Problems and Countermeasures of Rural Electric Power Safety Management

In recent years, the implementation of rural power grid transformation has greatly improved the level of rural power safety management, but there are still some problems. The author mainly expounds the problems existing in rural power safety management, and puts forward corresponding solutions, hoping to help relevant people.

1 main problems faced by rural power safety management

1. 1 The safety awareness of agricultural electricians is weak.

At present, the overall business level of rural power workers is low, and their work scope is limited to simple low-voltage lines. At the same time, agricultural electricians are older and often work by experience, which leads to habitual violations. Many rural power workers in rural power supply stations have a weak awareness of safety management, and their work focuses on business indicators, but they pay little attention to safety management, do not pay attention to the operation of rural power grids, and rarely carry out maintenance management, let alone register, manage and eliminate related defects. At the same time, the staff's responsibilities are unclear and the division of labor is unclear, so it is impossible to make necessary analysis of the accident and will not take corresponding preventive measures.

1.2 security risks of rural power facilities

Although the rural power grid has been upgraded to some extent, there are still many problems to be solved urgently. Some lines have not been modified accordingly, and there are many problems such as serious pole damage, thin wires, serious corrosion of related metal appliances and large span. At the same time, due to the support of relevant national policies (such as home appliances going to the countryside), there are more and more low-voltage stations and lines with heavy loads in rural areas, which leads to many security risks in rural power facilities.

1.3 The relevant safety production system has not been implemented.

Although electric power enterprises have formulated and promulgated relevant rules and regulations, and issued documents related to safety in production, such as "Rules for Safe Work" and "Detailed Rules for the Implementation of Two Tickets", these good systems have not been fully implemented in rural areas, and many of them are just a formality, mainly manifested in: unclear related work responsibilities, mismatch between work tickets and work logs, no on-site investigation, no analysis of possible dangerous points, and no necessary preventive measures.

1.4 Rural users have weak safety awareness.

Although power supply enterprises have gradually increased the publicity of electricity safety knowledge, rural users' overall knowledge level is weak, and their knowledge about safe electricity use is not thorough, so their general safety awareness is relatively weak. Specific manifestations include: farmers often use cheap electrical materials to lay home circuits, and the phenomenon of unauthorized connection is also serious. In agricultural work, there are also cases of illegal temporary use of electricity, many small pumps have low safety factors, and submersible pumps leak electricity and hurt people. Accidents often occur, which seriously threaten people's lives.

2 rural power safety management solutions

2. 1 Strengthen the safety education and training of rural power workers.

First of all, power supply enterprises should gradually establish and improve the education and training system for rural power workers, and specific rural power departments should formulate safety education and training plans in line with rural reality according to the characteristics of rural power workers (relatively low cultural quality, lack of systematic training, scattered personnel, etc.). ), and should be included in the daily work of the power supply department. In the specific safety education and training, we can take post answering, on-site guidance, technical answering, dangerous point analysis and accident handling drills. Thus, from theory to practice, the professional ability and safety management awareness of rural power workers are comprehensively improved, and the ability of accident handling is enhanced. In the specific training process, safety education should be combined with daily work in different periods. For example, during the peak period of electricity consumption every year (heat protection in summer and cold protection in winter), the focus of training should be on personal safety and good equipment; In the agricultural production period, we should focus on the safety management of temporary electricity consumption and increase publicity and management; At the same time, it is necessary to create learning conditions for rural power workers, encourage them to participate in different forms of study and training, and improve their learning enthusiasm through material rewards. The content of study and training should be assessed regularly, and the assessment content should be combined with practice to improve the overall quality of employees.

2.2 Strengthen the investment and management of rural power grid facilities to ensure the safe operation of rural power grid.

Rural power supply departments shall conduct necessary spring and autumn inspections in accordance with the provisions of power supply enterprises. During major inspections, potential safety hazards are found in time and classified according to their situations, including emergency defects, major defects and general defects. Emergency defects should be dealt with quickly and immediately; Major defects should be implemented on a monthly basis and completed within the specified time; For general defects, we should deal with them step by step according to the actual situation and production plan. At the same time, it is necessary to strengthen the daily maintenance of rural power grids. For high and low voltage lines, frequency converters and other important facilities that affect safety, patrol at least once a month, register the problems found in the patrol in time, and then notify the relevant responsible persons in writing for rectification. If the individual can't solve the related problems, there must be a corresponding power supply station or electrician team to carry out rectification, so as to ensure the early detection and treatment of hidden dangers, and finally achieve the effect of early treatment and prevention of diseases. We should attach importance to low-voltage and heavy-load lines, and at the same time, we should not exaggerate the facts to ensure the healthy and stable operation of rural power grids.

2.3 Strengthen the implementation of the responsibility system for production safety.

For the safety of rural power grid, we must carry out all-round management, establish and constantly improve the rural power grid safety management system. At the beginning of the year, it is necessary to formulate corresponding safety production management plans and specific objectives, implement lines and power equipment in different regions to specific teams and individuals, and implement safety management responsibilities to people. At different levels (power company-power supply station, power supply station-electrician team, rural power personnel), the responsibility of relevant personnel shall be improved by adopting the safety risk of mortgage system, and an effective safety production assessment system shall be formulated. Higher authorities should regularly conduct spot checks on the corresponding organizations and individuals responsible for safety management, conduct safety production assessment according to the relevant rules and regulations formulated, and at the same time link the assessment with personal economic interests, so as to truly form an all-round, whole-process and all-round new situation of rural power safety management. In addition, an anti-violation inspection organization can be established to supervise the relevant places of rural power, and the employees' awareness of safety in production can be strengthened through the violation notification system and the red flag system of safety in production. Adhere to the principle of "four no-misses" in power safety accidents, strictly investigate the responsibilities, and ensure the implementation of relevant safety rules and regulations.

2.4 Strengthen the management of safe electricity use in rural areas to reduce personal electric shock accidents.

Rural power supply stations should regularly carry out electricity safety inspections, especially for temporary electricity use, to ensure the safety of rural electricity use. At the same time, according to the characteristics of rural areas, targeted publicity work on safe electricity use can be carried out in different ways (such as television, movies, distribution of pictures, opening of columns, etc.). ), and increase the popularization of safe electricity knowledge, and enhance the common sense of safe electricity use of rural users. In addition, special institutions or personnel can be set up to guide farmers to transform power lines to ensure that the transformation is reasonable and avoid personal electric shock accidents.

3 Conclusion

The safety management of rural power grid is related to the economic interests of rural areas and the daily life of farmers. The relevant departments should carry out the safety management of rural power grid from strengthening the safety education and training of rural power workers, strengthening the investment and management of rural power grid facilities, strengthening the implementation of the responsibility system for safe production, strengthening the management of safe electricity use in rural areas, and avoiding personal electric shock accidents, so as to ensure the safe and reliable operation of rural power grid.
