The construction industry is closely related to the national economy and people's livelihood, and it is a pillar basic industry. The long-term strategic policy of China's construction industry is to improve the engineering quality. Construction engineering is a comprehensive large-scale project, and its engineering quality is related to the safety of people and property, as well as the stability of society. However, there are still very serious problems in this industry, and the uneven quality of construction projects is a more obvious problem. In recent years, major engineering quality accidents not only caused serious economic losses, but also had a serious impact on society. Therefore, the supervision and management of engineering quality should be strengthened as soon as possible. An important link in the supervision process is the quality monitoring of construction projects. Construction engineering quality inspection is an important link to ensure engineering quality. Its task is to provide scientific, fair and accurate inspection results to the society and provide a basis for judging the quality of construction projects. It is also an important measure of project quality management and an important part of project quality supervision.
First, the problems of third-party testing in engineering quality testing
Architecture is a new thing in our country. Because our understanding and research on it are not sufficient, there are still the following problems in its development, which have affected the healthy development of the construction industry.
(1) The construction unit can't fully understand the building and can't explicitly request the building. Unreasonable planning makes it impossible to integrate subsystems, realize real intelligence and waste investment [1].
(2) At present, some systems in buildings do not have complete design and construction specifications and engineering acceptance standards. Some codes being implemented can't meet the technical requirements of buildings well, which leads to some unreasonable architectural design schemes, unqualified construction quality and unqualified engineering inspection, which leads to the failure to realize the actual effect of intelligence.
(3) To improve the technical strength of the construction team. Most of them are integrators to undertake the construction of construction projects, but some small and medium-sized integrators are not very skilled in construction, or even have a permanent construction team. It often happens that the integrator subcontracts the installation project to other units or teams after undertaking the project, which leads to unsatisfactory project quality, and some even have quality problems, which brings great losses to the construction unit.
(4) There are many kinds of building supporting products, including imported and domestic products, as well as OEM products. Different product types have different quality levels, different technical standards and incompatible interface protocols. Due to the above problems, it is difficult to design, construct, install and debug. Conflicts between systems are easy to occur, and it is difficult to achieve the ideal intelligent effect.
(5) Supervision quality is related to engineering quality. However, at present, there are not many professional construction engineering supervision companies in China, and other kinds of supervision companies lack construction engineering supervision personnel, which makes it difficult to effectively control the project quality [2].
(6) Many construction, construction and supervision units still lack the concept of professional quality inspection of construction engineering. I just think that we can rely on Peng Long's personal experience and subjective feelings to evaluate the concept of construction quality, and the phenomenon of not attaching importance to and adopting professional quality is widespread. This is a big misunderstanding in the implementation of domestic construction projects, and it is also a reason why the project quality is not easy to be greatly improved.
(7) Due to the lack of technical personnel for building operation and management, the owners or property management units can't manage the systems that have been put into operation and can't maintain the equipment, which leads to the failure of normal operation of the building system and the loss of intelligent efficiency, and becomes a luxury "decoration".
Application of Third Party Testing in Quality Testing of Construction Engineering
In the past ten years, most of the building systems in China did not work well or even failed completely. There are many reasons for this phenomenon, one of which is that the project can not be tested and accepted in a standardized, strict and timely manner. Therefore, on the basis of strengthening the design, construction norms and management, it is the objective need of building development to actively carry out the third-party acceptance of intelligent system engineering [3].
Third-party inspection and acceptance is a step-by-step and all-round inspection and acceptance process carried out by inspection institutions with certain inspection qualifications and capabilities recognized by relevant state functional departments. The effective way to ensure the quality of the project is the third-party inspection and acceptance, and the important basis for the general acceptance of the project is its inspection results. Architecture has the following characteristics: high technology content, many categories, complex system composition, high requirements for design, construction and inspection, and scientific and reasonable organization and implementation of intelligent building system engineering inspection and acceptance. With the intelligent system engineering of inspection and acceptance, problems in system operation and use can be found and solved as soon as possible. The technical and economic indexes of the system are ensured to run normally according to the design requirements, and the expected construction effect is achieved. It can also be used as a basis for judging whether the contractor completes the construction obligations according to the scope of responsibility agreed in the system engineering contract. According to the requirements of Code for Quality Acceptance of Building Engineering (GBSO33g-2003), the key to ensure the quality of building engineering lies in the function and performance of the detection system. The function and performance of the system will be tested after the completion of construction, installation and debugging, which is not only a comprehensive evaluation of the system performance, but also an important link in the acceptance of the system and the implementation of the whole project. As a building system or its subsystem, it generally consists of the previous detection (various detectors and sensors), signal transmission, signal processing, control and display [4].
There are usually two paths to detect system performance: one is from the component to the system. Firstly, the main equipment or components are tested, and then the overall performance of the system is evaluated on the basis of ensuring the quality level of equipment components, that is, the testing is carried out step by step from bottom to top; The other is to start from the overall performance of the system, focus on the overall performance and quality of the system, and detect specific equipment or components for existing problems, that is, from top to bottom. In order to ensure strict, comprehensive, efficient and scientific evaluation of construction quality, the following four principles are generally followed when testing the construction system:
Check the subsystem first, and then check the system integration. The general building system is composed of several subsystems, and each subsystem is closely related. In order to realize the intelligent effect, we should integrate the system based on each subsystem and establish a unified and coordinated intelligent integrated management system. Information sharing and integrated management are mainly manifested in the running status of each subsystem and the timely transmission of detection information to the integrated management system. The integrated management system can control the control box to set the parameters and operations of each subsystem. Therefore, in general, only by ensuring the safe operation of subsystems can the integrated management system play its role. Therefore, an effective detection system should first detect each subsystem, and then detect the integration of intelligent systems.
Second, to test each subsystem, we must first test the whole system, using test equipment components as an aid. The two paths of system detection mentioned above: from components to the system and from the overall performance of the system. Judging from the overall performance of the system mentioned here, that is, when the expected index of the overall performance of the system is reached, it is considered that the overall requirements have been met. Because the overall performance of the system is based on ensuring the performance index of each component, ensuring and realizing the final performance index of the system needs to be ensured by installing equipment and debugging the system [5]. If there are no components that meet the quality index, the overall performance requirements of the system cannot be achieved; Conversely, it is to make the quality and indicators of parts meet the requirements. For example, because there is no correct installation and debugging, the performance index requirements of the final system cannot be met. Usually in the actual construction process, a construction unit or construction unit will think that the equipment used in a certain project is up to standard, and the whole project must meet the requirements. However, in the process of our actual inspection, there will still be some problems that the overall quality of some projects is not up to standard, which confuses the concepts of products and systems. Therefore, for engineering inspection, we should focus on the overall performance and quality of the system. After the problems are found, the equipment or components are inspected according to the specific problems, and the inspection of the equipment and components as an auxiliary test means can better and correctly evaluate the overall quality level of the system.
