As an important department for the government to perform social governance and public service functions, the civil affairs department should give full play to and mobilize the joint efforts of "social organizations, communities and social work" (hereinafter referred to as "three social organizations"), constantly explore institutional innovation and social governance innovation in the social field, and effectively enhance the vitality of social development.
The first is to build a modern social organization system and improve the scientific level of government management.
The Third Plenary Session of the 18th CPC Central Committee proposed to further stimulate the vitality of social organizations, "correctly handle the relationship between government and society, accelerate the separation of government and society, and promote social organizations to clarify their rights and responsibilities, autonomy according to law, and play a role", which pointed out a new direction for the reform and development of social organizations.
At present, the number of social organizations at all levels in Hebei Province has grown to 150 1 1, with more than170,000 employees and more than 6.6 million members, initially forming a social organization system with relatively complete categories and wide coverage (involving 89 departments and bureaus in the province).
Focusing on the new goal of speeding up the construction of modern social organization system, the Civil Affairs Department of Hebei Province will further intensify the reform and innovation, implement direct registration of four types of social organizations in the registration management system, decentralize the examination and approval authority, reduce the examination and approval filing matters, implement the filing system for community service social organizations, actively explore "multiple meetings in one industry", promote the separation of politics and society, and improve the dual-responsibility management system. In optimizing the development environment, it is necessary to improve the fiscal and taxation support policies and establish an incentive mechanism for public financial support; Gradually transfer the work and services that the government should not exercise and can be undertaken by social organizations to social organizations in an appropriate way; Support social organizations to provide products and services through government purchase, and safeguard the rights and interests of social organizations to participate in democracy. In strengthening supervision and management, establish a supervision system that combines government supervision, social supervision and social organization self-discipline; Guide social organizations to improve the independent corporate governance structure with articles of association as the core, clear rights and responsibilities, coordinated operation and effective checks and balances; Strengthen the construction of law enforcement supervision team of social organizations, strengthen joint law enforcement supervision, and strengthen credit construction, industry self-discipline and evaluation.
Two, promote the "grid management, social service", give play to the function of urban and rural community autonomy.

In recent years, the construction of urban and rural communities in Hebei Province has developed steadily, the experience of "four haves and one innovation" has been created and popularized throughout the country, and the way of community governance has been constantly innovated.
Facing the increasingly obvious phenomenon of "administration" in community construction, Hebei will further clarify its responsibilities, strengthen the capacity building of community autonomy, promote the effective connection and benign interaction between government management and grassroots autonomy, and realize "returning power, empowering and returning power" in the management system. Deepen the "grid" management, and form a working pattern of community party organizations leading, community neighborhood committees leading, community public service organizations, community social organizations, owners' organizations, resident units and community residents participating in and managing together. Further promote socialized services, do a good job in the research and design of urban community comprehensive information service system in Hebei Province, explore and promote the construction of community information network platform, form a service system connecting basic government services, residents' voluntary mutual assistance services and social paid evaluation services, and realize "one netcom" and "one button" in community service management.
Third, promote the development of professional social work and enhance the vitality of social development.

Accordingly, Hebei Province will actively explore the linkage mechanism of "social organizations, communities and social workers" to promote the development of social work professionals and service platforms. From the carrier, vigorously cultivate and develop a social organization system with reasonable layout and wide coverage that is suitable for local economic and social development. From the policy point of view, formulate the implementation opinions and supporting policies for the government to purchase social work services, and hand over some jobs that can be undertaken by the society to qualified social welfare institutions.
