The "Opinions" determine that the full-time and part-time postgraduate enrollment plans should be managed in a unified way, and the "dual track system" of national plans and self-financing should be abolished. ? The examination and elimination in the process of postgraduate training will be increased. Strengthen the training process management and academic assessment, implement strict mid-term assessment and thesis evaluation system, smooth the diversion channels, and increase the intensity of elimination. Establish a supervision and punishment mechanism for study style, severely punish academic misconduct, and disqualify or revoke the degree of those who falsify papers. At the same time, improve the expression mechanism of postgraduate interests and strengthen the protection of postgraduate rights and interests. ? Does the teacher qualification evaluation consider the performance of teachers' morality? In terms of the reform of the evaluation system, the Opinions pointed out that the practice of evaluating the qualifications of graduate tutors alone will be changed, and the post awareness closely linked to enrollment and training will be strengthened to prevent the formation of tenure of tutors. According to the needs of annual enrollment, the number of enrollment tutors and graduate students is determined by comprehensively considering the characteristics of disciplines, the performance of teachers' morality, academic level, scientific research tasks and training quality. Improve the mutual selection mechanism between graduate students and tutors, and respect the choices of tutors and students. ? Tutor is the first person in charge of postgraduate training, responsible for leading postgraduate students in the forefront of disciplines, guiding scientific research methods and teaching academic norms. Improve the evaluation mechanism of tutor management. If graduate students have academic misconduct, tutors should bear corresponding responsibilities. ? Does the quality evaluation include employer's feedback? The Opinions require that a certain proportion of industry and enterprise experts should participate in the Steering Committee for Professional Degree Postgraduate Training. Establish a follow-up survey of graduates and a feedback mechanism for employer evaluation, and actively disclose quality information. ? For the units that have problems in the evaluation, conduct quality interviews, reduce enrollment plans, stop enrollment until the degree authorization is revoked as appropriate. ? In addition, the on-the-job master's degree students should be included in the postgraduate academic information management system, and the equivalent academic personnel should publish their dissertations on the postgraduate education quality information platform when applying for a degree.
