I. Introduction

(A) Research background and significance

As one of the subdivisions of high-end equipment manufacturing industry, marine industry provides important equipment for water transportation, marine development and maritime defense, and has become China's "? Twelfth Five-Year Plan? The Plan focuses on developing strategic industries. In the 1960s and 1970s, Japan and South Korea took the lead in seizing the opportunity of international industrial restructuring and rapidly developed their own shipbuilding industries, which led to the development of dozens of industries such as metallurgy, electromechanical and chemical industry, and once became the world shipbuilding centers. Now, China's marine industry is also facing the same historical opportunity. Twelfth Five-Year Plan? It is clearly pointed out in the plan that after ten years' efforts, the industrial scale, innovation ability and comprehensive competitiveness of China's shipbuilding and offshore engineering equipment manufacturing industry will be greatly improved, and a relatively complete industrial system and industrial cluster will be formed, and the international competitiveness will be significantly improved, thus promoting China to become a big and powerful country in the world of offshore engineering equipment manufacturing. In recent years, China's marine industry has achieved rapid development in product variety, technology and quality, and achieved certain economic and social benefits. However, there is still no big change in the field of production management, especially in logistics, production, cost accounting, etc., and it still follows the extensive traditional management model. This model is increasingly unsuitable for the development of modern shipbuilding industry and has become an important factor restricting the development of enterprises. With the adjustment and transfer of international industrial structure, the complexity of marine engineering projects is getting stronger and stronger, and the traditional manual management mode is increasingly difficult to cope with this complexity. The shipbuilding industry urgently needs new management concepts and means to meet the challenges it faces.

Second, the related theories are summarized.

(A) project management theory

At present, the planning of various projects in Pacific Engineering Company needs to rely on the personal experience of project managers, and different project managers have different levels, methods, logics and tools for planning. Project management refers to all kinds of activities that plan, organize, lead and control by using all kinds of relevant knowledge, skills, methods and tools to meet or exceed the requirements and expectations of all parties involved in the project. Its main contents include three aspects: project planning, project schedule planning and project control. 1. Project Plan The main contents of this stage of the project plan include goal setting and project definition. To determine the work content of the project, it is necessary to determine, plan and adjust the scope of the project. Among them, creating work breakdown structure is an important part of project definition. The work breakdown structure divides the project into several parts (or tasks), and each part can be further decomposed into several smaller parts, and finally into a series of activities, and the cost of each activity is indicated. Therefore, the work breakdown structure is a project structure formed by subdividing the tasks to be performed in a project in the form of hierarchical structure. Each layer of the work breakdown structure represents a more detailed definition of the project work. The work breakdown structure provides the general situation of the project, constructs the organizational structure of the project and the basis of coordination and cooperation, and shows the time and money cost of the project, which can be used to plan time, cost and allocate budget. The work breakdown structure can take many forms, such as: taking each stage of the project life cycle as the first level of decomposition, and putting products and project deliverables at the second level; Or decompose the main deliverables as the first layer; Or decompose the first layer according to sub-items.

(B) lean production theory and lean shipbuilding

According to the planning method of lean shipbuilding mode, it is necessary to make clear the plans at all levels, the contents covered by each plan and the problems to be solved in the plan. At the same time, it is necessary to clarify the inheritance relationship between plans at all levels and the preparation methods of different plans. Lean production mode is one of the most advanced production modes in the world at present, and its success has set off a wave of lean management in the world. The idea of lean management has brought great progress to various manufacturing industries around the world, and the theory of lean production is applicable to all manufacturing enterprises. Japan's shipbuilding industry developed earlier and faster than Japan's automobile industry, but in the process of development, the production mode of Japanese shipbuilding enterprises and other Japanese manufacturing industries complement each other and develop into a lean production mode in Japan today. Dr. Zhang Minghua, former deputy general manager of COSCO Shipbuilding Heavy Industry Company, through a long-term investigation on the production mode of Japanese shipyards, summed up the concrete practice of advanced Japanese shipyards with the theory and thought of lean management, and proved that there is indeed a "shipbuilding mode" similar to Toyota's production mode in Japanese shipyards, that is, lean shipbuilding mode. Lean production divides the whole process of product production into effective time and ineffective time. In the traditional shipbuilding mode, the invalid time is much longer than the effective time. The whole meaning of product production is to meet the needs of the market and customers. From the perspective of meeting the needs of the market and customers, effective time is needed by the market and customers (valuable and value-added), while invalid time is not needed by the market and customers (worthless and value-added). Therefore, any phenomenon that time is invalid in the production process is a waste.

(2) Step by step implementation: use? Management optimization first, then ERP system implementation? According to the current situation and mode of enterprise management, combined with the urgent needs of management, we should choose a suitable starting point and implement it in stages.

(3) Smooth progress: under the premise that the local application of the management optimization scheme runs smoothly, get feedback, sum up experience, formulate the improvement scheme in the next stage, and promote other aspects and deepen the implementation of the content in turn according to the content of the step-by-step implementation plan;

(4) Continuous improvement: for the new problems found in the implementation of the plan, continuous improvement and implementation of the plan are needed. Dividing the work breakdown structure of various projects in Pacific Engineering Company at present depends on the personal experience of project managers, and different project managers have different divisions and standards. Therefore, the management modes such as project plan, project cost plan and project preparation plan are not unified. This has caused the unreasonable project plan mentioned at the beginning, unbalanced production tasks and uncoordinated procurement and production. There is a gap between the requirements of dividing the work breakdown structure according to the concept of lean shipbuilding and the current business situation.

Six, Pacific Engineering Company shipbuilding project management optimization scheme and ERP scheme implementation.

(A) Pacific Engineering Company project management optimization plan and ERP implementation strategy

The implementation of the plan can not be achieved overnight, but a long-term project, which needs to be carried out step by step. Centralized planning, step-by-step implementation, steady progress and continuous improvement? The principle of. (1) Centralized planning: discuss the optimization scheme through unified planning and deployment and comprehensive consideration of the specific conditions of each division.

Seven. Concluding remarks

Based on the in-depth investigation of Pacific Engineering Company, this paper finds that modern shipbuilding enterprises generally face internal management challenges such as unreasonable production plan, unbalanced production integration, uncoordinated production organization, uncoordinated production preparation and imprecise cost accounting. In view of these challenges, this paper combines the project management theory and lean shipbuilding theory, and puts forward some suggestions on its management optimization scheme, which are mainly reflected in the work structure decomposition and work package scheme, shipbuilding project planning scheme, project cost planning scheme and project preparation planning scheme. At the same time, taking SAP software system as an example, combined with ERP theory, the system scheme is designed and the implementation route of the above optimization scheme is planned. I hope this can help China shipbuilding enterprises improve their internal management level, enhance their core competitiveness and gain a higher position in the world shipbuilding market.
