Abstract: In the modern enterprise management of establishing modern enterprise system, how to do a good job in the safe production of open-pit coal mines has become the primary problem for coal mine safety personnel to manage. Aiming at the present situation and existing problems of safety production in open-pit coal mines, this paper puts forward the working mode of safety production in open-pit coal mines, hoping to bring reference to colleagues.

1 Present situation and problems of safety production in open-pit coal mines.
Safety in production is an important working principle of all coal mine enterprises, and it is also an eternal problem in coal mine production. In order to realize safe production, coal mining enterprises take the working principle of "safety first, prevention first and comprehensive management" as the guidance, and highlight the "people-oriented" safety management concept. Coal mining enterprises have been taking a series of safety production measures, reforming the safety supervision system and ensuring coal mine safety production. However, for coal mine production, its working environment and nature have their particularity and complexity, and different levels of managers affect the safety production of coal mines. Therefore, coal mining enterprises must deepen the research on safety production, adopt the working methods of safety production, improve the timely level and business ability of safety production, and improve the management level of safety production at the same time, so as to ensure that coal mine production can realize the ecological and environmental protection safety production mode.
At present, many enterprises in our country are establishing modern enterprise system, and the particularity of coal enterprise production leads to great resistance to establishing modern enterprise system. First of all, the application of modern enterprise management theory in coal enterprises has not been further promoted. Secondly, there is a serious shortage of excellent safety management experts in coal enterprises, and the advanced management theory in modern enterprises has not been applied in the safety production of coal enterprises, which hinders the further development of the safety production mode of open-pit coal mines. Although there are some publicity and education on safety production problems every day of the week, safety production problems and accidents will still occur. The reason is that although the corresponding process operation mode has been established in safety production management, its workflow has not been standardized and refined, the level of safety production management needs to be improved, a few safety production rules and regulations need to be supplemented and improved, and the continuous improvement of safety production has not been sustained [1].
2 Open-pit coal mine safety production mode.
2. 1 Promote safety production management with refined management, and establish and improve rules and regulations.
Open-pit coal mine enterprises have specific working ideas in safety production to carry out safety infrastructure construction. For the safety production of open-pit coal mines, we must first do a good job in the safety production of the enterprise foundation, standardize various production management by formulating specific and detailed safety-oriented production internal management measures, and it is best to be streamlined and programmed to promote the standardized production of basic safety production. Secondly, for all kinds of work and workflow, it is necessary to formulate targeted management systems to standardize work management through systems. Thirdly, it is necessary to carry out "fine management" of production, and summarize and discuss the safety production management every month, which can be called "fine management month activity", summarize the production management of various departments, find problems, and put forward rectification opinions or plans. Finally, for all jobs and technical posts, it is necessary to establish corresponding post safety responsibility system, post technical specifications and corresponding safety technical operation procedures, promote the perfection of system construction, and make all safety production and safety production management have relevant quality standards, safety standards, technical standards and other systems and theoretical basis to guide. The construction of all system standards must conform to the relevant requirements and industry standards stipulated by the state such as "Coal Mine Safety Regulations" [2].
2.2 Strengthen the study and application of safety training and education and standard operating procedures, and insist on holding relevant certificates.
The safety production of coal mining enterprises is related to the production safety of employees and the property safety of enterprises. Once a safety accident happens, it will cause huge loss of life and property. Therefore, we must pay close attention to human and mineral education, carry out safety training and education on a regular basis, ensure that all production personnel can participate in training and education on a regular basis, promote all employees to establish a sense of safety in production, and pass the relevant examinations of safety training and education. Coal mining companies have set up many types of jobs, which require training and education before they can take up their posts, especially those special types of jobs and posts. Its employees must obtain corresponding grade certificates and certificates during the training process, otherwise they may not take up their posts. Relevant personnel of the company engaged in hazardous chemicals, such as oilers and tanker drivers, must have corresponding certificates and certificates. Relevant management personnel shall participate in coal mine safety training and education organized by the company. Only after passing the examination and obtaining the safety qualification certificate can they take up their posts, and they should also participate in formal retraining in the later stage of obtaining evidence. Strengthening employees' study and application of standard operating procedures is conducive to coal mining enterprises' classified guidance and hierarchical supervision of production. Let every employee in the production post learn, understand and master the production work of the standard operation flow of this post, and do the standard operation in strict accordance with the unified requirements, which is convenient for quantifying the details of safety production and controlling the key points of each production operation, so that the operation can complete the specified safety production operation within limited time and resources [3].
2.3 Strengthen safety supervision and management, continuously improve safety management and ensure safety in production.
The safety of coal mine production determines the survival and development of enterprises. To set up a special safety supervision department and staff to supervise and manage, the safety supervisors must be familiar with the business, be brave in managing and mastering the on-site safety problems, and strengthen the supervision and inspection of on-site safety production. The company shall set up a special safety supervision team and personnel. In addition, in order to refine the safety supervision and management, all production departments are required to be equipped with corresponding full-time and part-time safety management personnel to cooperate with the safety supervision team to do a good job in safety supervision of their own departments. Coal mining enterprises must do a good job in three-level safety training and education and on-site safety supervision and inspection. Strengthening safety education, supervision and inspection is the basic guarantee for doing a good job in safety management, which is convenient for enterprises to promptly investigate problems and potential safety hazards in production and ensure that potential safety hazards are eliminated in the bud. Safety supervision and inspection, according to the long-term safety mechanism established by the company, should be inspected regularly, put forward rectification plans and measures in time, actively supervise and urge, and adopt closed-loop management to eliminate hidden dangers. When violations are found in the inspection, the units and individuals who violate the rules will be punished according to the relevant systems and standards, so as to urge all units to curb the signs of accidents in the bud and prevent the occurrence and development of accidents.
There will always be problems with production safety. Therefore, a special safety supervision team is needed for continuous supervision and continuous rectification of problems and hidden dangers. For the improved scheme and measures, there must be a special person to track the follow-up implementation and effect to ensure safety in production.
3 conclusion.
In a word, the safety production of coal mining enterprises needs to be managed from many aspects. Management should adhere to the "people-oriented" safety management concept, and refine the management concept into the work process, that is, promote safety production management with refined management methods, establish and improve rules and regulations, strengthen safety training and education, adhere to certificates, strengthen safety supervision and management, and constantly improve the level of safety management to ensure safety production. Establish safety, fire protection and traffic management departments or working groups, maintain production order, invite experts to join the enterprise safety and quality standardization construction, build safety and quality standards, and ensure the open-pit coal mine to achieve ecological and environmental protection production.
