Here's how to do it. You adjust one first, and then write down the height and width. Maintaining the aspect ratio means that compression and enlargement are equal and the image is not deformed.

Then all the icons are resized to the same size.

As for the combination, I personally think it is ok to choose the panel tab and float above the text. You can move and align yourself. You can select the ruler in the view to align it.
