The installation of elevators in existing houses should follow the principles of voluntary owners, government support, full consultation, taking into account all parties, ensuring safety and complying with laws and regulations.

When installing elevators in existing houses, the owners' right to know and express should be fully guaranteed. The preliminary plan and design plan should fully solicit the opinions of all owners within the service scope of the elevator to be installed, and should focus on soliciting the opinions of other stakeholders who may directly affect traffic, lighting, ventilation or noise after installing the elevator. If the elevator intends to occupy the exclusive part of the owner, it shall obtain the consent of the owner. If the elevator intends to change the use of the owner, it shall be implemented in accordance with relevant laws and regulations.

If the owners fail to reach an agreement on the installation of elevators, they may vote in accordance with relevant laws and regulations.

(1) Where a unit applies for installing a single unit of elevator service in an existing residence, the owners who account for more than two-thirds of the exclusive area of the unit and the owners who account for more than two-thirds of the total number shall vote, and the owners who account for more than three-quarters of the exclusive area and participate in the voting shall agree and sign a written consent.

(2) Where an application is made to install elevators in an existing house to serve the whole building as a unit, the owners of exclusive parts accounting for more than two thirds of the building area and more than two thirds of the people shall participate in the voting, and the written consent shall be signed by the owners of exclusive parts accounting for more than three quarters of the voting and more than three quarters of the voting people.

The term "existing residential buildings" as mentioned in these Measures refers to multi-owner residential buildings with four floors and above without elevators that have been built and put into use according to law, have legal construction procedures and ownership certificates, and meet the conditions for installing elevators.
