China's logistics industry started late, the overall service level is low, and the logistics system is scattered, small, weak and poor; In addition, the administrative system is fragmented, logistics resources can not interact, integration ability is not strong, logistics information is asymmetric, and logistics costs are high. At the same time, with the acceleration of e-commerce, the realization of many online final transactions is subject to the distribution of logistics terminals. In the face of sudden natural disasters and emergencies, there is also a lack of public substitution system that can quickly mobilize the required logistics resources. Therefore, establishing a network-based logistics public information platform, integrating resources and exchanging needed goods can greatly promote the docking and linkage between logistics enterprises and manufacturing, trade and circulation enterprises, and better serve the government, market, enterprises and the whole society.
Based on this, we propose to build a nationwide logistics public information platform on the Internet. With the help of Internet (network technology), GPS (global positioning system), GSM (short message platform) and other technologies, this platform will be built into an e-commerce platform, an online logistics enterprise, a product display and trading platform for manufacturing, trade and circulation enterprises, and a value-added service for logistics enterprises. At the same time, timely and widely publicize the relevant policy information, laws and regulations and industry standards of government functional departments at all levels to logistics enterprises, promote logistics e-government, and comprehensively build an online emergency logistics system; Strengthen the exchange and feedback of industry information, reflect and analyze the dynamic operation of the industry; Establish an online logistics information statistics system to provide a reliable basis for the government's macro-decision. The platform is positioned as a gateway to the large-scale logistics industry serving the whole country, determined to build the largest logistics information resource pool in China, integrate other resources, build a bridge to promote the interactive development of the logistics industry and other industries, and become a fully open public logistics service platform. The construction and promotion of the platform follows the steps of local first and global second. In the early stage, the logistics resources of Hunan Province 14 cities were integrated and embedded in the national logistics public information platform to provide convenient logistics services and one-stop logistics solutions for all those in need. Then, the successfully integrated Hunan section will be replicated and promoted to the whole country, and at the same time, the close contact and cooperation with domestic major industry networks will be strengthened to realize resource information sharing, so that the logistics public information platform will become a logistics support platform to realize the terminal distribution of goods in the network e-commerce of various industries. Through five years' efforts, the logistics public information platform will be built into the most famous logistics industry website in China.
meaning
E-commerce is a new trading mode to realize online shopping for consumers, online trading between enterprises and online electronic payment in an open network environment. The essential difference between e-commerce and traditional commerce is that it trades goods, money and services on the basis of digital network, which can reduce the intermediate links of commerce in the information society, shorten the cycle, reduce costs, improve operational efficiency, improve service quality and enable enterprises to effectively participate in competition. Some functional modules of the constructed logistics public information platform belong to e-commerce, and it is through e-commerce that logistics information resources can be enjoyed. This advanced and fast circulation mode is of great significance for manufacturing and circulation enterprises to improve service quality, reduce logistics costs, optimize social inventory allocation, and then improve their economic and social benefits. As an effective organization mode of modern logistics, logistics e-commerce represents the main direction of modern marketing, so it is bound to develop rapidly. Traditional logistics distribution enterprises need to buy large warehouses, while virtual enterprises with networked e-commerce systems will connect warehouses of different consignors scattered all over the country through network systems, making them "virtual warehouses". Traditional transportation enterprises buy a wide variety of vehicles, which are "big and complete, small and complete", "high cost and low efficiency", while virtual enterprises with networked e-commerce systems will be scattered in various regions, and vehicles with different owners will meet through the network system. By analogy, the public information platform is used to manage and allocate the scattered logistics resources in a unified way, and several integrated plates of logistics resources and tools are built, so that the logistics service radius, efficiency and cargo distribution space are fully enlarged. In this way, the speed, scale and efficiency of organizing resources and the rational allocation of resources are unmatched by traditional logistics distribution, which will bring new logistics concepts accordingly. The use of advanced systems will bring new management methods to enterprises. The traditional logistics distribution process consists of multiple business processes, which are greatly influenced by human factors and time. The application of network can realize real-time monitoring and real-time decision-making in the whole process. The business processes of new logistics distribution are all connected through the network system. When any nerve end of the system receives a demand information, the system can respond in a very short time, and can draw up a detailed stowage and distribution plan to inform all links to start work. All these tasks are automatically completed by computers according to people's pre-designed programs. Therefore, developing e-logistics information business, developing new logistics operation business and logistics e-government is an important content of developing and perfecting e-commerce service in China, and also a necessary means to improve logistics operation efficiency and reduce logistics cost.
tactics
China is in the process of promoting informatization in an all-round way, and the informatization in the field of logistics has both the characteristics of general informatization and its own characteristics. This paper analyzes the reasons for the rapid development of modern logistics informatization in China in recent years, which mainly come from three factors: the first is the popularization and development of information technology and network technology, especially the Internet technology solves the standard and cost problems of information sharing and information transmission, making information more widely used as the basis for control and decision-making. The second is to provide an optimized operation scheme in the specified process. The third level is the formation of supply chain and the rising role of supply chain management, in which logistics management is its main component.
The three levels of demand are gradually developing in China. The latter stage often starts from the foundation of the previous stage, that is, process transformation and process optimization control should start from the information foundation, while the formation and management of supply chain should be based on the process design and operation optimization of each enterprise. Because China now takes advantage of its latecomer and hopes to complete the history of many multinational companies for decades or even hundreds of years in a shorter transition time, it often takes three steps, one step at a time. There are also many successful examples in this respect, which show that this process can be shortened if it is handled well. However, if it is not handled properly, it will be counterproductive and even hurt the bones. Generally speaking, most enterprises in China, especially small and medium-sized enterprises, are still in the first stage, and enterprises entering the third layer are rare. Therefore, if we consciously publicize and explore the theory and practice of supply chain, we can accelerate the development of modern logistics and supply chain management in China. In view of this, we propose that we should adopt the following strategies to construct the e-commerce part of the logistics public information platform: to realize "zero distance logistics", to realize the seamless connection between logistics and people's daily production and life, to simplify the complicated logistics information through the e-commerce platform, and to avoid "big and complete, small and complete". Fully meet two major needs: First, let the manufacturing industry, commercial circulation enterprises and self-employed individuals find the most suitable logistics suppliers on the logistics information platform; The second is to let logistics suppliers find real-time sources of goods on the logistics public information platform and realize their respective needs through e-commerce. Promote the successful transformation of popular B2B e-commerce mode to B2C, so that the exchange of logistics information can be carried out directly on the Internet without intermediate links; Let the logistics demanders master the authenticity of the logistics information transaction background, and let them have more choices and comparison space. At the same time, they will also introduce logistics service providers to the whole society, so that they can accept social supervision while gaining business opportunities, and finally improve the logistics service level and operational efficiency.
suggestion
In recent years, the logistics industry in China has developed rapidly. The continuous expansion of the logistics demand market has stimulated the rapid development of the logistics supplier market, and traditional transportation, warehousing and other enterprises have joined the logistics industry in an effort to obtain greater benefits through logistics operations. However, due to the poor logistics information and resources, it is difficult to form a convenient and smooth comprehensive multimodal transport solution. China's logistics cost accounts for 18.6% of the total national economy, nearly double that of developed countries. To solve this problem, establishing a logistics public information platform with information and resources is one of the best ways. The promotion of logistics public information platform conforms to the spirit of relevant documents such as "Logistics Industry Adjustment and Revitalization Plan" and has had a profound impact on the development of logistics industry. Therefore, promoting the construction of logistics public information platform should be regarded as an important link in China's logistics development.
We put forward four suggestions on how to promote the construction of logistics information platform:
First, the development and construction of logistics public information platform should be government-oriented, market-oriented, market-oriented and enterprise-oriented.
Second, because logistics involves a wide range of industries and regions, and many resources are in the hands of relevant government departments, it is difficult for an enterprise to integrate resources in place, and some functions of the platform cover public services. Therefore, the resource integration of logistics public information platform should be led by an authoritative comprehensive functional department of the government to help the platform open up relevant integration channels, and then the platform operators should follow up in time, especially the establishment of emergency logistics system.
Third, in order to speed up the platform integration and promotion, relevant government functional departments can convene various industry associations to meet the needs of platform operators (because many industry associations are affiliated to relevant governments at present); Relevant industry authorities and public platforms jointly distribute logistics demand collection forms and logistics information collection forms to enterprises and institutions under their jurisdiction, and define information collectors, hold some social evenings and symposiums in due course, and discuss the docking of logistics public platforms with manufacturing, trade and circulation enterprises.
Fourth, the logistics public information platform is fully open, and it also undertakes a lot of public services. All services in the early stage are free. Even after the platform matures, many projects still provide free public services. In order to make the platform run continuously, the government should give relevant policies and financial support.
