In the mechanized war, the mobility and firepower of the army have been unprecedentedly improved, and the scale of the war has also been unprecedentedly expanded. The new winning factors have become the steel output, the caliber of artillery, the number of planes, ships and tanks, and the skills of soldiers who operate these steel weapons. Since the second half of the 20th century, the transformation of production mode brought by computers, communication satellites and global networks has led to a complete change in the way of war. 199 1, from the standard of mechanized warfare, the equipment gap between the Iraqi army and the American army is not very big, but the instantaneous one-sided ending has made the world see a brand-new winning factor brought by information superiority. The emergence of new winning factors will inevitably bring a series of challenges to national defense construction. This challenge is manifested in the transformation of winning advantage, and the right to control information has become a new commanding height beyond air and sea control. Second, the advantages of information technology lead to the transparency of the battlefield in all dimensions, and night fighting, electronic warfare, reconnaissance and anti-reconnaissance have become the essentials throughout the war. Third, new concepts such as "nonlinearity", "asymmetry", "disappearance of front and rear boundaries" and "vague strategic and tactical concepts" have emerged, and new tactics such as "over-the-horizon combat", "long-range precision strike" and "network-centric warfare" have emerged. Fourth, informationization promotes the continuous innovation of the military organizational structure, the command organization tends to be simple, and the distinction between armed forces tends to be blurred. Fifth, human intelligence has been greatly expanded, and informatization has provided unprecedented opportunities for human beings to make full use of smart space. Throughout the century-long war, we can see that whether it is the victory of machinery or the victory of information, in the final analysis, it is a contest of the comprehensive quality of materialized people. Without high-quality soldiers, we can't win the mechanized war, let alone the information war.
In the face of this change brought by informatization, we should see that it is both a challenge and a historical opportunity. We will certainly raise our awareness, renew our concepts, innovate our thinking, do our best to speed up the informationization construction of the army with weapons and equipment and talent team as the core, win the future informationization war, realize the peaceful reunification of the great motherland and realize the great rejuvenation of the Chinese nation.
First, always adhere to the military strategic policy of "active defense" and extensively carry out the people's war in the information age.
The strategy of "active defense" has great vitality. In the information war, the core of this policy is "initiative, both offensive and defensive". Its basic points are: in the absence of war, it is better to use peacetime to strengthen combat readiness than not to fight for a thousand days, and to prevent problems before they happen; When the enemy deliberately stirs up trouble, respond quickly and take active offensive action to destroy the invading enemy; Be fully prepared before the war and win without fighting. Therefore, the policy and strategy of "active defense" still have extraordinary vitality in dealing with information warfare, and have given new content, which we must always adhere to.
To implement the strategic policy of active defense, we must correctly estimate the main threats we face, fully consider the national security interests and the effectiveness of military operations, and grasp the following relations.
The first is the relationship between "deterrence" and "fighting". Deterrence means to avoid and limit the occurrence of war with military force as the supplement and various means; The purpose of using soldiers is to achieve the purpose of war through force. They are interrelated, interactive and different. Deterrence also includes the use of troops. Because only strong military strength can contain the war more effectively. But you don't have to use force to win a war. A powerful deterrent can achieve the goal of "defeating the enemy without fighting", thus curbing the outbreak of war and safeguarding national security. China is committed to economic construction and needs a long-term and stable peaceful environment. In this sense, limiting war is more realistic and important. However, when national sovereignty is violated, such as when the authorities of Taiwan Province Province want to declare independence and taking non-military actions is not enough to solve the problem, it is inevitable to take military measures.
The second is the relationship between "getting the enemy first" and "getting the enemy first". "Attacking the enemy" means never using force against any country first, which is determined by the socialist nature of our country. The "first enemy mechanism" emphasizes that the army should create and master favorable fighters in advance to gain the initiative, which is determined by the characteristics of information warfare. Because information warfare has the characteristics of sudden launch and short process, if we stick to the general defense principle, it will give the enemy an opportunity and we will fall into a passive position. Therefore, "strike back after the attack" cannot be understood as "passive strike back".
At the same time, we should also study the corresponding people's war in the information age and win the future information war with a wide range of people's wars.
Second, improve the comprehensive understanding of information warfare and enhance the thinking consciousness of information winning.
(1) Improving the capability of information warfare is the need to compete for the strategic initiative of information warfare.
Facing the change of war form from mechanization to informationization, the world's military powers have focused their attention on information warfare, shifting the focus of army building to strengthening the quality construction with digital information system as the core, in order to greatly improve the overall combat effectiveness and seek the strategic initiative in the 2 1 century, forming a new situation marked by competing for information superiority. In order to meet the challenge of information war, conform to the development trend of information technology and grasp the strategic initiative in the new century, we must adjust our military strategy and win the information war. Therefore, we should vigorously strengthen the research on information warfare. It has become a very urgent and significant historical responsibility for us to actively promote the construction of our army's digital troops and digital battlefields and strive to improve our army's informatization level and informatization combat capability.
(2) Improving information warfare capability is an objective requirement for preparing for military struggle.
With the wide application of information technology, the main battle weapon is informationized and the command means is automated. Information system has become the key element of the army's combat effectiveness, and the right to control information has become the commanding height of the opposing sides. Informatization has become the basic feature of future wars. This clearly shows that the war our army will face in the future is an information war under nuclear deterrence. Therefore, it is the right choice to position the preparation for military struggle as winning the information war, strengthen the theory of information war and the construction of digital troops and digital battlefields, and improve our army's information war capability. To meet this objective requirement, we fundamentally chose the breakthrough to improve the combat capability of the troops.
(3) Improving the information warfare capability is an important foundation for the quality construction of the army.
Judging from the strategic needs of the army's quality construction, the army's quality construction is based on combat effectiveness and is finally tested by operational practice. Fundamentally speaking, the objective demand of information war determines the direction of military quality construction. Judging from the powerful driving force to promote the quality construction of the army, high technology with information technology as the core is widely infiltrating into all elements of combat effectiveness, playing an increasingly important role in the generation and development of combat effectiveness, and even becoming a new growth point of combat effectiveness and a powerful driving force for quality construction. This requires our army to strengthen quality construction, persist in strengthening the army through science and technology, give full play to the role of information technology, constantly improve the quality of our officers and men and the high-tech content of weapons and equipment, and fundamentally improve the ability to win the information war.
Third, break the traditional concept and establish a new (information) winning concept.

In the information war, the battlefield space presents obvious multidimensional and comprehensive characteristics. With the increasing status and role of space fields such as air, sea, sky and electromagnetism, there is no land-based battlefield in the comparison of combat operations, and the traditional thinking of land war first and army boss must be completely changed. From the Gulf War to the Iraq War, it has been clearly shown that the contest of combat capability is not limited to the ground. The position and function of his multidimensional battlefield space is equal to that of the land battlefield, and some wars are even just air battles for dozens of days.
In the information war, it is impossible to win only by relying on a certain service or a single force of a certain service, and we must rely on the overall strength to compete with the enemy. It can be said that a fundamental difference between information warfare and mechanized warfare is that the organizational form of war forces is a joint way of multiple forces. The future information warfare, regardless of its scale, will be manifested as joint actions supported by information systems, involving multidimensional war space forces and various combat forces, and some are often joint actions involving multinational forces. As the embryonic form of information warfare, multinational forces have invested in the forces of the army, naval fleet, marine corps and air force, as well as a large number of military satellites, global positioning systems, electronic warfare equipment and other multidimensional battlefield spaces.
The practice of local warfare shows that with the development of information technology, the combined forces of multidimensional space will combine their respective combat effectiveness into a whole through the organic combination of various power components and coordination units, and play a comprehensive benefit and overall power.
(B) establish the concept of "information wins"
The three-dimensional intelligence reconnaissance system, perfect automatic command system, comprehensive electronic warfare system and long-range precision strike system have changed the face of war, and at the same time marked that "information control right" is closely related to the freedom of military action and the initiative of the battlefield. The war practice since the Gulf War shows that the era of completely "beating steel" will give way to "beating silicon chips", and the firepower advantage will depend on the information advantage, which is a revolutionary change. Our military thinking must adapt to this new requirement and make national defense construction and army construction information.
(C) jump out of yesterday's mindset
In the face of information warfare, a new form of war, we must jump out of yesterday's mindset, never stick to the rules, study new things, adapt to new situations and explore new methods of warfare. Although there are still experiences worth learning from in the past wars, they cannot be used as shackles to bind thoughts. Because history will never repeat itself, war will never repeat itself, the password of victory tends to those with innovative thinking, and the conservatism of military thinking can only lead to failure. The innovation of military thinking is more important than the development of weapons and equipment.
Military reform is often accompanied by the revolution of combat mode, which should be guided by the revolution of military thought. In the information-based war, we still have to carry out the strategic policy of active defense and face the reality of using the inferior to control the superior, but the specific tactics will never be the same as in the past. We need to develop a new set of ideas in practice and control the enemy with innovative ideas. For example, we should make more use of precision warfare, electronic warfare and cyber warfare, emphasize "joint points" and paralyze the enemy's command and control system instead of overwhelming large-scale destruction. For another example, in information warfare, special emphasis is placed on systematic methods, the overall concept, and integrated operations to give full play to the overall power, rather than advocating independent actions that are divorced from the system and are not conducive to the overall situation.
With the improvement of the long-range combat capability of the information-based intelligent weapon system, the over-the-horizon joint precision strike of multi-dimensional forces has become a common and main mode of engagement, and the position of close contact combat has been greatly reduced. According to the analysis of military strategists, the information war has begun to make the traditional modes of engagement such as ground cluster stalemate, air gun battle of air force fleet, direct confrontation of naval guns at sea, air-to-ground bombing and strafing become history, and the over-the-horizon confrontation of long-range weapons has replaced the dominant position of traditional modes of engagement such as hand-to-hand combat and bitter assassination, and melee enemy annihilation has evolved into the end of combat operations. 199 1 Gulf War, the whole 42-day war, long-range precision strikes accounted for 38 days, and ground close combat only accounted for 4 days. In the information war, the main way of ground combat is the nonlinear integrated combat of digital troops. The concept of "nonlinearity" is put forward relative to the "seesaw" positional warfare near the contact line in previous operations. Its basic characteristics are mainly manifested in two aspects: first, in the space situation, the two forces no longer maintain a relatively stable confrontation and battle contact line on the battlefield, and the battlefield situation is inconsistent. The operational tasks of each unit will no longer be divided into clear operational boundaries, but only roughly distinguish the operational objectives and task areas of each unit, and the units undertaking their respective tasks will perform their tasks randomly and quickly on the vast battlefield; Second, in the course of time, it is no longer a pre-determined campaign, operational objectives and mission areas, and it is carried out step by step according to fixed patterns and procedures. Instead, troops are deployed in the entire battlefield space at any time according to the changes of the situation and the needs of the mission, and the effectiveness of various operations is concentrated on the target points in multiple directions and quickly.
War is a turbid phenomenon, which is deepened by nonlinear information warfare. We should be good at observing or studying the existing information warfare methods in turbid phenomena. This requires us to pay attention to creative thinking and be good at getting rid of the old model.
Fourth, focus on casting "trump cards" to create material conditions for winning.
"Manual budget" is to kill the enemy with the best weapon at the most critical moment.
Winning the information war depends on many factors, but having the necessary material conditions is one of the important factors. Information warfare, at a deep level, is manifested as the struggle between information technologies, and the result of information technology development directly affects the result of information warfare. The key technologies of information technology are detector technology, communication technology and computer technology, and the key systems are C4I system, electronic warfare system and precision guided weapon system. These hardware devices are crucial to winning the information war.
Generally speaking, we have a great "technical gap" with our main rivals in information technology and information weapon systems, and we are still relatively backward in many aspects at present. But we don't have to feel inferior. Through our efforts, we are fully capable of forging our own "handcuffs" in some fields in a relatively short period of time.
(1) Vigorously develop the intelligence early warning system.
With the continuous improvement of weapon informatization and the overall informatization level of the army, the entire military system and combat operations rely more and more on intelligence information. Judging from the current situation, our army's intelligence reconnaissance means are still relatively backward, and the reconnaissance means are still relatively simple. We must vigorously strengthen the development of means and equipment in this field. First of all, we should establish a strategic early warning air defense system, and strive to find and prepare for the enemy's sudden attack at an early stage. We should also focus on the development of battlefield surveillance systems, including unmanned reconnaissance aircraft, battlefield reconnaissance radar, battlefield television surveillance system, and various advanced night vision equipment and electronic reconnaissance equipment to improve the transparency of the battlefield.

In this regard, we should also invest some funds and scientific and technological strength to form our own defense system and avoid passive beatings.

C4I system is not only a "power multiplier" in information warfare, but also the core of information system. At present, while continuing to strengthen and improve the construction of strategic C4I system, we should attach importance to the construction of tactical C4I system, especially strive for a breakthrough in improving communication ability and intelligence acquisition ability.
(4) Strive to improve the ability of electronic countermeasures.
Electronic warfare is an information countermeasure with the characteristics of 2 1 century era, which has become the main operational style of information warfare and the main content of winning information superiority. Our army's electronic countermeasures equipment should make efforts to improve performance and spread spectrum. Electronic warfare aircraft should be able to perform radar countermeasures, communication countermeasures and launch anti-radiation missiles, and have the ability of battlefield damage assessment. In addition, all kinds of combat platforms should also be equipped with integrated electronic warfare systems and white guard jamming systems to adapt to the complex electromagnetic environment of future information operations. We should also pay attention to the development of virus weapons and measures to prevent computer viruses, and improve the countermeasures of computer space.
(5) Attach importance to the development of new concept weapons.
With the new concept weapons stepping onto the war stage and being widely used, our army should also attach importance to the development and research of new concept weapons. Such as kinetic energy weapons, high-energy laser weapons, high-power microwave weapons, and non-lethal weapons such as laser blinding weapons, infrasound weapons, optical ammunition, disabling agents, and substance destroyers. Although it cannot be fully developed, it is still possible to develop one or two new concept weapons with deterrence in a certain field. We should do something in this regard. As long as we have certain capital and scientific and technological strength, we can achieve results in some aspects.
Fifth, establish a new concept of talents and create high-quality military talents to deal with the information war.
Cultivating talents who can adapt to the requirements of information war and engage in information war is an important content of information army construction. In a sense, information warfare is a contest of high-tech knowledge talents, and our army must take training talents as a basic project and an urgent strategic task for operational preparation.
(1) Information operations are in urgent need of high-quality talents.
In information warfare, the acquisition, transmission, processing, control and utilization of information must be completed by people, and computers also need people to operate and control. Or Mao Zedong was right: "Weapons are an important factor in war, but they are not decisive. The decisive factor is people, not things. " No matter how information weapons develop and how powerful they are, the truth that man is the decisive factor in war will not change. Because in the unity of man and weapon, man is always in the dominant position, while weapon is in the subordinate position. The development of information weapons is only an extension of human ability, and it does not reduce human factors at all. On the contrary, the more information-based weapons and equipment, the higher the requirements for people's quality, and the more important the human factor. The information war puts forward new requirements for the quality of talents, and not everyone can be the decisive factor to win the information war. People who know little about information warfare theory and information technology can't win information warfare.
To meet the needs of information warfare, we should not only improve the quality of all soldiers, but also make great efforts to train key talents. The key talents needed for information warfare mainly include middle and senior commanders, information network management talents and high-level scientific and technological talents. Senior commanders, especially senior commanders, must be compound talents with solid information knowledge, ability to control information warfare, high-tech strategic awareness and good use of information technology to organize and command operations; The organizers and commanders of the information network system are the concrete organizers and commanders of the information network system. Proficient in information technology, information equipment and information network, familiar with the characteristics and tactics of information warfare, with strong organizational and command capabilities. High-level information technology talents are the designers and managers of various information technology means in the information war. They must be familiar with the characteristics, tactics and technical support requirements of information warfare, and be good at using information technology to support information reconnaissance, information attack and information defense operations, so as to give full play to their own information technology means.
(2) The information war has put forward higher requirements for the quality of talents.
The talents needed for information war and digital army construction include both the requirements of general military talents and the special requirements of adapting to information war. These special requirements mainly include: in the structure of talent types, focus on building various talent teams such as command and control, information system management, information technology application, and information equipment maintenance and guarantee; In the form of talent training, we should pay attention to the scientific, universal, comprehensive and advanced nature of talents; In terms of talent quality, we should be familiar with the theory of information warfare, master high-tech knowledge, and skillfully use information network system and information weapon system; At the level of personnel training, we should pay attention to the cultivation of highly educated and compound talents. These requirements are embodied in political and ideological quality, scientific and cultural quality, military professional quality, pioneering and innovative quality, physical and psychological quality and so on.
1, excellent political and ideological quality
War is always closely related to politics. Improving the political quality of soldiers, especially middle and senior commanders, is an important guarantee to win the information war. First of all, we must firmly establish the Marxist outlook on war and life, adhere to the principle that national interests are above everything else, and unswervingly fight for the security of the motherland under any circumstances; Secondly, we must resolutely obey the party's command, consciously implement the military strategic principles and guiding principles of the CPC Central Committee and the Central Military Commission, resolutely carry out orders, and obey the command in all actions; Third, we must be full of the belief of winning, have the fearless spirit of defeating the enemy and overcoming all difficulties, and fight bravely and tenaciously without fear of fatigue or sacrifice.

The ways and methods of cultivating talents are mainly learning and training. The key for the army to adapt to the requirements of information-based operations is how to adopt training methods to adapt to information-based operations. The training of a new generation of talents in our army should take a new path on the basis of inheriting traditional training experience and drawing lessons from foreign military experience.
1. Attach importance to high-level academic education and gradually improve the cultural level of officers.
To some extent, academic qualifications can reflect their education level, which is the basis for improving the political and ideological quality and military professional quality of officers and men. Information warfare needs highly educated soldiers to control. Because of this, the armies of developed countries attach great importance to improving the academic level of officers and men. To train information warfare talents in our army, we should also raise the level of academic qualifications, and regard having corresponding academic qualifications as the basic condition for selecting and using cadres. To cultivate information network system management talents, battalion and regiment commanders or technical officers with bachelor degree or above can be selected from command, communication, electronic warfare and command automation posts at or above the division level, and systematic training can be conducted in the relevant command colleges for more than one year. Its purpose is to make them familiar with a certain information technology business, master the tactical and technical performance and organizational application principles of information system equipment above division level, and be familiar with the characteristics, laws and tactics of information warfare, so as to become compound talents who can organize and apply various information system equipment and organize information warfare.
To cultivate high-level information technology talents, it is necessary to select young and outstanding scientific and technological recruits from inside and outside the military, with master's degree or above, solid information technology skills and certain practical experience, and conduct systematic training in relevant technical colleges for more than one year. The purpose of training is to make them experts in information technology, especially network technology, and military command, so that they can accurately grasp the technical requirements of information warfare, creatively develop and use information technology, and give full play to our army's information technology means.
3. Adapt to the new environment of reform and development, and expand the ways to train information warfare talents.
The general climate of reform and opening up in China has opened up a new way for the army to train high-level information warfare talents. We should break the traditional and closed talent training mode and carry out open and innovative thinking in talent training.
