Everyone is worried that China will become the factory of the world, and thinks that there is something wrong with China. First of all, I want to make some comments on the world factory. Under the background of global economy, no country can become the factory of the world, let alone China. In the era of economic globalization, especially under the premise that the global industrial chain of high-tech products spans many countries, it is impossible for a country to become a world factory, never and increasingly impossible.
Everyone thinks that Boeing planes are made in America. In fact, the president of Boeing told me that Boeing aircraft parts are produced in more than 70 countries around the world, and some say that Boeing aircraft are manufactured in more than 70 workshops around the world, and finally assembled into Boeing aircraft in the assembly workshop in the United States. A big country like the United States can only become a few workshops in the whole production chain of Boeing aircraft, and it is impossible to become the world factory of Boeing aircraft, let alone China?
China is fortunate to be one of several workshops in a world factory like Boeing Aircraft, helping Boeing Aircraft to produce tail wings. China has become several workshops of Boeing Aircraft World Factory, so it should be clearly pointed out that China is not a world factory, and China is nothing more than one link or several links of many industrial chains in the world and one or several workshops of numerous products world factories. Only in this way can we see the close relationship between China's manufacturing industry and the global manufacturing industry, and feel that China should become an important part of the important industrial chain of important products and gradually become an important part. So don't worry about China becoming the world factory, because China will never become the world factory.
Second, China is not qualified to be the factory of the world. Many people exaggerate the strength of China's manufacturing industry. China's manufacturing industry is far from the level of China's economy to become a world factory, and the United States is not qualified, let alone China. Don't think that China has become a world manufacturing factory, as if the people of China are working hard and being exploited in such a world factory. We should take a good look at the position of China's manufacturing industry in the global manufacturing industry. In fact, our manufacturing industry in China is only an integral part of the global manufacturing industry, because we in China have participated in economic globalization and become a part of the transnational production chain and industrial chain of many products in the world. What will we do in the future? Let China workshop not only produce cheap, low value-added and low-tech parts, but also let China workshop produce more high-tech, high value-added or core parts in the whole supply chain. This is what we should try to do.
On the other hand, through integrated innovation, China has achieved a leading position in some products of the whole manufacturing industry. For example, American Boeing aircraft is in the final position of assembling and integrating resources in the production chain spanning more than 70 countries. The independent innovation we are talking about today is well described in three aspects, one is original innovation, the other is integrated innovation, and the third is secondary innovation introduced and absorbed. I think it is of great significance to fully understand independent innovation and let our workshop in China gradually become a workshop with high added value and high technology content in the global industrial chain through scientific and technological innovation, not just a workshop with low added value and labor-intensive production. Due to the national conditions of China and the unbalanced development of China, we have not only relatively advanced coastal areas, but also relatively backward central and western regions. We in China will also produce labor-intensive parts and labor-intensive products in the workshop in China for a long time. This is determined by China's national conditions. We need to do more than just produce these things now. In addition, we must strengthen the ability of integration and innovation, just as Boeing aircraft can be assembled into the most advanced Boeing aircraft in the United States after producing parts in more than 70 countries, which is irreplaceable by anyone. Core components such as aircraft engines are made in Britain, but this does not prevent Boeing aircraft from being finally assembled in the United States and becoming Boeing aircraft produced in the United States. This is the embodiment of the United States' high-level ability to integrate innovation, integrate resources and manage equipment. When we talk about the development of China's manufacturing industry, we should not only see technological innovation, but also see institutional innovation. Only system innovation and management innovation can make it integrate resources on a global scale. I often say that how many resources an enterprise has now is very important, but it is not the most important. The most important thing is the ability to integrate resources. For a country, how much resources we have now and how much resources we can mobilize are of course very important, but more importantly, we in China can integrate the best resources in the world through the cultivation of integrated innovation ability. In this regard, I would like to express some opinions on the issue of world factories.
In addition, I don't understand why we should put forward the "post-opening era" to pay attention to China's post-opening era. Today, I saw such a new formulation, which may be very creative, but I didn't understand the meaning of the post-opening era well. 2006 is the last year of China's transition to WTO. After this year, China entered the latter transition period. I have always disagreed with the latter transition period, but it is even more wrong to create a post-opening era. The post-opening era is the era after opening up, can you understand it like this? What worries me most now is that after China joined the World Trade Organization and fulfilled its major commitments, everyone feels that everything is all right. After all the transitional commitments and obligations are completed, will China enter an era without opening, a post-opening era and a post-opening era? I think the opening up of China must continue. What worries me most is that after China joins the World Trade Organization, everyone thinks that China can rest for at least a few years.
