Die with regret
On the evening of June 22, 2005, 36-year-old Jiao suddenly became ill and died after being rescued by the hospital. He is a lecturer in the Department of Electrical and Applied Electronic Technology in Tsinghua University, where he has been since he graduated from the doctor's degree.
Six years. The cause of death diagnosed by the doctor is: cardiac arrest, which leads to death from myocardial infarction.
Previously, Jiao never showed any heart disease. Relatives and colleagues believe that this may be related to his long-neglected overwork, psychological and life pressure.
On February 22, the Beijing News disclosed the matter. However, the reporter is concerned about the overload work of college teachers. However, I'm afraid it's not scientific research that really makes Jiao William overworked, but the title problem that he can't attack for a long time.
In the Department of Electrical Engineering, Jiao's professional level and interpersonal skills were evaluated as "good" by people around him. In the past six years, combined with the frontier topic of electrical engineering, the analysis and application of modern power system have been systematically studied, and more than 20 academic papers have been published, and books 1 volume have been published. Among the scientific research projects he participated in, "Modeling Method of Power System Load Comprehensive Measurement and Identification" also won the second prize of Scientific and Technological Progress of the Ministry of Education.
Wang Dian (pseudonym), a graduate student, has a deep memory of one thing. He specially invited Jiao to be the defense judge of his graduation thesis, but Mr. Jiao, who has always been peaceful, flatly refused. Wang Dian later realized that he had "made a big mistake" because he later learned that Jiao had no associate professor title and was not qualified as a defense judge.
In September, 2004, a new round of professional title evaluation of Electrical Engineering Department kicked off. Jiao, who just returned to China, applied for the title of associate professor for the first time. At that time, there were 10 people competing for three associate professors in the Department of Electrical Engineering. In June 5438+ in February of that year, the results came out, and Jiao Pai ranked fourth again and was eliminated.
The threshold is difficult to cross.
On February 20th, Ding Xiaohui (pseudonym), who had just returned to school after the Spring Festival, hurriedly turned out her computer admission ticket for professional titles and logged on to the local talent examination website to check the examination results. Seeing her last 58 points, she wanted to cry without tears.
Ding Xiaohui is a lecturer at Zhengzhou University. This is the third time to face the same blow. Without this certificate, even if she does a good job in teaching and scientific research, the deputy senior title is still out of reach. Fortunately, she also applied for the unified examination of computer titles in the whole province and the whole country, and she can also fight hard in the national unified examination of computer titles in late March.
In fact, there are many examples like Ding Xiaohui in China. Some young teachers have a headache about the computer test, while more people are worried about the English test for professional titles.
Wang Tongxi, an engineer at the Institute of Biochemistry and Cell Biology, Chinese Academy of Sciences, was reported in the morning news on April 12 last year. 1978 graduated from the biology department of Peking University, mainly engaged in the research on the mechanism of psychological peptides, and published more than 10 valuable academic papers in recent years. To apply for a senior engineer, an engineer must pass the A-level English test and know about 6,000 words and phrases, which is really a problem for elderly researchers. In order to take the foreign language test for professional titles, Wang Tongxi bought more than 10 books, such as the English Multidisciplinary Dictionary, the Guide to the National Professional Title English Test, and the Outline of the National Professional Title English Test. He only sleeps four or five hours a day, and he is getting thinner, but his study effect is not good. Because of my old age and poor memory, I recite some English words in the morning and forget them almost at night. Wang Tongxi said: "Now that I am 54 years old, I don't want to torture myself any more, so this year I gave up the opportunity to take the foreign language test for senior professional titles."
sparse
For the perpetrators, people often say that "the skynet is long, but it is not leaking." This is not unreasonable. The problem is that if Skynet is compared to a system, it is really difficult for any Skynet in the world to reach the point of "sparse but not leaking". More often, it can be called "sparse and leaking". The current professional title system in China is no exception.
Since the implementation of the new professional title evaluation and appointment system in 1980s, there are obvious gaps:
1. Cheated in the exam for one year.
On June 5438+February 65438+August 2004, the title computer of professional and technical personnel in Sichuan Province (in the second half of the year) was tested in a test center in Mianyang City. Soon after the exam, the invigilator found a substitute teacher. When the contemporary exam was persuaded out of the examination room, he pointed to the invigilator's nose and threatened, "We'll see."
I don't know if the sincerity of the invigilator really broke the gunman's financial path, or what other reasons caused the gunman to be so angry. At that time, the author sat in the examination room and secretly sweated for the invigilator. In the future, the "gunman" will really make a mess. How wronged the invigilator should be!
It is an open secret that some people cheat in the computer test for professional titles, while others cheat in the English test for professional titles. A "gunman" who haunts the English examination room for professional titles all the year round said privately that there is hardly any examination room without his "comrades-in-arms".
"The title exam is busy and the examination room is ridiculous. Find a good gun and go to the battlefield for me! " In some places, cheaters regard college students who have passed CET-6 as the best "gunner" candidates and even offer a high price of 1000 yuan.
When judging bribery, a rising tide lifts all boats
Those who pass the professional title English and computer exams at most will get two passes for professional title evaluation. With a "pass", you just have the opportunity to participate in the evaluation, which is not the same as obtaining a professional title. Moreover, the certificate of the title examination is valid. In other words, once you pass this village, you have to start all over again if you want to continue your dream of professional titles.
Li Guosheng (pseudonym) is a lecturer in a university in Hubei. In order to evaluate the title of associate professor, he has cleared the "obstacles" around him, and has a professional title English and a computer certificate. Moreover, his scientific research results are quite rich. So he is confident that he has successfully passed the review of junior high school.
Even so, in the evaluation and engagement of professional titles in 2004, he was defeated. At this moment, he regretted not listening to his friend's advice. He clearly remembers that two months before the professional title evaluation began, one of his friends often "beat drums and gongs" to him: Dude, don't take it lightly. Although the hardware evaluated is not bad, the "software" should not be underestimated. Take advantage of our old classmates as judges and hurry up.
Li Guosheng is a scholar, but he is not sociable. I finally bought a cigarette and two bottles of LU ZHOU LAO JIAO CO.,LTD from Hongtashan after giving in to my friend's persuasion, and went to visit my old classmate who was the title judge at that time, hoping that he could help. Old classmates have repeatedly said that we have been friends for many years, so why bother?
Soon, the judge met Li Guosheng's friend and classmate mentioned above and complained that he (Li Guosheng) looked down upon people too much. Is it shame or ridicule to take this thing?
Afterwards, although this friend couldn't tell Li Guosheng clearly, he just complained that he didn't understand the "market": what time is it now, and he still used the bribery thinking mode in the early 1980s. This is not throwing money at your own feet. It doesn't hurt, but it hurts if you miss the opportunity.
3. Lead the game by getting close to the water tower
At present, in the criticism of job title evaluation and engagement from all walks of life, there is great dissatisfaction with the phenomenon that some leaders with administrative power use their positions to seek professional titles for themselves.
Even if there are some shortcomings in the system design of the title system, as long as there is no corruption, basic fairness and justice can be guaranteed. Regrettably, in the process of professional title evaluation in many places and industries, high professional titles are often not obtained by those effective front-line scientific researchers first, but it is precisely some department leaders who use their power to get the job title evaluation in one step and get the job first, once and for all.
In the eyes of some leaders, the limited number of places for professional title evaluation every year is like "relief materials", and it is unfair to give everyone too much porridge. It is better to let yourself "get the title first". Therefore, it is not surprising that the first batch of high professional titles have become the patents of some department leaders.
No matter scientific research institutions, universities or general enterprises and institutions, as long as they have technical titles, they are guaranteed to be leaders. As criticized by the media, some leading cadres are "good at learning a lot". It is not difficult to be an official, and it is not easy to learn. Those leaders, in particular, are busy all day, meeting after meeting, socializing, and coming home late every day. How can they have time to study, let alone engage in professional research? At present, the fact is that many people are both officials, scholars and researchers. Books are published every year, and papers are published almost every month. Can the title not go up?
As for some papers, some manuscripts are written by themselves, and no one dares to study them. The hardware is available, and it has the power of life and death. Who can be the first leader without a professional title?
"Where is the garden?"
Undoubtedly, some congenital deficiencies caused by the design of the current professional title system will inevitably lead to discomfort in actual operation. This "discomfort" is highly contagious and difficult to cure. The author thinks for a long time and thinks that there is no more suitable word "bi".
Some people say that the content of professional title evaluation has nothing to do with performance. Except for taking an examination of "foreign languages" or the ancient "Oracle Bone Inscriptions", we are all close to scholars, even throwing papers around. China has a large population. Thousands of people apply for professional titles, and each person needs three or five papers. Therefore, on the one hand, our scientific and technological level is far lower than that of developed countries in the world, and on the other hand, the number of scientific and technological papers we publish every year is many times that of these countries.
An old professor once told the author bluntly: Now, there are several papers that can promote social progress, most of which are rubbish. No wonder there is a publishing fee for publishing such rubbish papers, which is also a last resort for "environmental protection". Right here, you see, people are still squeezing their heads all day to make junk paper.
Although the old professor's words are a bit harsh, it makes sense to think about it carefully. The original intention of evaluating professional titles is to strike a balance between personal scientific research contribution and personal honor, so that contribution and honor are equal. Practice has proved that because professional titles have already given many securities something beyond the boundaries of pure spiritual encouragement, who is willing to give up in the face of interests? Not only did he not give up, but in pursuit, he did not hesitate to take all kinds of despicable means until the title system was distorted beyond recognition.
Professor Hao Zhilun from the School of Literature and Art of Southwest University of Science and Technology believes that the biggest drawback of the current professor system is that it is not evaluated according to majors. For example, professors majoring in ideological and political science can take graduate students from other majors. This is selling dog meat by hanging sheep's head. Some professors are academically poor, but they enjoy the same treatment as other professors.
When talking about the current professional title evaluation system, someone once listed its ten disadvantages in one breath:
1. Intellectuals spend a lot of time and energy every year to deal with many evaluation rules that are of no practical value and basically belong to formalism;
2. It has caused many avoidable contradictions;
3. Enriched a group of corrupt officials with real power in job evaluation and employment;
4. It has caused serious academic corruption in the intellectual circles that should be relatively pure and noble;
5. Become an important source of the proliferation of fake diplomas and fake degrees;
6. Become the amulet and credit book of a large number of mediocre lazy people who lack real talent and practical learning.
7. A number of fake and inferior senior professionals have been created, which greatly increased the moisture of professional titles and significantly depreciated;
8. Make some academic journals cheat from the role of behind-the-scenes wedding dress and become powerful figures in charge of an academic garden;
9. Supported a number of publications with poor academic level and provided a source of income;
10. Made a lot of academic rubbish that few people read after writing.
These ten "crimes" hit the nail on the head and revealed the bad social consequences caused by the professional title system. Thus, it is enough to prove the irrationality of the professional title system. So, where is the "embarrassment" of this system mentioned in this article? At this point, we have basically got the answer.
First of all, it is on a name. Personally, I think the professional title is really a thing apart from me. People pursue it, it is nothing more than a name. I have so many achievements that it is reasonable to give me a title that matches my achievements. Of course, if there were no inventions of professional titles in the world, perhaps many people's troubles would disappear. At least, Jiao doesn't have to worry. However, in an era of information and resource sharing, many people's views on professional titles are "if you have it, I have to have it". As a result, professional title evaluation began to become a kind of competition. Not long ago, a female teacher of a party school of a municipal party Committee was jealous of her colleagues' co-writing with others and even reported her colleagues' plagiarism. In the end, although the truth came out, the reputation of the framed person was infringed. For a title "name", how many ugly dramas have been staged in the world that shake hands and call comrades and stumble with their feet under the stage!
Secondly, the "map" is on the "profit". If the "benefits" contained in the topic are completely stripped out, I believe that the topic will soon become a "yellow-faced woman", and there are not many people who are willing to take care of it, let alone "jealous". Professional titles are closely related to salary, bonus, housing, children's schooling, spouse's work arrangement, promotion and even scientific research funds. Such a heavy "gold content" will be tempted even if people are abstinent, let alone ordinary people who are not far from the secular. How can they not be tempted by professional titles and do whatever it takes?
Once again, "Dong" is an "abuse". Strict system, rejecting the word "abuse". In all fairness, the title evaluation system we set up, whether it is a series or a name, is dazzling. Of course, while being dazzled, the absolute number of professional titles is almost rampant. The title has become a "food stamp", and every unit can receive it on time. How to allocate it depends on how to deal with it within the unit. Not because of the professional title, but because of the supply of plan fixed in the planned economy era. How can this "production" method not cause the proliferation of professional titles? The folk song "professors walk around the streets and lecturers are like dogs" has made a good footnote for this.
In addition, "Huan" is at a "level". The current professional title system is hierarchical, and it is almost impossible to climb up step by step. In other words, no matter how excellent you are, it is a pipe dream to become an associate professor directly from a teaching assistant. This evaluation system, which ignores individual abilities and contributions, has seriously damaged the enthusiasm of researchers and caused a huge waste of talents.
Finally, the word "garden" is on "rot". Usually people always think that anti-corruption is only a political matter, but corruption in academia is no less than that in politics. At present, the reason why the professional title system is criticized is largely related to corruption in the evaluation of professional titles. The black-box operation in the evaluation led to the evaluation of professional titles with bad style, and finally the credibility of this system was threatened.
Advice from others
In view of the current title system, many people of insight are very envious of the previous title system. Professor Hao Zhilun from the College of Literature and Art of Southwest University of Science and Technology told the author that in the past, Peking University and Tsinghua implemented the principal responsibility system in the appointment of professional titles, and as long as the principal thought that anyone had the qualification as a professor, he had the right to directly issue letters of appointment. Chen Yinque, a master of Chinese studies, was recommended by Mr. Liang Qichao to President Cao of Tsinghua University at that time. President Cao learned that Chen's education is only a bachelor's degree, while professors in Tsinghua are generally doctors and are unwilling to be employed. Liang Qichao said, I don't have a doctorate either, so I'm still a professor. Later, President Cao hired Chen Yinque as a professor, and Chen soon became a famous scholar in Tsinghua campus. If we put it aside now, I'm afraid Chen Yinque won't get the professorship until she retires. And Lu Xun, who only has a college degree, does not directly become a professor at Peking University? But Lu Xun went to teach in other places, and people only hired him as a lecturer. This shows that the professional title at that time was only valid in the unit, not the "national general food stamp" now.
Professor Hao Zhilun believes that in foreign countries, colleges and universities generally evaluate themselves. In this school, they may be professors, and in another school, they may just be associate professors. I have never heard of any evaluation and employment in the country. A researcher is not a professional title abroad, and neither is Hong Kong.
Austrian diplomat Joseph in China? Stochin said: "In Austria, except for jobs that must use foreign languages, there is no hard and fast rule that you must pass the foreign language barrier to get promoted."
Mr. Wen Zhichuan once cited an example of a famous American political figure in the article "Professional title reform should start with eliminating accumulated disadvantages" published on April 14, 2003.
As we all know, Kissinger is a doctor, but he is also qualified as a professor. Before he became Secretary of State of the United States, he was a professor at Harvard University. People call doctors rather than professors, because doctors are degrees and professors are positions. Kissinger became the Secretary of State and resigned as a professor according to the regulations, because there can be no more professorship after leaving the professorship. However, his professorship is still valid, and he can still be a professor if he is hired by the school after leaving office as Secretary of State. He had planned to go back to Harvard University, but his request not to teach was rejected by Harvard, because Harvard did not need professors who did not teach.
what course to follow
The title system has been criticized so much that people can't help thinking about where the title system is going and where the way out is.
Last year, Mr. Wu Sanbo wrote an article entitled "It's time for professional titles to quit the historical stage", arguing that professional titles should be "retired" on the grounds that "the professional title system has deviated from the value orientation of the market".
Of course, Mr. Wu is by no means the only one who holds this view. However, although there are many drawbacks in the professional title system, isn't it an unforgivable crime and must be eliminated from the body?
Professor Hao Zhilun from the College of Literature and Art of Southwest University of Science and Technology opposes the abolition of the professional title system. In his view, contemporary universities must have professional titles, and the abolition of the professional title system can only be because of choking on food. The gold content of professional titles has indeed decreased, and the urgent task now is to reform this system, not to cancel it.
Dr. Li Jianzhong, an associate researcher at the Institute of Personnel Science, is conducting a research project related to professional titles. He proposed to introduce the mutual recognition mechanism of foreign language proficiency certificates in the foreign language examination for professional titles.
At the same time, some places are constantly exploring the reform of the professional title system. In May, 20001year, Chinese Academy of Sciences announced that it would stop the evaluation of all kinds of professional and technical titles in the whole hospital and change to post competition. Beijing has simplified the procedures for evaluating and hiring professional titles, including extending the validity period of the professional title foreign language proficiency test certificate, reducing the number of computer application level (ability) test modules, canceling the identification of professional titles of people transferred to this city, and simplifying the series of procedures for changing professional and technical personnel; Jiangsu province stipulates that in the future, foreign language and computer application ability will no longer be a necessary condition for all personnel to apply for professional and technical qualifications, but will be one of the evaluation conditions, which will be mastered by the jury according to actual requirements.
The reform of the current professional title system is not to cancel or retain foreign language and computer examinations at all, but to amend them from the institutional level. Anyone familiar with the professional title evaluation system knows that our current professional title system follows the chief executive responsibility system under the leadership of the Party Committee. In other words, on the issue of professional title evaluation, the administrative leaders of the unit have no right to appoint directly, and must be led by the party organizations at the same level. In fact, the title is purely technical, so there is no need for too many mothers-in-law to choose "daughter-in-law". If the future professional title system wants to get out of the quagmire of criticism and return to the traditional road of direct employment, it will also be a true color.
A little light
During my stay in Guangxi University in June+10 this year, I heard that the law school introduced a 25-year-old American returned doctor, and the school directly hired him as a professor, which caused quite a shock in Guangxi University.
February 19, South China Morning Post reported this matter: Recently, the title evaluation of Guangxi Zhuang Autonomous Region in 2004 was announced. Dr Zhang Hongwei, a 25-year-old teacher of Guangxi University, was promoted as a university professor because of his fruitful academic achievements.
Zhang Hongwei's professional title today should be a specimen of the reform of professional title system in China in the future. Whose professional title is put on, not by his academic qualifications, working years, number of papers and whether he has passed the professional title examination, but by his achievements. Only in this way can we seek truth from facts on the issue of professional titles. Otherwise it is formalism and dogmatism.
1. What exams do I need to take to apply for a bachelor's degree?
To apply for a bachelor's degree, you need to take a self-study exam.
