(two) engineering and technical personnel engaged in scientific research, design, construction and installation of industrial and civil construction projects shall meet one of the following conditions:

(four) engineering and technical personnel engaged in urban water production, municipal water supply and drainage, urban sewage and garbage treatment and reuse, etc., shall meet one of the following conditions:

4. The new technologies and new processes confirmed by the provincial (ministerial) level business departments have achieved remarkable results in practical application.
5. Served as the person in charge of the technical department (room) of a large water supply and drainage enterprise or sewage and garbage disposal enterprise for more than three years or the person in charge of the same position in a small and medium-sized enterprise for more than five years, without major accidents (including quality, safety and equipment).
(five) engineering and technical personnel engaged in the design, construction and scientific research of building water supply and drainage engineering and fire protection engineering shall meet one of the following conditions:
1. In two large or three medium-sized industrial and civil construction projects, as the head of water supply and drainage specialty.
2. As the main technical backbone, it has played an important role in the design of two national key projects.
3. Presided over the completion of 2 provincial (ministerial) level scientific research projects or 1 provincial (ministerial) level scientific research projects and 2 listed (departmental) level scientific research projects, and passed the appraisal of provincial (ministerial) level business departments.
(six) engineering and technical personnel engaged in heating engineering, air conditioning and artificial environment engineering, heating and refrigeration technology and other scientific research, technology and construction work must meet one of the following conditions:
1. Participated in two provincial (ministerial) key scientific research and design projects, and presided over the whole process of two secondary projects.
2. As the main completion person, responsible for completing the whole process of design or construction of heating, ventilation and central air conditioning system for two or more large-scale industrial and civil construction projects.
(seven) engineering and technical personnel engaged in regional, urban and rural planning and urban design shall meet one of the following conditions:
1. Participated in or undertook the preparation of regional planning and design for comprehensive cities (prefecture level) or above, overall planning and design for large cities with a population of over 500,000, and zoning planning and design for cities with a population of over 200,000.
2 independently presided over or compiled the same scale county planning, county master planning or development zone, science and technology park master planning and design, and can track the implementation for more than 5 years.
3. Organize and preside over the preparation of two or more urban traffic plans with a population of more than 200,000 or special plans for national and provincial scenic spots, tourist areas, cultural relics and historic sites, or prepare detailed plans for land use at more than three residential districts (including regulatory detailed plans and construction detailed plans).

(nine) engineering and technical personnel engaged in urban road and traffic engineering planning, design, construction and scientific research shall meet one of the following conditions:
1. Preside over or participate in the whole process of design or construction of construction projects with a cumulative height of over 40km for high-grade highways and over 100km for low-grade highways, or participate in the whole process of design, construction and supervision of medium-sized and above bridges as technical director or principal professional director.
2. Preside over or participate in the whole process of design or construction of construction projects with more than 20 kilometers of primary and secondary roads or more than 60 kilometers of non-primary and secondary roads in cities above prefecture level.
3 presided over or as the main person in charge to complete two or more urban road traffic rules or traffic engineering design with a population of more than 200 thousand.
4. Served as the person in charge or main finisher of key scientific and technological projects at or above the provincial (ministerial) level, and participated in the whole process of scientific research project establishment, investigation, experiment and writing major technical reports.
(10) Engineering and technical personnel engaged in scientific research, design and construction of raw material treatment, gas production engineering, gas purification and recovery, gas storage and distribution pipeline network, gas industry and civil equipment in urban gas plants must meet one of the following conditions:
1. As a professional person in charge, he participated in the whole process of gas design or construction in one or two large and medium-sized cities, and made major design and construction documents for them.
2. As the main completion person, he has participated in the research of national or two provincial (ministerial) city gas scientific research projects, and has undertaken the writing of the implementation plan and technical report of one of the secondary projects (special topics and special projects).

2. Preside over or participate in the compilation and management of the unified national or regional and industry-based fixed registered prices as the main compilers.
Article 7 Conditions for performance results

(five) to solve more than three complex and difficult technical problems that have not been solved for a long time in design, construction and installation, with remarkable social and economic benefits, and have been identified and recognized by professional departments at or above the provincial level.
(six) in the application of advanced technology and experience at home and abroad in architectural design, there are major innovations and breakthroughs (including architectural modeling and architectural steps), and remarkable social and economic benefits have been achieved, which have been recognized and adopted by the competent departments at or above the provincial level.
(seven) the main technical contributors who have completed two major projects or more than three medium-sized projects and reached the provincial excellent level.
(eight) as the main drafter to participate in the formulation of national, provincial and industrial technical standards, norms and procedures, approved by the professional authorities at or above the provincial level, the implementation effect is good.
Article 8 Conditions for Papers and Works
During his current post, he publicly published and published professional papers (first author) and works (main author) that meet one of the following conditions:
