This paper introduces the concept of quality control in project management, points out that project management should implement the concept of whole system and whole life, and connecting with the practice of quality supervision of military representatives, expounds the quality control work in model project management of national defense military enterprises from the stages of project demonstration, engineering development, production process and maintenance.

As an efficient modern management mode, project management provides a powerful organizational management form for the implementation of the project, and improves the planning, organization, execution and control methods of various human resources utilization by enterprises [1]. With the continuous development of network technology and information technology, in order to cope with the increasingly fierce market competition and improve the ability to participate in competition, more and more enterprises, including national defense enterprises, are actively exploring the reform of management mode and extending their eyes to project management.
The adoption of project management in the development and production of equipment models has brought a series of changes to the management development, human resource allocation and execution control mode of national defense enterprises. As the supervisor of model engineering quality, the current quality supervision mainly focuses on the quality supervision of production process and the inspection and acceptance of finished products according to production technology and technical conditions, ignoring the influence of development stage and use stage on quality, and failing to fully control quality from the whole life cycle; Paying too much attention to the rectification of quality problems failed to rise from the height of system to the establishment of quality management system and the continuous improvement of its operation supervision. Therefore, it is of great practical significance to study the quality supervision of military representatives in model project management, adapt to the innovation of model management system and improve the efficiency of quality supervision of military representatives.
Quality control of 1 model development project
The quality control of model development project refers to the command, coordination and control activities around the project to ensure that the functional activities of equipment development can be achieved in accordance with the specified requirements and the original quality objectives [2].
Therefore, model project management puts forward a clear goal for the work of military representatives, and requires that the quality supervision of military representatives must run through all aspects of project quality formation, adhere to life cycle monitoring, establish and improve the organization of project quality system, change from the traditional "conformity" acceptance mode to the normal operation of supervision system, urge project R&D contractors to create necessary resources, promote the transformation of quality requirements into equipment products that meet quality requirements, and realize the improvement of model quality.
The quality control of model development project includes operation technology and activities, including professional technology and management technology.
Therefore, in the process of project quality control, we should implement the principle of combining prevention with inspection, and control the human, machine, material, law and environment (4M/E) factors that affect the quality of model projects at all stages and links of development, production and use, so as to find out the problems in time, find out the reasons, and take measures to prevent similar problems from happening again and eliminate them from the source. At different stages of the life cycle, the factors affecting the quality of equipment model projects are different, so the emphasis and methods of quality control are also different [3]. This paper summarizes my practice and experience in quality control of a certain type of project in different stages, such as project demonstration, engineering development, production process and use, and introduces some countermeasures of our military representatives in the whole life cycle quality control of a certain type of project.
1. 1 quality control in the project demonstration stage. The project demonstration stage of national defense scientific research projects mainly includes feasibility study and project decision, which is directly related to the subsequent engineering design quality and the production and use of equipment. Feasibility study is a transition from the project performance and technical approach to the engineering development stage with clear project performance and technical approach, and its position is very important. Therefore, in the feasibility demonstration of the project, the military should carefully compare the schemes and put forward the overall requirements for the project quality, so that the quality requirements of the project can be coordinated with other objectives of the project; Project decision-making is the key to affect project quality. The results of project decision-making should fully reflect the requirements and wishes of the competent department of equipment for quality. In the process of project decision-making, the competent department of equipment should also fully consider the unity of opposites among project cost, time and quality, and determine the quality objectives and levels that the project should achieve.
The task of national defense project development and demonstration involves a series of major issues in the whole life cycle of the project. Therefore, in the project demonstration stage, the military representatives mainly assist the competent equipment department to do a good job, including: project requirements and research necessity; Combat tasks and tasks; Main operating results and operating benefits; Technical feasibility and key technological breakthroughs; Economic feasibility; Project development progress and risks; Reliability requirements and maintenance support equipment development requirements; Project development budget and life cycle cost analysis [2]. At this stage, the military representatives should actively cooperate with the competent department of equipment to review the scheme put forward by the R&D contractor, make a detailed analysis and demonstration, give a clear conclusion, and provide the necessary basis for the decision-making of the competent department.
1.2 quality control in project development stage
Project engineering development is a systematic project, the main stage of new product design and the concrete implementation of the overall plan. In the process of project engineering development, it is required to use engineering technologies such as optimization design, reliability, maintainability and comprehensive support, fully consider long-term technical development and scientific research reserves, ensure standardization, serialization, generalization, modularization and systematization of model project development, and realize good man-machine integration, systematization, functionalization, informationization, modularization and multi-interface of weapons and equipment. Therefore, it is very important for military representatives to participate in the whole process of project engineering development and ensure the quality of the whole system to improve product quality.
The development process of model project mainly includes pattern design, trial production, flight test and design modification. The internal quality, performance and technical indicators of weapons and equipment are guaranteed by design, and poor design consideration or design mistakes will inevitably lead to the congenital deficiency of products, leaving endless future troubles for the quality of weapons and equipment [3]. Therefore, in order to eliminate the disadvantages in design in time and improve the design quality of model projects, military representatives should participate in the quality supervision and management in model design in time, strengthen the supervision and management of model design in the process of model project development, and take into account the complex tasks of military representatives in the development stage, make full use of project management mode to perform the quality supervision duties of military representatives in the project development stage.
1.2. 1 Refine the project plan and highlight the quality control of key links. In project management and practice, project planning is the main function of project management and the basis of project implementation. After the model project is started, the project organization should make careful arrangements for the project implementation process, including the work in the engineering development stage, and the representative office should analyze and study the model project plan and project work breakdown structure (WBS) to determine the key links of the project plan, so that the quality supervision of the key links will become the focus of military representatives' participation in the quality supervision of model development [4]. The main ways to highlight key links and carry out key control are: 1) strengthening the quality monitoring of R&D nodes. According to the characteristics of each model, the development process is divided into several important nodes, followed by centralized inspection, comprehensive evaluation and expert review, with special attention to the maturity of design, the stability of experiment, the completeness of process and the completeness of supporting facilities, so as to implement the process quality control.
2) Pay attention to the quality monitoring of technical status. Focus on controlling the change of technical status, such as technical change list, raw material substitution list, unqualified product review list, etc. And urge the R&D contractors to improve and perfect in time, put them in place, form a closed loop, and minimize the risk of technical status.
3) Strengthen the supervision of development process and test quality. In particular, we should insist on full experiments, focus on the organizational preparation of experiments and the zeroing of test quality problems, and prevent research undertakers from ignoring the test process, artificially changing the test procedures, arbitrarily reducing the test items, and arbitrarily shortening the test time. In order to catch up with the time and schedule, and ensure the authenticity and credibility of the test process and data collection.
1.2.2 Pay close attention to the reliability of model projects. Generally speaking, projects have clear achievement goals and binding goals, and the goals that the project needs to achieve are systematic and clear. In the development stage of the model project, in addition to defining the objectives of cost, schedule and "conformity" quality, reliability, maintainability, supportability, safety and testability are also hard indicators, which can be said that the development stage is the key to the formation of equipment reliability. Therefore, in the process of quality supervision, other military representatives-238 Institute should adhere to the principles of reliability, maintainability, supportability, safety and testability, focus on urging R&D contractors to carry out reliability and maintainability demonstration, design and test, formulate an appraisal outline for implementing reliability and maintainability tests, and take reliability, safety and maintainability as the focus of design review, test and finalization to ensure that the equipment delivered to the troops can be used and finalized.
Based on the project milestone node, 1.2.3 strictly controls the "three customs". For the whole project development process, evaluation, testing and finalization are important milestones, and the quality of evaluation, testing and finalization is directly related to the risk management of the model project and the smooth progress of the whole project. Therefore, the quality supervision of military representatives at these nodes focuses on solid work and strict evaluation, testing and finalization. The specific methods are as follows: during the review, the military representatives focus on the design, quality and technology to promote the continuous improvement of model development; During the test, key technologies such as tackling key problems, reliability appraisal, important performance, shooting range and army test are strictly controlled to effectively improve the overall performance of the equipment system; In the finalization, verify whether the tactical and technical indicators determined in the task book are realized and whether the reliability, maintainability, supportability, safety and testability meet the requirements.
1.3 quality control in the production process of the project
Quality supervision and management in the production process of model project is an important link in weapon development. The problems found in the supervision and examination of pattern design should be raised to the R&D unit in time, and measures should be formulated as soon as possible to solve them. The next stage of production can only be carried out after the re-inspection is qualified. Through the continuous improvement of the designed and produced equipment, it directly reflects the idea of the scheme and whether the technical indicators can be realized. Therefore, military representatives should focus on two key links, process review and product quality review, conduct comprehensive and effective quality supervision and management, strictly urge factories to process and assemble according to drawings and related technical documents, ensure that equipment is consistent with drawings, and finally ensure that product quality, performance and technical indicators meet contract requirements and successfully complete model production tasks.
For the production and development of large-scale and complex national defense equipment projects, due to the limitations of work performance and task characteristics, it is impossible for military representatives to conduct comprehensive and detailed supervision and inspection of all processes. In order to solve this problem, it is of great significance for the development of the whole model project to strengthen technical state management as an effective means of state control in the project production process. At the same time, the military representatives should carry out graded and phased quality evaluation in accordance with the provisions that the contractor must establish a graded and phased design quality, process quality and product quality evaluation system to eliminate quality hidden dangers and ensure the requirements put forward in the development task book [4].
In addition, in order to strengthen the quality supervision and management in the production process of model projects, military representatives can urge project members to refine the process control plan, fully allocate project resources, write model process control documents before project production, and organize the preparation of state inspection. At the same time, through mobile inspection and patrol inspection, on the basis of fully understanding and mastering drawings and technical documents and fully understanding the working principle of products, we will go deep into the production line and organize relevant units to carry out the first article appraisal;
Effectively supervise the quality of key parts, important components and key processes involved, and keep abreast of the processing of key dimensions and the implementation of heat treatment process specifications, the running state of equipment used in key processes, the quality of fixtures and measuring tools and the use of raw materials for key parts; Carefully check the contents required in the design, process and product quality evaluation system, understand the main problems and process difficulties in the production process, and assist the factory to formulate corrective measures.
As a link in the whole life cycle of national defense project, the quality supervision and use process of 1.4 model in the use and maintenance stage is mainly the technical service in the process of using equipment by troops. The military representative is the bridge between the industrial department and the using troops. It is necessary to track the equipment use of the troops, feed back the quality problems or optimization suggestions during the use of the troops to the industrial department, and urge improvement at the same time; Provide economical and effective comprehensive technical support for deployed models and equipment during the whole use and maintenance stage; According to the use of the model in the outfield, if necessary, organize industrial departments to provide direct technical services for the equipment used in the outfield to promote the sustainable development of the model.
2 conclusion
Under the new situation, national defense military enterprises are constantly innovating management system, adopting project management mode in the whole life cycle of model development, and the reform of equipment procurement system and military representative system is brewing, which brings great challenges to equipment supervisors-military representatives. To do a good job in the quality of weapons and equipment, military representatives must innovate the traditional quality supervision ideas, establish the concept of whole system and whole life quality, and highlight the quality control characteristics in project management. Constantly improve the means of inspection and acceptance, and at the same time strengthen the cultivation of their comprehensive quality and ability, so as to improve the overall quality of weapons and equipment and ensure the realization of our army's "winning" strategy in the new period.
