1 The rich connotation of sustainable development is a new concept of development put forward in 1980s. It is produced in response to the changes of the times and the needs of social and economic development. Sustainable development refers to the development that not only meets the current demand but also does not weaken the ability of future generations to meet the demand. Sustainable development means maintaining, rationally utilizing and improving the natural resource base that supports ecological stress resistance and economic growth. Sustainable development also means incorporating environmental concerns and considerations into development plans and policies, and does not mean attaching conditions to new forms of aid or development financing. The three main characteristics of sustainability: ecological sustainability, economic sustainability and social sustainability are interrelated and inseparable. Ecological sustainability is the foundation, economic sustainability is the condition, and social sustainability is the pursuit of mankind. It should be the sustained, stable and healthy development of complex natural, economic and social systems. The core idea of sustainable development is that healthy economic development should be based on ecological sustainability, social justice and people's active participation in their own development decisions; The goals it pursues are: not only to meet people's various needs, but also to fully develop individuals; We should also protect resources and ecological environment so as not to pose a threat to the survival and development of future generations; It pays special attention to the ecological rationality of various economic activities, and emphasizes that economic activities beneficial to resources and environment should be encouraged, and vice versa. The emergence of the theory of sustainable development points out a road of combining environment and development for the development of the human world, and provides an innovative way of thinking for the coordinated development of environmental protection and human society. Its essence is to closely link economic development with resource conservation and environmental protection to achieve a virtuous circle. The concept of sustainable development requires actively solving environmental problems in development, which not only promotes human development, but also promotes natural harmony. Mainly manifested in the following aspects: from simple economic growth to all-round development of economic, social and ecological, from material-oriented development to people-oriented development (the purpose of development is to meet people's basic needs and improve people's quality of life), from focusing on immediate interests and local interests to long-term interests and overall interests, from material resources-driven development to non-material resources or information resources (technology and knowledge)-driven development. The so-called sustainable development strategy refers to the action plan and program to realize sustainable development, and it is the general name to realize sustainable development in many fields. It should coordinate all aspects of development goals, especially social, economic, ecological and environmental goals. 1In June 1992, the United Nations Conference on Environment and Development was held in Rio de Janeiro, Brazil. The Congress put forward and adopted the global sustainable development strategy-21Century Agenda, requiring countries to formulate their own sustainable development strategies, plans and countermeasures according to their own conditions. 1On July 4th, 994, the State Council approved China's first national sustainable development strategy-China's white paper on population, environment and development in the 20th century. The proposal of sustainable development strategy marks a major revolution in the concept of human development since the industrial revolution, and marks that it is a new development concept and action program, which is conducive to the healthy development of human beings to 2 1 century. Sustainable ecological civilization will become the main theme of the development of human society in 2 1 century. The necessity of implementing the strategy of sustainable development: In terms of resources, with the sustained growth of the world population and economic development, the demand for resources is increasing, and large-scale exploitation and consumption lead to the weakening, degradation and depletion of the resource base, and the shortage of fresh water resources. The rising prices of oil and other energy sources have seriously damaged land resources and mineral resources. Maintain the earth's resources and biodiversity, and ensure the sustainable utilization of resources. Environment: mainly manifested in two categories: environmental pollution and ecological destruction. Strengthening environmental protection is an inevitable requirement to promote the transformation of economic growth mode, eliminate poverty and promote all-round social progress. The significance of implementing the strategy of sustainable development lies in promoting the unification of ecological benefits, economic benefits and social benefits. It is conducive to promoting the transformation of economic growth mode from extensive to intensive, and coordinating economic development with population, resources and environment. It is conducive to the sustained, stable and healthy development of the national economy and the improvement of people's living standards and quality. Conducive to promoting the process of new industrialization. It is beneficial to the adjustment of agricultural economic structure, the protection of ecological environment and the construction of ecological agriculture. 5. Scientific Outlook on Development's traditional concept of development emphasizes the growth of material wealth and ignores the all-round development of people and society; Simply regard GDP growth as the core index to measure economic and social development, ignoring humanities, resources and environmental indicators; Simply regard nature as the object of human survival and development, ignoring nature is the foundation of human survival and development first. Under the influence of the traditional concept of development, although human beings have accumulated rich material wealth, they have also paid a huge price for it. Waste of resources, environmental pollution and ecological destruction are common and increasing, but people's living standards and quality often cannot be improved with economic growth, and even many social and environmental problems endanger their future survival. To solve these contradictions and problems in the historical process, we must abandon the influence of traditional development concepts and development models and take the concept of development as the core.
