First, the current problems in party building in state-owned enterprises

(A) ideological understanding lags behind

It requires fundamentally breaking the single business model and the "big pot" pattern of interest distribution under the planned economy system, requiring employees to get rid of the traditional value judgment standards of contentment and egalitarianism, and establish the spirit of the times, such as starting their own businesses, being brave in challenges, paying attention to efficiency, paying attention to honesty, democracy and the rule of law, fair competition, and eager for performance, and consciously adapting to and supporting the reform. When the influence of traditional value judgment standards is still deeply rooted and the new enterprise values and behavior norms have not been recognized by people, when the reform harms the interests of some vested interests, they will change from "supporters" and "advocates" of reform to destructive factors that stubbornly resist change and incite dissatisfaction. Its consequences not only increase the cost and pain of enterprise reform, but also increase the pain of enterprise reform.

Although the report of the 17th National Congress of the Communist Party of China has clearly defined the responsibilities and status of party organizations in state-owned enterprises, it also requires principles. First, the role and status of party organizations have not been truly reflected. Most of the activities of party organizations in some state-owned enterprises only stay in organizing study documents or occasionally organizing several business trips or adjusting the contradiction between individual employees and owners, without giving full play to the advantages and due functions of party organizations. Party member's education management is superficial, and it has not fully played its vanguard and exemplary role. Especially in some state-owned enterprises with relatively few employees and low awareness of enterprises, the utilitarian tendency of owners to establish party organizations is more prominent. Some establish party organizations just to put up a brand to raise the visibility of enterprises. It is difficult for enterprise party organizations to gain a relatively independent position and play their due political core role. Second, it is difficult for party organizations to participate in and influence major decisions. Although state-owned business owners can sometimes give support to some cultural and sports activities or other activities organized by party branches, the main reason is that it is conducive to improving the cohesion of employees, but whether party organizations can participate in major issues depends entirely on the wishes of the owners, and the concept of "only the boss has the final say" has not changed.
(3) ignoring people-oriented.
The core idea of building a modern harmonious enterprise is "people-oriented". However, there is still a problem of ignoring the concept of "people-oriented" in the construction of corporate culture in China. Those enterprises that can stand the test and achieve great success in the fierce competition in the global market have their own unique entrepreneurial spirit and cultural atmosphere, and can effectively organize the human, financial, material, management and technical elements of the enterprise, especially give full play to the enthusiasm, initiative and creativity of employees. Practice shows that people-oriented corporate culture is the lifeline of enterprise's survival and development, because it can adapt to the requirements of highly complicated production process in modern society and cultivate high-quality workers, which is not driven by simply expanding production, economic growth and material rewards. Some localities and departments unilaterally emphasize the "material" factors in the party building of enterprises, and excessively believe in the power of material incentives, which leads to the lack and weakening of the humanistic spirit of enterprises and the imbalance of "one hand is hard and one hand is soft". Even if such enterprises temporarily carry out production, the foundation is not solid. Due to the lack of team spirit and dedication, employees can't really regard the enterprise as their home, and the construction of corporate culture will have no vitality because of the loss of "people", the most important dynamic factor.
(D) Lack of successors
In recent years, with the emergence of various new concepts under the condition of market economy, the focus of the country's work is economic construction, and the focus of the enterprise's work is economic benefits. Party building work is inevitably put aside, weakened and diluted. The status of party building workers has also declined. Especially with the "talent view" that technical cadres, management cadres and even skilled workers are regarded as talents becoming "* * * knowledge", political cadres feel left out. We ask political cadres to be willing to be poor and selfless, but we must never let political cadres live an ascetic life. Many political cadres feel that they have no status, no one listens, no one believes and no one follows. As a result, no one wants to be a political cadre, feeling inferior and losing three points. If this situation does not change, it will be impossible to change the situation of low quality, unstable team and lack of successors in party building work.

First, guide and help enterprise party organizations to persist in carrying out work around enterprise production and operation.
Provide organizational guarantee for promoting enterprise development. Party organizations should clearly publicize the party's principles and policies and national laws and regulations to owners and employees, guide and supervise enterprises to operate according to law, pay taxes according to regulations, and adhere to the correct direction of production and operation. It is necessary to participate in or influence the decision-making on major issues of enterprises through multiple channels, and infiltrate the opinions and suggestions of party organizations into the production and operation of enterprises. In the face of urgent and dangerous tasks, party organizations should give full play to the role of fighting bastion and maintain normal production and operation order.
