Based on the current situation of social work professionalization in China, this paper analyzes the main problems existing in the process of social work professionalization in China, and then makes strategic analysis from defining the professional field of social work, perfecting the management system of social work institutions and perfecting the legal system of social work.
Social work is the product of social development to a certain stage and an important symbol of social civilization and progress. The so-called professionalization of social work generally refers to the process that social work activities based on meeting the specific needs of human beings are recognized by the society as a special professional field and developed professionally. There are obvious differences between social work and civil affairs work: from the perspective of service concept, civil affairs work represents the administration and service of the party and government according to law; Social work follows professional ethics such as "helping others and helping themselves", "respecting acceptance" and "the parties' autonomy", and emphasizes equality with the parties, so that the parties can stand on their own feet. From the service mode, the civil affairs work at this stage is mainly relief and service assistance; Social work mainly uses professional methods such as case work, group work, community work and social welfare administration to help others. From the perspective of service function, at present, China's civil affairs work focuses on rescue and security functions, while international popular social work focuses more on welfare and service functions.
Professional social work was born at the end of 19 and the beginning of the 20th century. At present, the professional development of social work in western countries is quite mature. In China, social work started late, a complete professional system of social work has not been established, the level of specialization is not high, and it faces many problems and challenges. How to solve these problems and meet the challenges requires the attention and efforts of social forces such as government agencies and institutions.
First, the practical significance of the development of social work in China
The professionalization of social work is an important stage in the development of social work. In the operation of modern community management, social workers play an important role in planning, organizing, coordinating and controlling. The practice of social work in western developed countries shows that the degree of specialization of social work is positively related to the ability and quality of social workers. The professional development of social work determines the efficiency of community service work to a great extent, and then affects the realization of a national strategic goal. Therefore, we must understand the importance and urgency of the development of social work specialty from a strategic perspective.
(A) the professional development of social work is conducive to coping with increasingly complex social problems.
With the transformation of our society, the speed of industrialization and urbanization is accelerating, and at the same time, it is accompanied by increasingly complex social problems, such as unemployment, poverty and juvenile delinquency. Therefore, it is urgent to use special theories and methods to provide effective services for people. Since the introduction of social work in China in the mid-1980s, most social work activities have been undertaken by government administrative systems (civil affairs, labor, education and other government departments) and quasi-administrative systems (trade unions, women's federations and other mass organizations). However, most of these administrative social workers have not received systematic professional knowledge of social work, lack professional theoretical knowledge and method system, and often can only rely on enthusiastic "extensive" working methods in practical work. It is not difficult to find that this "extensive" working method is inevitably helpless in the face of psychological counseling and correction work that requires professional social work methods, and objectively puts forward the urgent requirements for the professionalization and professional development of social work.
(B) the professional development of social work is conducive to transforming government functions and innovating social management.
Social governance, including social management and social services, is undoubtedly the unshirkable responsibility of the modern government. However, this does not mean that all management and services are directly provided by the government. The government is the only subject of these management and services, and its functions and roles are actually limited. For social management innovation, "separation of government and society" is the premise, division of labor and cooperation and * * * governance are the results, and the key lies in the transformation of government social functions and the maturity of social work professionalism. Without the transformation of government functions, it is impossible to establish a system of "separation of government and society" at the same time. Without the development of social work professionalization, the transformation of government functions will lose the object and carrier that can be entrusted. The government needs all kinds of social public organizations to undertake social service functions and some social management affairs that it should not directly engage in, and the main bodies of these organizations are professional and professional social work institutions. It is not difficult to see that the professional development of social work can accelerate the reform of government management system, hand over micro-social management to social work institutions, improve government management mode, and make the government focus on macro-control of social development.
