4. After receiving the paper, the blind experts will conduct a double-blind evaluation of the author, that is, the author's name and unit are not known during the evaluation process, and the evaluation results will not be announced to the author.
5. According to the opinions and suggestions of experts, the staff of the Academic Affairs Office of the College decides whether the paper has passed the blind review and whether it needs to be revised or resubmitted.
