Jiang Hengjie, chairman of China Garment Industry Association, pointed out at the Shanghai National Garment Industry Work Conference that the current problems in the development of China garment industry mainly focus on the following aspects:

First, due to the lack of effective market research and guidance, the expansion of social clothing production scale is mostly blind and short-sighted. Part of the new production capacity is concentrated in conventional products with relatively high profit margins, such as down jackets, suits and shirts in men's wear. Men's wear production has gradually become a pattern, and the trend of "serialization" and "hierarchy" of well-known brands is obvious. Great efforts have been made in expanding scale benefits, distribution strategies and marketing methods. However, few enterprises have made great efforts in in-depth market research, improving product innovation ability, improving the quality of enterprise personnel, strengthening enterprise management, studying clothing pattern design and related basic research. In fact, these are the key factors that shake the foundation of enterprise development, hinder enterprises and products from increasing added value, and constantly expand and maintain market share. Therefore, on the one hand, there will be an oversupply of clothing, and the price will drop sharply. On the other hand, consumers still can't buy satisfactory clothing. This is also the reason why it is difficult for China clothing products to compete with imported brands.

Second, the internal development of the industry is unbalanced, and the gap between the east and the west has not been improved. The development of large, medium and small enterprises is unbalanced, and the phenomenon of blindly following the trend is still widespread. In particular, a considerable number of small and medium-sized enterprises can not develop products suitable for their own characteristics according to their own capabilities to attract and meet specific markets. There are widespread phenomena such as "cloning" best-selling products and successful marketing models in the market, which hinder the development of small and medium-sized enterprises. The main body of the clothing industry should be small and medium-sized enterprises, and the advantages that small and medium-sized enterprises can play are far from being brought into play.

Due to the lack of communication and cooperation, there are considerable differences in business philosophy, management mode, product grade, personnel quality and information release between the East and the West. The ability of the east can't be extended, and the level of the west can't be improved, which affects the overall balanced development of China's clothing industry.

Third, the imbalance between supply and demand makes it difficult to adjust the product structure. Due to the lack of market research by domestic enterprises and the nonstandard domestic market, many enterprises produce the same type and grade products. However, few enterprises seriously study and investigate the market, produce products that meet specific consumer groups, and further study their hobbies and changes to stabilize consumer groups. This situation has caused a backlog of some products in the market, some products are hard to get a ticket, product structure adjustment has always been difficult to reach the designated position, and the effective supply capacity of the market needs to be improved urgently.

Fourth, attach importance to hardware and despise software; Pay attention to external work and ignore internal work. For many garment enterprises, it is no longer a problem to invest a lot of money to plan and publicize the image of enterprises and products and introduce advanced garment production equipment and computer systems. However, it is difficult for entrepreneurs to have a clear account of how much genuine content is behind the huge appearance, such as how high the utilization rate of advanced equipment is, whether the input and output are reasonable, and how the development potential of enterprises is, which directly affects the sustainable development of each enterprise.

Many garment enterprises have introduced and developed information management systems to varying degrees, but according to our investigation, the practical application effect of these systems in garment enterprises is not very satisfactory. In recent years, the application rate of CAD/CAM in garment enterprises in developed countries and the internet access rate of enterprises have reached more than 80%, while the leaders of garment enterprises in China lack the initiative to apply high technology and the consciousness to change the backward management status and promote the progress of enterprises with advanced information management technology. Enterprises lack compound talents who master clothing and computer technology, and lack the ability to actually operate and maintain the application of information technology; Clothing enterprises lack understanding, support and investment in the development and application of information technology; Industry management agencies have not promoted the application of information technology enough. Therefore, at present, the development, application and development of information technology in China's garment enterprises are relatively backward, far from reaching the international advanced level of garment production and trade, and it is even more difficult to keep up with the rapid development of the ever-changing information age.

In addition, we should comprehensively and objectively look at the growth of China's clothing export in the second half of 1999 and the first quarter of 2000. At present, the improvement of clothing export situation is still recovering. Although the clothing export amount in June 2000 increased by 75% and 49% respectively compared with the same period of last year, the absolute value of the clothing export amount at the end of the month was 2710.20 billion dollars and 2.026 billion dollars respectively, which was only equivalent to the monthly average level of China10.996, and this recovery growth was understandable to a great extent. It should be noted that the internal motivation of structural adjustment and export expansion of China garment industry and enterprises has no obvious influence on export growth. How to improve the overall level of China's clothing industry and its adaptability to changes in the international market, and enhance the stamina of China's clothing export, is still the fundamental problem to be solved for the sustainable development of the industry.
