In recent years, urban rapid rail transit (hereinafter referred to as urban rail transit) has developed rapidly in China, and some mega-cities have successively built a number of projects, which have obviously improved urban traffic conditions and played an important role in giving full play to urban functions, improving the environment and promoting economic and social development.

At the same time, in some places, there has also been a phenomenon of blindly demanding the construction of urban rail transit projects regardless of their own financial resources. Some new urban rail transit projects were built without the approval of the state; Some blindly compare with others and have high construction standards, resulting in waste of investment; Some projects have insufficient capital, heavy debt burden and serious losses after operation. In order to strengthen the management of urban rail transit construction and promote its healthy development, with the consent of the State Council, the relevant issues are hereby notified as follows:

First, adhere to the principle of doing what you can and developing in an orderly way to ensure that the construction of urban rail transit is compatible with the level of urban economic development.

Urban rail transit projects have the characteristics of large one-time investment, high operating cost, good social benefits and poor economic benefits. Therefore, the development of urban rail transit should adhere to the principles of capabilities, standardized management and steady development, reasonably control the construction scale and development speed, ensure that it is compatible with the level of urban economic development, and prevent blind development or excessive advancement. At this stage, cities applying for subway development should meet the following basic conditions: the general budget revenue of local finance is above 654.38+000 billion yuan, the gross domestic product is above 654.38+000 billion yuan, the urban population is above 3 million, and the planned line has a one-way peak hour passenger flow of more than 30,000 people; A city applying for the construction of light rail should meet the following basic conditions: the general budget revenue of local finance is above 6 billion yuan, the gross domestic product is above 60 billion yuan, the urban population is above 65.438+0.5 million, and the one-way peak hour passenger flow of the planned line is above 65.438+0.5 million. Give priority to urban rail transit projects in megacities with good economic conditions and serious traffic congestion problems.

Two, strengthen the preparation and approval of urban rail transit construction planning, strict project approval procedures.

The development of urban rail transit directly affects the layout structure and development direction of the city, and should be planned as a whole and implemented step by step. The cities that plan to build urban rail transit projects (hereinafter referred to as the cities to be built) shall, on the basis of the overall urban planning and urban traffic development planning, organize the preparation of urban rail transit construction planning according to the requirements of urban development and financial situation, define the long-term goals and short-term construction tasks, and the corresponding fund-raising plan. Planning by the Development and Reform Commission and the Ministry of Construction organization after the audit report to the State Council for approval.

It is suggested that cities must attach importance to and improve planning management. It is necessary to establish a scientific and democratic decision-making mechanism, improve the planning level according to the principle of seeking truth from facts and acting according to one's abilities, and truly play the guiding role of planning in urban rail transit project construction and urban construction. For planning and constructing urban rail transit projects, it is necessary to do a good job in land planning and control along the line, and prepare special land control plans to prevent new buildings from encroaching on the lines.

The examination and approval of urban rail transit projects shall be based on the construction plan approved by the State Council. The proposed city shall carry out the preliminary work of the project according to the urban rail transit construction plan approved by the State Council. The project is approved according to the current capital construction procedures. In principle, the capital of urban rail transit projects must reach more than 40% of the total investment. Urban rail transit projects in cities with large gaps in social security funds, arrears in salaries of teachers and civil servants, and large-scale government investment projects under construction are obviously incompatible with their financing capacity.

Third, strictly control the construction standards to further reduce the project cost.

The high construction standard and project cost is an important problem affecting the development of urban rail transit at present. Urban rail transit construction must adhere to the principles of economy, practicality and safety, and strictly control the construction standards. The use of high-grade luxury materials should be strictly controlled in the decoration of facilities such as stations. It is necessary to improve the level of planning, design and construction, reasonably choose the route laying mode, station form and transfer mode, and adopt scientific operation organization mode to reduce the project cost and operation cost.

Four, strengthen the safety management of urban rail transit, improve disaster prevention and emergency rescue capabilities.

We should attach great importance to the construction and operation safety of urban rail transit, firmly establish the idea of "safety first, prevention first", and take ensuring the construction and operation safety of urban rail transit as the top priority. In the planning, design and construction of urban rail transit projects, the mandatory standards promulgated by the state must be strictly implemented to ensure the synchronous planning, design and construction of safety facilities. In the stage of project establishment and feasibility study, safety, geological environment and geological disasters should be carefully evaluated to prevent accidents such as geological disasters. The proposed city should ensure the investment of safety funds, establish an emergency mechanism to deal with emergencies, and improve the disaster prevention and emergency rescue capabilities of urban rail transit.

Five, reform the construction management system, improve investment efficiency.

The demand for urban rail transit funds is large, and it is difficult to meet the needs of urban construction and development only by a single government investment channel. It is necessary to further open the urban rail transit market, diversify investment channels and investors, encourage social capital and overseas capital to participate in the investment, construction and operation of urban rail transit in the form of joint venture, cooperation or entrusted operation, and openly and fairly select investors through bidding and other means. In terms of financing channels, enterprises are encouraged and supported to raise funds by revitalizing existing assets, issuing long-term construction bonds and listing stocks. Government revenue from land appreciation along urban rail transit should be mainly used for urban rail transit project construction.

It is necessary to reform the existing transportation enterprise management system of state-owned urban rail transit, introduce a competitive mechanism, enhance the vitality of enterprises, and improve the management level and efficiency. It is necessary to strengthen management, rationalize prices, expand business scope, improve the ability of enterprises to accumulate and develop themselves, reduce the financial pressure on cities, and gradually implement self-financing

Six, adhere to the policy of equipment localization, and promote the development of equipment manufacturing industry.

The proposed city should conscientiously implement the relevant policies of equipment localization, actively adopt domestic equipment, and promote the development of domestic equipment manufacturing industry. It is necessary to continuously improve the localization rate of urban rail transit project equipment, and projects with localization rate below 70% will not be approved. Imported vehicles and equipment should be taxed according to regulations. In principle, overseas funds that restrict the purchase of foreign equipment are not used. Equipment that must be imported should be purchased through bidding, and foreign exchange loans from domestic banks should be used as much as possible. It is necessary to standardize the construction standards of urban rail transit, improve technical policies and systems, standardize and unify the equipment system, and create conditions for the production and research and development of domestic equipment manufacturing enterprises. Domestic urban rail transit equipment manufacturers should speed up personnel training and technology updating, improve equipment manufacturing capacity and market competitiveness through technology introduction and independent development, and ensure the timely provision of equipment needed for urban rail transit projects.
