The core of bioethics is human rights. In the modern sense, human rights take freedom, equality and humanity as their basic principles and universal beliefs. Establishing a new rural cooperative medical system is an important measure to protect farmers' health, coordinate the allocation of national health resources, coordinate urban and rural development and economic and social development, and protect farmers' human rights. Since the Fourth Session of the Eighth National People's Congress (1996) clearly put forward "developing and perfecting different forms of rural cooperative medical insurance system according to local conditions", the new rural cooperative medical system has been gradually popularized throughout the country, and great achievements have been made in improving farmers' medical level and building primary health system. However, due to its long-term and arduous nature, cooperative medical care also has some shortcomings. This paper analyzes the problems existing in the current rural medical security system from the perspective of ethics and the reasons for these problems.
