Article 1 These Measures are formulated to ensure the quality of degree conferring and do a good job in sampling doctoral and master's dissertations.

Article 2 The sampling inspection of doctoral dissertations shall be organized and implemented by the the State Council Academic Degrees Committee Office, and the sampling inspection of master's dissertations shall be organized and implemented by provincial academic degrees committees; Among them, the sampling inspection of military system dissertations is organized and implemented by the Academic Degrees Committee of China People's Liberation Army.

Article 10 The application of expert opinions in the sampling of dissertations.

(a) Publish the opinions of experts on the sampling of dissertations in an appropriate way.

(2) Conduct quality interviews with degree-granting units that have appeared "problem degree theses" for two consecutive years and have a high proportion or a large number of articles.

(3) In the qualification evaluation of degree authorization points, the sampling results of dissertations are taken as an important indicator, and the degree authorization points with a high proportion of "problem dissertations" or a large number of articles are ordered to make rectification within a time limit according to relevant procedures. If it still does not meet the requirements after rectification, it shall be deemed that the academic level of the degree awarded cannot be guaranteed and the degree authorization shall be revoked.

(four) the degree-granting unit shall take the opinions of experts on the sampling of dissertations as an important basis for the qualification identification of tutors and the allocation of postgraduate education resources.
