilot in China Central Radio and TV University, China Central Radio and TV University has formulated the document "Administrative Measures for Examination-free Course Selection of China Central Radio and TV University (Trial)". Now, we will answer questions about this document as follows:
1. When will the Administrative Measures for Exempted Courses of China Central Radio and TV University (Trial) be implemented? If the documents issued by CCTV in the past are inconsistent with these regulations, how will they be implemented?
These Provisions shall be implemented as of the date of issuance of the document; Documents released by CCTV in the past that are inconsistent with these provisions shall be abolished.
2. What are the requirements for the course content?
As a substitute course for exam-free examination, its professional level, teaching content and teaching requirements should not be lower than the level of the substituted course of this major.
3. Who is exempt from the test? Who is exempt from the exam?
Exempt subjects are TV University courses, national self-study examination courses, cooperative higher education courses and national foreign language grade certificate; In addition, for public basic courses (validity period 15), those who have obtained college degree or above in the corresponding subjects (national education series recognized by the state) are allowed to be exempted from taking courses and exams, and get corresponding credits. For example, students majoring in mathematics can take advanced mathematics courses instead of non-mathematics courses. The object of exemption is other institutions of higher learning.

4. Can all the courses in the current major be exempted as long as they meet the requirements?
Not all courses in the current major can be exempted as long as they meet the requirements! Due to the characteristics of open courses, all courses of open courses will not consider credit replacement and exemption for the time being; On the other hand, qualified courses of open courses can be exempted from other courses of non-open courses of RTVU.
5. How to remember the credits of the exam-free course?
For courses that are allowed to be replaced by credits after examination, credits shall be recorded according to the credits specified in the current major of the replaced course; The course results that are approved to be exempted from examination and examination should be recorded as "qualified".
6. How to understand the professional level in the document?
Courses at junior college level can only replace courses at the same or different professional junior college levels. Even if other conditions meet the requirements of exemption from examination, they cannot be used to replace undergraduate courses. For example, a student who has taken an economic mathematics course in a junior college will have to take courses with the same content and requirements (the same teaching materials) when studying in this undergraduate course, but he still can't be exempted from elective courses and exams. However, China Central Radio and TV University has special regulations on English courses. For English courses (1)(2) which are studied at a low level (such as junior college) and recorded in the total graduation credits, only high-level courses and exams (such as undergraduate courses) are exempted, but credits cannot be obtained, and credits must be obtained by taking courses at the same level; At the same level, you will be exempted from taking courses and exams, and you will get credits for the course. On the contrary, if a student has already taken the course of Economic Mathematics as an undergraduate, but requires the same content and requirements (and the same teaching materials) when studying in a junior college, then this course is allowed to be exempted and get corresponding credits.
7. As long as the teaching content and requirements are not lower than those of the replaced courses in the current major, can all courses be exempted from examination?
No, as an alternative course for exemption courses and examinations, we should not only consider the alternative courses whose teaching content and teaching requirements are not lower than those of the current major, but also consider their effective years, the institutions where the courses are located and the professional level.
8. Can I get the corresponding credits for all courses that are exempt from classes and exams?
No. China Central Radio and TV University has special regulations on English courses. For English courses (1)(2) which are studied at a low level (such as junior college) and recorded in the total graduation credits, only high-level courses and exams (such as undergraduate courses) are exempted, but credits cannot be obtained, and credits must be obtained by taking other courses; At the same level, you will be exempted from taking courses and exams, and you will get credits for the course.
9. How to understand the validity period in the document?
The period of validity refers to the date of issuance of graduation certificate, single-subject completion certificate and CET-4 and CET-6 certificate to the date of registration of RTVU. If you graduated from the cooperative university in July 1997 and registered in 2002, you will have the right to apply for courses that are free of courses and exams, and this course will remain valid for eight years. If you entered school in the fall of 2003 or later, and the prescribed number of years (6 years) has passed after graduation, then you will not have the right to apply for exemption. In addition, the courses of college graduates are regarded as what they learned in the year of graduation. For example, in 1998, the students of the cooperative university took a course of public international law when they were studying for their first degree (regardless of the graduation time of this course in that year, it was regarded as1July 998). If the student signs up for the undergraduate law major of CCTV Open Education before the spring of 2003, he can sign up in accordance with the Administrative Measures of CCTV Course Exemption and the provisions of CCTV Professional Teaching Plan. On the contrary, if the student was registered as an undergraduate major of open education law in China Central Radio and TV University in the fall of 2003 or later, then according to the provisions of the Administrative Measures for Exemption Courses of China Central Radio and TV University (Trial), this course
Cheng has passed the validity period of 6 years, so you can't apply for exemption from repair and inspection. For courses with single-subject certificates, the starting date of validity should not be based on the date of graduation certificate, but on the date of issuance of single-subject certificates (auditors should strengthen management to prevent students from cheating).
10. Can the certificate of the provincial adult undergraduate English test replace the foreign language course of RTVU? What about CET-4 and CET-6 certificates?
To obtain the certificate of English examination for provincial adult undergraduate students, you can be exempted from taking the courses of TVU English (1) (2) (or TVU English (3)(4)) and College English III (1)(2), but you can't get the corresponding credits, and your credits must be obtained by taking other courses at the same level. We suggest that students with higher foreign language proficiency should be encouraged to take higher-level public foreign language courses.
Students who have obtained CET-4 and CET-6 certificates can replace all public foreign language courses (including CET-3 (1) (2)) and get corresponding credits.
1 1. Can't courses in other institutions of higher learning be exempted from courses and examinations besides cooperative institutions of higher learning?
Don't! For courses graduated from basic majors in colleges and universities, you can apply for exemption from basic courses of non-original graduation majors of RTVU and get corresponding credits. For example, students majoring in mathematics can apply for advanced mathematics courses for non-mathematics majors without taking classes or taking exams.
Will the exemption of foreign language courses affect the degree application?
Not necessarily! For example, the Measures for the Administration of Exempted Courses allows those who have obtained CET-4 and CET-6 certificates to participate in all foreign language courses of RTVU for non-English majors without taking an exam within 6 years before registration or during their enrollment after registration. However, the degree regulations of CCTV only recognize CET-4 and CET-6 certificates obtained within five years before applying for a degree. In addition, those who have obtained the exemption qualification of foreign language courses for non-English majors in RTVU through the diploma of foreign language major will not be able to replace the degree foreign language.
Thirteen. Can all courses that meet the replacement requirements be replaced with 100%?
Don't! There are restrictions on the proportion of courses to be replaced, as shown in the following table.
Alternative method
RTVU courses (including registered students)
100%
Exempt from repair and inspection
National self-study examination course
40%

14. A student enrolled in the National Self-taught Law School (* * *1/course) in 1998, and now he has passed 9 courses, and two of them have failed repeatedly. Later, the student transferred to the Law School of Audiovisual Students registered in Central Radio and TV University. It happened that the teaching content, teaching requirements, effective years and professional level of five courses were not lower than those replaced. Can this student be exempted from five courses?
Not necessarily. The document stipulates that there is a proportional limit to changing courses. For the national self-taught courses, it can only replace 40% of the total credits of the required courses of the current major (the law major of registered audio-visual students in TV University). Then, according to the teaching plan of registered audio-visual students' law major in RTVU, the total credit of compulsory courses is 47 points, which is 40%, which can actually be replaced by 18.8 credits. That is, choose credits from five courses and complete courses with no more than 18 credits for replacement. If this student's five courses belong to CCTV or partner universities, then these courses will be replaced with 100%. If this student was registered in the National Self-taught Examination Office on 1992, the situation will be different, and the validity of these five courses will have to be verified (6 years in the National Self-taught Examination Office, 8 years in the RTVU courses and cooperative colleges).
15. How to implement the principle of substitution in semester courses (such as Criminal Law (1)(2) and School Management (1)(2))?
For a one-semester course (such as Criminal Law (1)(2)), we must first make it clear that it is a course in the teaching plan, and it is divided into two semesters because of the heavy teaching content and teaching tasks. Strictly speaking, the name of the course is Criminal Law, and (1)(2) it is only marked that it is divided into two semesters. Neither criminal law (1) nor criminal law (2) can constitute a complete course. Therefore, one of the existing courses, Criminal Law (1) or Criminal Law (2), cannot be exempted from examination, only the teaching content, teaching requirements, effective years and professional level of the original course are not lower than that of the replaced course, Criminal Law (1)(2). For example, the teaching content and requirements of the senior high school entrance examination criminal law are higher than those of TV University Criminal Law (1) but lower than those of TV University Criminal Law (1)(2), so the senior high school entrance examination criminal law cannot replace the TV University Criminal Law (1)(2). So can it replace the criminal law (1)? Answer no! Because criminal law (1) is not a course, it cannot replace a part of a course.
16. What certificates can be exempted from RTVU courses?
CET-4 and CET-6 certificates (instead of all English courses for non-foreign language majors, valid for 6 years), graduation certificates for basic majors (such as mathematics majors and English majors) recognized by the state (instead of corresponding basic courses for non-foreign language majors), etc.
17. What are the basic procedures for the audit of provincial TV universities?
(1) According to the conditions and principles for applying for exemption from examination and repair, the Provincial Department of Electricity Saving is responsible for reviewing the validity of students' relevant certificates, copying and archiving relevant certificates and materials, and filling in the preliminary examination opinions. (reviewed and filled in by the manager).
(2) Provincial RTVU candidates should be full-time teachers who are familiar with the teaching requirements of this course and have intermediate titles or above, and review the relevant teaching materials (or syllabus) according to the principle that the professional level, teaching content and requirements are not lower than the requirements of the existing curriculum syllabus. For courses with rapid development and changes in disciplines, the validity period of certificates should be strictly controlled and shortened appropriately based on the principle of reasonable knowledge structure of students. After the audit, the audit opinions and conclusions should be filled in carefully.
(3) The competent leader of the Academic Affairs Office shall finally approve the application according to the conditions, principles, expert approval opinions and the validity of the documents.
(4) According to the approved application report, the provincial RTVU will store the information of the personnel who are exempted from the course, the copy of the certificate of completion of the single course and the audit opinions in the student achievement file. (The course results that are approved for exemption should be recorded as "qualified")
(5) Provincial RTVU shall fill in the Registration Form for Course Substitution and Exemption of Radio and TV University with the examination and approval results; Use the score management sub-module in the educational administration system to input the course data of exemption and examination. Submit the exam-free materials and the Registration Form for Substitution and Exemption of Radio and TV University Courses (printed version) to CCTV together with the test report card.
(6) The provincial RTVU shall feed back the examination and approval results of the Central RTVU to the applicant on time, and the notice shall include the reasons for disapproval.
18. The last program of CCTV?
(1) The Central Radio and TV University is responsible for reviewing the Registration Form of Course Substitution and Exemption in Radio and TV Universities, and conducting spot checks on students' course exemption files according to relevant information reported by provincial radio and TV universities.
(2) CCTV will notify the provincial RTVU of the final result in writing within three months after receiving the Registration Form for Substitution of Courses in Radio and TV Universities.
