E-government, government procurement and domestic software are all in the critical period of industrial development.

For a long time, in the practice of e-government construction and software industry support, some chaotic phenomena often appear. Policies and laws clearly require the purchase of domestic software, but later changes have taken place in the implementation. In terms of hardware and software products, we often buy foreign products.

How to combine e-government, government procurement and supporting domestic software industry well not only determines the development of e-government in China and the compliance with government procurement law, but also determines the support for software industry. In particular, the government plays a key role in three industry. Whether the three industries can be properly handled depends on the government.

What is more noteworthy is that all three are in a very critical period. E-government is being promoted in a large area, and the government procurement law has only been implemented for more than a year, and the software industry support policy has only been 3-4 years. However, during this period, if we fail to grasp the opportunity of market demand, effectively follow the law and resolutely implement the industrial support policy, it is likely to form a vicious industrial development environment, and the result will be a violation of the dignity of law-making and a destruction of industrial development opportunities.

Second, the government should play a key and special role.

Software is a special industry, which has the characteristics of large initial investment and high later income. However, this industry is also demand-dependent, which is very dependent on orders, rather than an industry where supply creates demand. China's application software is even more so. So there are many "single companies" in China. When a project is completed and a software company is established, the company will be dissolved or rely on the services of one or two projects for a long time.

China's software industry, with application software as the main body, is an industry with strong opportunities, with projects and market demand, which may develop rapidly. Without project opportunities, no matter how good the technology, no matter how good the talents and no matter how good the management, they may not survive.

Who provides project opportunities for domestic software enterprises? Who will create project opportunities for domestic software enterprises? I think that in the fully competitive environment of market economy, domestic software needs the government to play the role of a special user and give some support. Because the government plays a key and special role in the development of the software industry.

First, it is the biggest buyer, and there are more opportunities in the process of implementing e-government on a large scale in China. Its buying and selling behavior may determine the life and death of an enterprise and the development of a certain industry;

Second, it is the maker of market rules and the defender of market order, and it should also have the right to punish acts that undermine market rules and violate policies and regulations;

The third is the practitioner of the government procurement law, so the government itself should abide by the legal provisions well.

Third, there are also problems in purchasing domestic software, and the government needs to guide and supervise the industrial development from the policy.

There is a local informatization document that emphasizes the priority of purchasing local software in the process of informatization, which really makes me laugh and cry. First, the software industry in this area is very underdeveloped, and many government information systems need no local software available; Second, if you really buy local software, time, money and benefits will be greatly reduced; Thirdly, China's regional blockade policy is serious, which has spread to the protection of intangible products (perhaps a long time ago). Fourth, it clearly violated the provisions of China's Government Procurement Law, and even openly written into government documents.

To really support the local software industry, if our government does not actively support it, how can we expect other governments to buy local software? This has caused various local governments and departments to block the entry opportunities of other software enterprises in order to promote the development of local and local software industries, forming a closed and homogeneous software market pattern.
