Measures for the implementation of professional title evaluation and management services in Shandong Province
Professional title evaluation is to evaluate and identify the morality, ability and achievements of professional and technical personnel in accordance with the prescribed evaluation standards and procedures. The evaluation results of professional titles are an important reference for the employment, assessment and promotion of professional and technical personnel. These Measures shall apply to the professional and technical talents and freelancers of all kinds of enterprises, institutions (except those managed with reference to the Civil Service Law), social organizations, individual economic organizations and other employers (hereinafter referred to as employers) in our province to participate in the evaluation of professional titles. The evaluation of professional titles adheres to the principle of having both ability and political integrity, putting morality first and classifying evaluation, and scientifically and fairly evaluates the professional ethics, innovation ability, performance level and practical contribution of professional and technical personnel, not only academic qualifications, qualifications, papers and awards.

The Provincial Department of Human Resources and Social Security is responsible for the overall planning and comprehensive management of the evaluation of professional titles in the province. City, county (city, district) human resources and social security administrative departments take the lead in the comprehensive management and organization of the evaluation of professional titles in the region. Industry authorities are responsible for the management and organization of professional title evaluation within their respective responsibilities.

Professional title evaluation standards are divided into national standards, provincial standards and municipal standards. According to actual needs, provincial standards and municipal standards can be formulated on the basis of national standards. Provincial standards shall be formulated by the Provincial Department of Human Resources and Social Security in conjunction with the provincial industry authorities, and shall be responsible for the interpretation. Municipal standards shall be formulated by the municipal human resources and social security bureau of the district in conjunction with the municipal industry department, and shall be responsible for the interpretation.

To apply for the establishment of a senior professional title evaluation committee, the following conditions shall be met:

(a) the title series or major to be evaluated is the main title series or major of the unit established by the title evaluation committee;

(2) The title series or specialty to be evaluated has an important influence in the industry and can represent the professional development level in this field;

(three) a certain number of professional and technical personnel and qualified senior professional title evaluation experts;

(four) the ability to carry out the evaluation of senior professional titles.

Article 4 The administrative department of human resources and social security of the State Council is responsible for the overall planning and comprehensive management of the national professional title evaluation. The local administrative department of human resources and social security at or above the county level is responsible for the comprehensive management and organization of the evaluation of professional titles in the region.
