External auditing refers to sending papers to experts from other units for auditing. Some schools are managed by the degree office in a unified way, while others are guided by tutors. 90% of the papers are submitted by experts appointed by the tutor.

The right of reply can only be obtained after the blind trial and the external trial are passed, and you can't graduate if you fail to reply. As long as two experts pass the blind trial or two experts pass the external trial, they have the right of reply. The defense Committee does not include experts from external auditors, and only half of them can graduate.

Some doctors and masters can't graduate, but the proportion of masters is very small, and some have graduated, but the proportion is less than 1%. All doctoral dissertations and some master's dissertations are sent to other units for blind evaluation by the degree office before the defense, so as to ensure the quality of the defense thesis. In addition, the provincial and municipal education committees will randomly select a certain proportion of papers and invite other units to do blind evaluation to check the quality of postgraduate training.

All doctoral and master's dissertations can only participate in the defense if they pass the blind evaluation and external review, and then the defense Committee decides whether to pass the defense and award the degree. Finally, the academic degree committee of the unit will decide whether to grant the degree by secret ballot according to the quality of the thesis, course performance, ideological expression and whether to publish the thesis. If it is approved, it will be publicized for 3 months before obtaining the degree certificate. Those who do not graduate with a doctorate or master's degree generally have no academic qualifications and degrees. Some graduates have academic qualifications and no degree, while others have academic qualifications and degrees.

Blind trial processing results:

1. All papers submitted for review have been withdrawn, and the review opinions are valid. If not, the number of missing copies must be submitted for review.

2. Due to special circumstances, if it is not possible to recover all the papers submitted in time, graduate department can decide whether to let graduate students defend their papers first according to the recovered evaluation opinions, and then determine the handling opinions of the defense according to the recovered number of empty albums and evaluation opinions.

3. If the doctoral thesis is rejected by one vote in the double-blind review, two reviewers will be added for review. If negative opinions appear again, the paper will be judged as unqualified. If two votes are rejected, the paper will be judged unqualified. The master's degree thesis is subject to blind examination and one-vote veto system.

4. The Graduate Department will notify the degree evaluation sub-committee, tutors and graduate students to defend the thesis. If the thesis is considered unqualified, the graduate department will inform the graduate students and their tutors to revise the thesis; If the graduate students themselves and their tutors disagree with the results of the blind test, they can fill in the Application Form for Review and apply for a review.

5. After receiving the Application Form for Re-examination, the Sub-committee on Responsibility Assessment shall organize relevant experts or members of the Sub-committee to comment on the dissertations and opinions of blind examination that are unqualified. If you agree with the results of blind evaluation, you should instruct the instructor to guide the graduate students to carefully revise their dissertations within the prescribed time limit. The blind trial fee shall be borne by the tutor or graduate student.

6. The revision period for the dissertations that are blindly judged as unqualified shall not exceed two years for doctors and one year for masters. The revised dissertation still needs to participate in double-blind review, and in principle, it will be re-reviewed by the original reviewer. If the paper is rejected again, the author's degree application qualification will be cancelled.

7. Those graduate dissertations brought by tutors who are blindly rated as unqualified dissertations must participate in the next round of double-blind evaluation or appraisal at their own expense, and at the same time increase the proportion of double-blind evaluation in their disciplines.
