Today, we are here to hold a grand meeting to celebrate the 90th anniversary of the founding of China * * * Production Party, and to commend the advanced grass-roots party organizations, outstanding party member, outstanding party workers, advanced mass organizations and outstanding individuals that have emerged in recent years. Just held a short and warm award ceremony, and the winners made wonderful speeches. Party member, old and new, also solemnly swore to party flag. Here, on behalf of the Party Group of the Ministry of Finance, I would like to extend my warm congratulations to the commended advanced collectives and individuals! It is hoped that grassroots party organizations and party member cadres in the financial field will seriously study the typical deeds and advanced experiences of advanced collectives and individuals to better promote financial work. I also hope that the commended advanced collectives and individuals will cherish their honor, be modest and prudent, carry forward their achievements, make persistent efforts, continue to play an exemplary role and make new achievements and contributions.
Let me make three comments.
First, the Party has made brilliant achievements in financial development and reform.
China * * * Production Party has gone through a glorious course of 90 years. Over the past 90 years, our party has United and led the people of all ethnic groups throughout the country to struggle hard, overcome all kinds of difficulties and obstacles, and achieved great achievements that have attracted worldwide attention. Financial work is an important part of the party's cause. The Party has always attached great importance to financial work, and actively played the role of financial function in the revolutionary period, socialist construction and entrepreneurship period, reform and opening up period, which guaranteed and promoted the development of various undertakings of the Party.
(A) the growing financial strength has laid a solid financial foundation for the development of the cause of the party and the state.
Since the Party led China's revolutionary cause, it has always placed financial work in an important position, and regarded strengthening financial strength and improving financial security capacity as an important task. During the revolutionary base period, the guiding ideology of expanding financial resources and increasing fiscal revenue was clearly put forward, and during the War of Resistance against Japanese Aggression period, the basic policy of increasing fiscal revenue through economic development was formulated. According to these requirements, a series of fiscal policies and measures were adopted, which effectively guaranteed the needs of revolutionary war and political power construction in different periods and the basic life of revolutionary soldiers and civilians. Since the founding of New China, the scale of China's fiscal revenue has continued to expand, and the financial situation has undergone fundamental changes. The continuous growth of financial strength is an important embodiment of China's comprehensive national strength, which has laid a solid financial foundation for implementing the party's strategic deployment and major decisions in different periods, ensuring the construction of state power, promoting steady and rapid economic development and continuously improving people's living standards.
(2) Effectively perform financial functions and promote comprehensive, coordinated and sustainable economic and social development.
In the revolutionary period, the basic idea of financial work under the leadership of the Party is to ensure the supply of financial funds by developing the economy and opening up financial resources, and to manage financial expenditure according to the principle of "better troops and simpler administration". Under the guidance of this principle, the finance in the revolutionary period effectively fulfilled the guarantee function and made important contributions to the ultimate victory of the revolutionary cause. After the founding of New China, according to the work priorities and tasks in different periods, the Party has formulated targeted financial management principles and ideas, and given full play to the functions of financial resource allocation, income distribution, economic regulation, supervision and management, thus promoting the comprehensive, coordinated and sustainable development of the economy and society.
First, earnestly fulfill the function of allocating financial resources and promote economic construction and the improvement of people's lives. During the planned economy period, finance, as an important way of resource allocation, paid attention to supporting economic construction, taking into account the development of social undertakings such as education, health and social security and the improvement of people's lives. After the CPC Central Committee proposed to establish and improve the public finance system, the allocation of financial funds focused on providing more and better public goods and services, gradually withdrawing investment in general competitive and operational fields, increasing investment in key social undertakings such as agriculture, rural areas and farmers, education, culture, health, social security and employment, focusing on solving outstanding problems related to the vital interests of the people and ensuring and improving people's livelihood.
The second is to give full play to the role of finance in regulating income distribution and promoting social equity. After the founding of the People's Republic of China, the finance supported the socialist cause in an all-round way around the Party's principles and policies in different periods, and paid more and more attention to promoting fairness and justice. In the formulation of fiscal and taxation policies, system design and expenditure structure adjustment, the fairness between different income classes, different regions and urban and rural residents has been taken into account, the adjustment of income distribution has been intensified, and efforts have been made to promote the people to enjoy the fruits of reform and development.
Third, give full play to the role of finance in regulating the economy, and promote steady and rapid economic development and economic restructuring. With the transformation from planned economy to socialist market economy, finance pays more and more attention to the basic role of market mechanism in resource allocation and uses fiscal policy to regulate economic operation. Since 1993, according to the development and changes of the economic situation, the camera has implemented different types of fiscal policies and comprehensively applied various fiscal and taxation policy tools, which has promoted the sustained and healthy development of the economy.
Fourth, strengthen the function of financial supervision and management to ensure that the principles and policies of the party and the state are implemented. After the founding of New China, the Party attached great importance to the role of financial supervision and management, and formulated a series of financial supervision and management rules and regulations. Since the reform and opening up, to meet the needs of the development of the situation, financial departments at all levels have continuously promoted the institutionalization, standardization and scientificization of financial supervision and management. In recent years, the financial sector has put the promotion of scientific and refined management in a prominent position, which has improved the execution of financial work and promoted the implementation of major policies of the CPC Central Committee and the State Council.
(3) Efforts should be made to promote fiscal and taxation reform and promote the perfection and development of China's socialist system.
After the founding of New China, under the leadership of the Party, finance has constantly adapted to the needs of the development of the socialist cause, deepened reform, pioneered and innovated, and promoted the self-improvement and development of the socialist system.
First, the distribution relationship between the state, enterprises and individuals is gradually standardized. After the founding of New China, a main line of fiscal and taxation reform is to adjust the distribution relationship among the state, enterprises and individuals. Through continuous exploration and implementation of a number of reform measures, especially the tax reform and industrial and commercial tax reform since the reform and opening up, the distribution relationship between the state, enterprises and individuals has been initially straightened out. Since the beginning of the new century, the reform of rural taxes and fees, the unification of income tax system of domestic and foreign-funded enterprises, the comprehensive promotion of value-added tax transformation, and the adjustment and improvement of personal income tax system have further standardized the distribution relationship between the state, enterprises and individuals and promoted the perfection of the socialist market economic system.
Second, the financial relationship between the central government and local governments at all levels is gradually standardized. After the founding of New China, in order to meet the needs of different periods, when dividing the financial relationship between the central government, local governments and local governments, various forms of financial systems were adopted, such as unified revenue and expenditure, two lines of revenue and expenditure, hierarchical management, and fixed expenditure based on revenue. Since the reform and opening up, after the exploration of the contract system, 1994 has implemented the reform of the tax-sharing financial system. Subsequently, the reform of income tax sharing, the reform of export tax rebate sharing mechanism and the improvement of transfer payment system were implemented one after another, and the framework of intergovernmental financial relations adapted to the development of socialist market economy was basically formed.
Third, the reform of financial management has been deepened. During the planned economy period, the budget management and financial system were actively explored and reformed. After 1998, through a series of reforms, such as departmental budget, centralized treasury receipt and payment, and government procurement, a modern budget management system that meets the requirements of public finance was initially established, and the reform of financial accounting system was actively promoted, which significantly improved the security, standardization and effectiveness of financial funds.
While deepening the reform of finance itself, finance has also increased its support, which has effectively promoted the reform of other key areas and key links such as state-owned enterprises, finance, investment, foreign trade and prices.
(D) Strengthen the construction of financial system and improve the level of financial management.
During the revolutionary period, the party attached great importance to strengthening the construction of the financial system, and unified and standardized the financial work by promulgating and implementing financial laws and regulations. After the founding of New China, through unremitting exploration, a set of financial and economic system has been established to meet the needs of socialist modernization. At the same time, make full use of modern technical means to improve the legal, standardized and scientific level of financial management.
First, establish and improve the financial laws and regulations system and promote the rule of law in financial work. Focusing on straightening out financial relations, standardizing financial management behavior and strengthening financial legislation, a financial legal system including basic financial legal system, financial revenue and expenditure management legal system, financial asset management legal system, accounting management legal system and financial supervision legal system has been initially established, so that all financial work basically has laws to follow.
The second is to formulate and improve the financial system and promote the standardization of financial work. Pay attention to give full play to the rigid role of the system in financial work to make financial work more standardized. Since the beginning of the new century, around the establishment and improvement of the public finance system, a set of relatively perfect financial fund distribution and operation mechanism has been gradually formed, and the distribution, use and management of financial funds are more standardized, safe and effective.
The third is to listen to opinions from all sides and promote scientific financial decision-making. Through publicity, seminars and expert consultation, we will expand people's participation in formulating fiscal policies and promoting fiscal reform, and improve the scientific level of fiscal decision-making. Actively promote financial disclosure, timely publish relevant financial data and policies, and improve the transparency of financial work.
Under the leadership of the Party, the financial work has made remarkable achievements, and the accumulated experience is precious. To sum up: First, we must uphold the party's leadership, grasp the correct direction, and always maintain a high degree of consistency with the CPC Central Committee. Second, we must persist in serving the overall situation, promoting development, adapting to changes in the situation and tasks, and serving the needs of the overall development of the cause of the party and the state in various historical periods. Third, persist in emancipating the mind, seeking truth from facts, advancing with the times, deepen reform, and improve the financial system, operating mechanism and management system that meet the requirements of the development of socialist market economy and public finance. Fourth, persist in handling the dialectical relationship between economy and finance, actively play the role of fiscal macro-control and promote sound and rapid economic and social development. Fifth, we must adhere to the people-oriented principle, safeguard and improve people's livelihood, and work wholeheartedly for the interests of the people. Sixth, we must adhere to overall planning and coordinated promotion, properly handle the interests of all parties, and comprehensively promote all work.
Second, strive to create a new situation in financial work under the new situation.
Looking back, we have made outstanding achievements. Looking ahead, there is a long way to go. The "Twelfth Five-Year Plan" period is a crucial period for China to build a well-off society in an all-round way, as well as for deepening reform and opening up and accelerating the transformation of economic development mode. The Twelfth Five-Year Plan proposal adopted by the Fifth Plenary Session of the Seventeenth Central Committee of the Communist Party of China puts forward new and higher requirements for giving full play to the role of financial functions in many aspects. The financial department should take the 90th anniversary of the founding of the Party as a new starting point, continue to hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory and Theory of Three Represents as guidance, thoroughly implement Scientific Outlook on Development, conscientiously implement the requirements of the CPC Central Committee and the State Council on financial work, solidly promote financial development and reform, actively play the role of financial functions, and promote scientific development and social harmony.
The financial work during the Twelfth Five-Year Plan period should focus on the following four aspects:
(1) Adhere to scientific development and promote steady and rapid economic growth and structural optimization.
It is necessary to strengthen and improve fiscal macro-control, give full play to the positive role of fiscal policy in stabilizing economic growth, especially in optimizing the structure and coordinating development, accelerate the transformation of economic development mode, and promote sound and rapid economic and social development. Adjust the pattern of national income distribution, gradually increase the proportion of residents' income in the national income distribution and the proportion of labor remuneration in the initial distribution, and enhance the pulling effect of consumption on economic growth. Optimize the government's public investment structure, actively guide private investment, and organically combine investment with increasing employment and improving people's livelihood. Increase financial investment in science and technology to promote scientific and technological progress and innovation. Cultivate and develop strategic emerging industries and vigorously promote the development of service industries and small and medium-sized enterprises. Promote energy conservation, emission reduction and new energy development, further improve the ecological environment compensation mechanism, and promote the development of circular economy. Strengthen urban and rural planning and promote regional coordinated development.
(2) Persist in improving people's livelihood and promote the construction of a harmonious society.
Based on China's basic national conditions, according to the development law of social undertakings and the different characteristics of public services, and in accordance with the requirements of public finance, we will actively explore effective financial security methods, continuously optimize the structure of fiscal expenditure, and gradually establish and improve a relatively complete and sustainable basic public service system that conforms to China's national conditions, covering urban and rural areas, and safeguard social fairness and justice. Accelerate the construction of a new socialist countryside, promote the healthy development of urbanization and actively promote the integration of urban and rural economic and social development. Deepen comprehensive rural reform, strengthen the construction of agricultural and rural infrastructure, ensure national food security and increase farmers' income. Support the implementation of a more active employment policy. Increase support for education and give priority to the development of education. Support deepening the reform of the medical and health system. Accelerate the construction of a social security system covering urban and rural residents. We will improve and implement the old-age insurance system for urban workers and residents, promote the national overall planning of basic pensions for urban enterprise employees, and strive to achieve full coverage of the new rural social old-age insurance system. We will improve the dynamic adjustment mechanism of the minimum living standard for urban and rural residents and improve the social assistance system. Increase investment in low-rent housing, public rental housing, shantytown renovation and rural dilapidated housing renovation. We will promote the construction of a public cultural service system covering urban and rural areas and benefiting the whole people, and continuously deepen the reform of the cultural system.
(3) Persist in reform and innovation and improve the fiscal and taxation system.
Focus on promoting the equalization of basic public services and the construction of main functional areas, and improve the public finance system. Improve the financial system. On the basis of reasonably defining the power of affairs, according to the requirements of matching financial resources with the power of affairs, we will further rationalize the financial distribution relationship between governments at all levels. Improve the unified, standardized and transparent financial transfer payment system and improve the efficiency of transfer payment funds. Establish and improve the basic financial security mechanism at the county level, and gradually improve the level of security with the development of finance and economy. Promote the reform of the budget system. Improve the public budget, improve the quality of fiscal revenue, and increase investment in public services. Strengthen the budget management of government funds and improve the standardization and transparency of fund budgets. Improve the state-owned capital operating budget revenue and expenditure policy. Standardize the budget method of social insurance funds. Strive to improve the scientific and complete, structural optimization, organic convergence, open and transparent government budget system. Improve the budget preparation and implementation management system. We will continue to deepen the reform of budget management systems such as departmental budgets, centralized treasury receipts and payments, and government procurement. Reform and improve the tax system. Expand the scope of value-added tax collection, correspondingly reduce business tax and other taxes, and rationally adjust the scope of consumption tax collection and tax rate structure. Gradually establish and improve the personal income tax system that combines synthesis and classification. Study and promote the reform of real estate tax. Continue to promote the reform of taxes and fees. Gradually improve the local tax system.
(D) Adhere to scientific management and further improve financial management performance.
It is necessary to improve the system, lay a solid foundation, pay equal attention to improving execution, and constantly strengthen scientific and refined financial management. Speed up administration and financial management according to law. Further improve the financial laws and regulations system and standardize financial law enforcement. Establish and improve the mechanism of combining annual budget with medium-and long-term financial planning, strengthen budget preparation management, and strive to improve the scientificity, accuracy and integrity of budget preparation. Improve the budget performance management system, establish and improve the budget management mechanism that combines performance target determination, performance tracking, performance evaluation and result application, and realize the whole process of budget performance management. Establish and improve the local government debt scale control system and risk early warning mechanism. Incorporate local government debt revenue and expenditure into budget management, and gradually form a local government debt financing mechanism with standardized management, controllable risks, low cost and efficient operation. Further strengthen the basic work of management and comprehensively strengthen the financial construction of villages and towns. Improve the supervision mechanism covering all government funds and the whole process of financial operation. Establish and improve a complete and standardized budget disclosure mechanism to enhance the transparency of financial management. Consciously accept the supervision of the National People's Congress and audit according to law.
Three. Further strengthen party building in financial institutions.
Strengthening party building in financial institutions is an important guarantee for doing a good job in financial work. In recent years, Party organizations at all levels of the Ministry of Finance have closely focused on the overall work of the party and the state and the tasks of the financial center, made great efforts to enhance the creativity, cohesion and combat effectiveness of party organizations, and earnestly strengthened the construction of cadres in party member, effectively promoting the smooth completion of the tasks of the financial center. At present and in the future, it is necessary to further implement the requirement of "paying attention to both party building and business work", combine the party building work of the Ministry of Finance with the idea of improving financial work, and combine it with the practice of benefiting the people in finance to promote financial development and reform. In accordance with the requirements of "five excellences" and "five firsts", we should give full play to the fighting bastion of grass-roots party organizations, the vanguard and exemplary role of party member and the assistant role of mass organizations, promote business with party building, test party building work with business results, and constantly give new connotations and characteristics of the times to party building work.
First, do a good job in ideological and political work and build a learning-oriented party organization. We should work hard to improve the system, perfect the mechanism, enrich the content and innovate the methods, adhere to the combination of retreat and pragmatism, combine theoretical study with special investigation and research to solve major practical problems, and actively organize special education and thematic education. In accordance with the requirements of arming the mind, guiding practice, and promoting work, we should continue to thoroughly study Socialism with Chinese characteristics's theoretical system, thoroughly study and implement Scientific Outlook on Development, and thoroughly study a series of major decisions and arrangements made by the central authorities. We should strengthen the education of the socialist core value system, deepen the education of ideals, beliefs and patriotism, guide the broad masses of party member cadres to establish a correct outlook on the world, power and career, and strive to be firm believers in the lofty ideals of capitalism and Socialism with Chinese characteristics.
The second is to strengthen the construction of cadres and comprehensively improve the quality and ability of cadres in party member. In accordance with the requirements of political firmness, pioneering and innovative, pragmatic, diligent and honest, unity and cooperation, we should vigorously strengthen the construction of leading bodies and strive to become a learning organization, an innovative team, a pragmatic collective and an honest team. We will deepen the reform of the personnel system of financial cadres, improve the mechanism of selecting and appointing cadres on the basis of merit, strengthen the education, training and exchanges of cadres, comprehensively improve the political quality, professional ability and professional ethics of cadres, and strive to create a team of high-quality financial cadres. It is necessary to constantly enhance cadres' concepts of overall situation, innovation, efficiency, service, rule of law and responsibility, adhere to the purpose of financial work for the country and the people, improve cadres' skills of managing money according to law, scientific management and diligent work for the people, and provide intellectual support for doing a good job in financial work under the new situation.
The third is to strengthen the construction of grass-roots party organizations and better carry out the activities of striving for Excellence. We should conscientiously implement the "Regulations on the Work of Grass-roots Organizations of Productive Parties and State Organs in China", and continue to carry out in-depth activities of striving for Excellence in accordance with the requirements of "five good" and "five leading". It is necessary to strengthen classified guidance, further consolidate and enhance the effectiveness of the activities of striving for Excellence, and continuously enhance the cohesiveness, combat effectiveness and creativity of grassroots party organizations. We should actively explore, cultivate and publicize advanced models, and guide the vast number of party member to learn and catch up with the advanced.
The fourth is to carry out in-depth construction of party style and clean government, and strengthen and improve the style of work. Fully implement the Work Plan for Establishing and Perfecting the System of Punishing and Preventing Corruption 2008-20 12, study, formulate and organize the implementation of the Work Plan for Punishing and Preventing Corruption in Financial System 20 13-20 17, and improve the scientific, institutionalized and standardized level of financial anti-corruption construction. Further standardize the operation of power, strengthen the prevention and control of clean government risks, and carry out inspections to ensure the standardized, safe and effective operation of financial funds. Promote financial cadres to strictly abide by the party's political discipline, organizational discipline, economic work discipline and mass work discipline. Actively guide the broad masses of financial cadres and workers to carry forward the work style of loving their jobs and being pragmatic, and carry forward the fine tradition of hard work, honesty and self-discipline.
The fifth is to promote the construction of associations and give full play to their auxiliary role. It is necessary to strengthen the construction of financial culture, carry out the activities of establishing financial harmonious institutions, strive to enhance the financial image with financial culture, and show the financial image with financial image. Fully rely on trade unions, women's federations, the Communist Youth League and other mass organizations to carry out a variety of cultural and sports activities, and strive to enrich the cultural life of cadres and workers.
