First, the epidemic prevention and control work in the airport area adheres to the principle of "performing duties according to law, division of responsibilities, coordination and efficiency", further improves the epidemic prevention and control system, and effectively improves the scientificity, timeliness and effectiveness of epidemic prevention and control.

Two, the establishment of Shanghai Airport Management Committee (hereinafter referred to as the "Municipal Airport Committee"), the overall coordination of the municipal government's management functions of the airport area. The director of the Municipal Airport Committee is the deputy mayor in charge, and the relevant departments of the municipal government, Shanghai Airport (Group) Co., Ltd. (hereinafter referred to as "Airport Group") and relevant district governments, port inspection units, civil aviation management departments and air transport enterprises in the main base are members. The office under the Municipal Airport Committee (hereinafter referred to as the "Municipal Airport Office") is located in the Airport Group, and the director of the Municipal Airport Office is the deputy secretary-general in charge of the municipal government. The Municipal Airport Office is fully responsible for the overall coordination and implementation of epidemic prevention and control in airport areas, as well as other overall coordination responsibilities determined by the municipal government.

Third, the municipal transportation, health, port, public security departments, the district governments where Pudong International Airport and Hongqiao International Airport are located, the port inspection units, the civil aviation administration departments, the air transport enterprises and other resident units in the main base shall assign special personnel to settle in the Municipal Airport Office according to their respective responsibilities, coordinate in the prevention and control of epidemic situation in the airport area, and complete the tasks assigned by the Municipal Airport Office.

Four, airport units and domestic and foreign air transport enterprises shall strictly abide by and implement the provisions of the state, industry and the city on epidemic prevention and control, obey the unified command, coordination and management of the Municipal Airport Office, and earnestly assume the main responsibility for epidemic prevention and control.

Five, the airport area units and domestic and foreign air transport enterprises shall timely and accurately incorporate the information related to employee epidemic prevention and control into the "healthy airport" management system in the airport area.

Six, airport units and domestic and foreign air transport enterprises should implement strict epidemic control measures for "people, things and environment" in accordance with the requirements of "four definitions", "four definitions", "two concentrations" and "two separations" (the specific meaning is attached).

Seven, the city airport office shall supervise and inspect the on-site units and domestic and foreign air transport enterprises to implement the main responsibility of epidemic prevention and control and various epidemic prevention measures. If it is found that the main responsibility and various epidemic prevention measures have not been implemented, it should be urged to implement them, and timely notified or submitted to the relevant departments for handling; In violation of the provisions, the relevant departments shall be investigated for legal responsibility according to law.

8. Shanghai Customs shall perform frontier health and quarantine duties according to law. Port inspection units, civil aviation administrative departments and municipal health departments provide professional technical support for epidemic prevention and control in airport areas, and strengthen training, guidance and evaluation. Public health institutions should be established in airport areas to do a good job in epidemic prevention and control in accordance with regulations.

On the meaning of the requirements of "four designations", "four fixings", "two centralization" and "two separation"

1. "Four Designations": The relevant personnel (international passenger security personnel) who directly serve international inbound passengers at the airport shall be managed according to the requirements of designated staff, service area, rest area, baggage car and car ferry.

2. "Four Designs": Airport staff (international cargo support staff) who are in direct contact with imported goods shall be managed according to the fixed requirements of operators, workplaces, production equipment and rest areas, so as to ensure that relevant goods are stored in special areas, transported by special vehicles and disposed of by special personnel.

Three. "Two Concentrations": For international passenger security personnel and international freight security personnel, the requirements for concentration of relevant work areas and residences of relevant operators shall be implemented.

Four, "two separation": passenger flight operation guarantee is separated from freight flight operation guarantee, and domestic flight operation guarantee is separated from international flight operation guarantee.
