For the recycling of used batteries, Jilin Province is the first in the country to formulate regulations to prohibit the arbitrary disposal of used batteries. At the 21st meeting of the Standing Committee of the Tenth National People's Congress of Jilin Province held on July 25th this year, member Kou Chengfu, deputy director of the Environmental Protection Committee of Jilin Provincial People's Congress, suggested that it is clearly stipulated in the Regulations on the Prevention and Control of Environmental Pollution by Hazardous Wastes in Jilin Province (Draft) that it is forbidden to discard waste batteries at will. Not long ago, the European Commission also passed a new directive on the recycling of used batteries, requiring all batteries sold in the EU to be recycled.
There are only misplaced resources in the world and there is no useless waste. The utilization of waste batteries is a worldwide topic, but so far there is no widely accepted and applied economic comprehensive utilization process. Some existing methods are more complicated than battery production itself, and the production cost is also higher than battery production cost. Operators are not driven by interests and lack enthusiasm. In particular, while some processes solve the recovery rate and outlet of zinc and manganese, the research on the treatment of residual substances is not enough and economical, which technically limits its popularization and application, and comprehensive utilization is impossible. In this way, waste batteries are generally discarded as domestic garbage. When the battery case is broken, mercury, zinc, manganese and other metals will pollute the water source and soil, and will also enter the ecological environment through the food chain, causing serious regional ecological environmental pollution.
Building a conservation-oriented society must rely on scientific and technological progress and innovation; Waste dry batteries are also "misplaced resources", which can completely turn waste into treasure. It is estimated that 1 ton waste dry battery can recover steel 13 1 kg, zinc 160 kg and manganese dioxide 375 kg. It is much easier to regenerate these metals than to extract them from ores, and at the same time, it can eliminate environmental pollution. Therefore, the recycling of waste dry batteries is a good thing for the country and the people.
