general rule

Article 1 In order to promote the growth of high-level professionals in China through multiple channels, meet the needs of socialist modernization, and do a good job in awarding master's and doctoral degrees to people with the same academic qualifications as graduate students, these Provisions are formulated in accordance with the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Implementation Measures for the Regulations on Academic Degrees in People's Republic of China (PRC).

Article 2 Any person who supports the Constitution of People's Republic of China (PRC), abides by laws and regulations, has good conduct, has made achievements in teaching, scientific research, professional technology and management, has the same academic ability as graduate students, and the academic level or professional technology level reaches the standard for degree conferring (hereinafter referred to as equivalent academic ability), may apply to the relevant degree conferring units for conferring master's and doctor's degrees in accordance with these Provisions.

Article 3 With the approval of the the State Council Academic Degrees Committee, a unit with the right to confer master's and doctor's degrees on persons with the same academic qualifications may confer master's and doctor's degrees on persons with the same academic qualifications in disciplines and majors that have already conferred postgraduate degrees.

Article 4 The standards for awarding academic degrees at all levels shall be implemented in accordance with the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC).

Article 5 Measures for granting professional degrees to persons with the same academic qualifications shall be formulated separately with reference to these Provisions.

Application and award of master's degree

Article 6 Qualification examination

(a) the applicant must have obtained a bachelor's degree, and have worked for more than three years after obtaining the bachelor's degree, and have made achievements in the major of the degree applied for or similar majors.

(2) The applicant shall submit the following materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit:

1. Bachelor's degree certificate;

2. Final academic certificate;

3. Published or published academic papers, monographs or other achievements related to the degree application;

4. The applicant's resume, ideological and political performance, work achievements, scientific research achievements, professional ability, theoretical basis, professional knowledge and foreign language level provided by the applicant's unit to the degree-granting unit (seal, stamp).

(3) The degree-conferring unit shall collect all the above materials within the prescribed time limit and conduct qualification examination on the applicant. To determine an applicant who has the qualification to enter the examination, according to the requirements of Article 7 of these Provisions, the applicant shall be deemed to have the same academic qualifications.

Article 7 Determination of equivalent academic ability

The degree-granting unit shall determine whether the applicant has the equivalent academic ability of a master's degree from the following three aspects.

(a) the applicant's achievements in teaching, scientific research, professional technology and management.

(two) to identify the professional knowledge structure and level of the applicant.

1, the course examination organized by the degree-granting unit.

The administrative department of degree and postgraduate education of the degree-granting unit shall organize the examination of qualified applicants in accordance with the courses specified in the postgraduate training plan. The examination should be conducted in the degree-granting unit in strict accordance with the examination requirements and marking standards of graduate students of the same major.

2. Level test organized by the state.

(1) Applicants should apply for the national unified examination of foreign language proficiency of graduate students through personnel with the same academic qualifications (transcripts are directly provided by the examination department);

(2) Applicants should apply for the national unified examination of the comprehensive level of master's degree subjects through people with the same academic qualifications (transcripts are directly provided by the examination department).

From the date of passing the qualification examination, the applicant must complete all the course examinations organized by the degree-granting unit and the grade examinations organized by the state within four years, and the results are qualified. If you fail to pass the course examination and the national examination within four years, this application is invalid.

(3) Identification of the level of dissertations.

Applicants should submit their papers within one year after passing all the exams. The degree-conferring unit shall designate a tutor to give necessary guidance to the applicant's thesis. The thesis defense should be completed within half a year after the applicant submits the thesis.

1, paper requirements.

The paper submitted by the applicant should have new views on the research topic, indicating that the author has the ability to engage in scientific research, management or independently undertake specialized technical work.

Papers, works, inventions, discoveries, etc. If the applicant cooperates with others, if it is really done by himself independently, he can organize it into a degree thesis, a written opinion signed by the host of the work or a letter of proof from other authors who jointly published the paper and works, and the papers and works completed in cooperation.

Thesis should be written in Chinese, and there should be Chinese and foreign abstracts.

2. Summary of the paper.

(1) paper reviewer: the degree-conferring unit shall employ at least 3 experts with senior professional and technical positions as paper reviewers. The reviewers of papers should be experts with strong sense of responsibility, decent style of study, profound academic attainments in corresponding disciplines and scientific research achievements in recent years. At least one of the reviewers hired is an expert outside the degree-granting unit and the applicant's unit. The degree-conferring unit shall not employ the applicant's tutor as the reviewer of the thesis.

Thesis should be submitted to the reviewer by the relevant administrative department of the degree-conferring unit two months before the thesis defense date.

When a paper is submitted for review, the name of the reviewer shall not be informed to the applicant, and the review opinions shall be transmitted in a sealed manner.

(2) Paper review: The paper reviewer should carefully review whether the paper reaches the master's degree level according to the requirements of the paper, and put forward suggestions and requirements for revision.

3. thesis defense.

(1) Composition of the thesis defense committee: The thesis defense committee consists of at least 5 experts with senior professional and technical positions, at least 3 of whom are graduate tutors, and 1 is an expert outside the degree-granting unit and the applicant's unit. The applicant's tutor cannot be employed as a member of the thesis defense Committee. The composition of the thesis defense committee shall be approved by the degree-granting unit academic degree evaluation committee.

The relevant administrative department of the degree-conferring unit shall submit the thesis to the members of the thesis defense committee half a month before the thesis defense date.

(2) Thesis defense: According to the defense situation, the thesis defense committee decides whether to recommend granting a master's degree. The resolution shall be adopted by secret ballot, with the consent of more than two thirds of all members. After the chairman of the thesis defense Committee signs the resolution, it is submitted to the degree evaluation Subcommittee for consideration. The thesis defense should be recorded in detail. Thesis defense should be held in public.

(3) The thesis defense failed, and this application is invalid. If the thesis defense fails, but the thesis defense committee suggests that the thesis be revised and re-defended, the applicant may re-defend once within six months to one year. If the reply fails after the deadline or the applicant fails, the application is invalid.

Applicants may not apply to more than two degree-granting units at the same time.

Article 8 Degree conferring

The applicant has passed the recognition of equivalent academic qualifications, obtained the consent of the degree evaluation sub-committee of the degree-granting unit, and submitted it to academic degree evaluation committee for approval, and was awarded a master's degree and a degree certificate.
