According to reports, the Young Pioneers is a mass organization of children aged 6 to 14 founded and led by the Party. The National Congress of Young Pioneers is held every five years and has been held for six times since 1984.
The National Young Pioneers Congress, which was organized and elected by the Young Pioneers of all provinces, autonomous regions and municipalities directly under the Central Government, has 806 representatives. Representatives of the Young Pioneers come from 56 ethnic groups, including outstanding young pioneers and collective representatives of the Young Pioneers, representatives of urban and rural young pioneers, left-behind children in rural areas, children of migrant workers, disabled young pioneers, young pioneers in old revolutionary areas, and children of returned overseas Chinese. Adult representatives include representatives of Young Pioneers' counselors, principals of primary and secondary schools, representatives of Communist Youth League organizations, representatives of education departments, representatives of relevant ministries and commissions of central and state organs, representatives of troops, experts and scholars, representatives of universities, communities, off-campus educational institutions and social organizations.
