Legal basis: Implementation Plan of Agricultural Machinery Scrapping and Renewal Subsidy in Henan Province
Second, the scope of implementation and subsidy targets
Counties (cities, districts) in the province implement the subsidy policy of agricultural machinery scrapping and updating, carry out subsidies for agricultural machinery purchase, and allocate funds from the central government to allocate subsidies for agricultural machinery purchase in our province. The subsidy targets are individuals engaged in agricultural production and agricultural production and operation organizations. Agricultural production and operation organizations include rural collective economic organizations, farmers' specialized cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and operation.
Three. Types and conditions of scrapping subsidies
(1) Types of subsidies. The types of subsidized scrapped agricultural machinery in our province are tractors, combine harvesters, rice transplanters, corn threshers, peanut ear pickers, feed (grass) shredders and hay cutters. Counties (cities, districts) can put forward specific types of equipment subsidies within the scope of scrapped equipment subsidies in our province according to local conditions.
(2) Scrapping conditions. Agricultural machinery applying for scrapping shall have complete main components and clear and legal sources. The applicant fills in the application form (Annex 3), and the applicant who can't provide the invoice fills in the letter of commitment (Annex 4) after verification by the village committee; Agricultural machinery included in the license management shall provide the license issued by the supervision institution; Without a license or not included in the license management, there should be nameplate or factory number, rack number and other equipment identity information.
Tractors, combine harvesters, rice transplanters, corn threshers, peanut pickers, feed (grass) shredders and lawn mowers that meet one of the following conditions may apply for scrapping procedures:
1. has reached retirement age. The retirement years of small tractors, large and medium tractors, crawler tractors, self-propelled combine harvesters, hanging corn combine harvesters, hand-held rice transplanters and riding rice transplanters are 12, 10, 10 and 65433 respectively. The service life of corn thresher, peanut picker, feed (grass) pulverizer and hay cutter is 8 years, 10 years and 10 years respectively.
2. The service life or accumulated working time is insufficient, and it still fails to meet the specified technical requirements after inspection, adjustment or replacement of wearing parts;
3. Serious damage due to various reasons, beyond repair;
4. The estimated overhaul cost is more than 50% of similar new products;
5 did not reach retirement age, but the technical condition is poor and there is no source of accessories;
6. The state explicitly eliminated.
Fourth, subsidy standards.
The central financial subsidy for agricultural machinery scrapping and updating consists of two parts: scrapping part subsidy and updating part subsidy. The scrapped part of the subsidy shall be subsidized by a fixed amount (see annex 1 for details). According to the purchase subsidy policy of agricultural machinery in our province, some subsidy standards are updated.
