Deputy Director of Hui Wu Municipal Bureau of Labor and Social Security, member of Party Committee, in charge of Labor Relations Department, Labor Wage Department, Labor Supervision Department and Municipal Labor Security Supervision Detachment. He has served as director, assistant director, head and deputy director of the discipline inspection team of Guangzhou Labor and Social Security Bureau.

He has published many papers and compiled several sets of training materials on labor post qualifications and human resource management system. The main papers published by Ling He include Guangzhou Social Safety Net (the second prize for the 20th anniversary of Guangzhou's economic system reform), Guangzhou's labor market mechanism (the first prize of Guangzhou municipal government's essay writing), the problems and countermeasures of laid-off and unemployment of Guangzhou's state-owned enterprises after China's entry into WTO (the excellent prize of Guangzhou Market Forum in China in 2002), and the existing problems and solutions of salary, welfare and performance evaluation of state-owned enterprises at present.
