The BRICS Summit and the Annual Meeting of the Forum for Asia were held in Sanya and Boao, China in mid-April, 201/KLOC-0. 1400 More than 20 world-renowned politicians, business people, experts and scholars attended the Boao Annual Conference, and had extensive discussions and exchanges on more than 20 topics, including inclusive development, China's 12th Five-Year Plan, world economic development, and the new trend of global industrial transfer. The heads of the five countries also attended the Boao annual meeting. President Hu Jintao delivered an important speech at these two meetings, which profoundly revealed the current laws of world economic development and was of great significance to the economic development of the world, especially developing countries. It had a great response among participants from various countries and attracted extensive attention from the international media. What does this mean?

First, Deng Xiaoping's theory of world peace and development

Deng Xiaoping pointed out: "Peace and development are two major problems in the contemporary world." "What is socialism and what is Marxism? … Marxism pays the most attention to the development of productive forces … The superiority of socialism lies in its faster and higher development of productive forces than capitalism … Socialism wants to eradicate poverty. Poverty is not socialism, let alone * * productism. " [1] 1988 10 Deng Xiaoping once pointed out when talking with foreign guests: "The present situation is very different from the past. We are taking the road of the October Revolution (armed seizure of political power), and it is difficult for other countries to take the road of the October Revolution (under the current situation) because of different conditions. " [2] What is "different conditions"? The most fundamental thing is that the theme of the times has changed from war and revolution to peace and development. The theme of the times has changed, and so has our thinking. On the one hand, it is difficult for developing countries to take the road of October Revolution, so they must find another way and take the road of peaceful development. On the other hand, after gaining national independence, these developing countries are faced with the historical task of developing their own economy, striving for further political and economic independence and consolidation, and changing their poverty and backwardness at an early date.

Different from the so-called "color revolution" strategy promoted by western developed countries (see the article from "total westernization" to "understanding Beijing" in the fourth series of this blog), China is a developing country with the largest population, and now it is taking a road of peaceful development. When Deng Xiaoping met with foreign guests in April 1987, he also pointed out: By the mid-20th century, when People's Republic of China (PRC) was founded100th anniversary, to reach the level of moderately developed countries, China "if the population of1500 million reaches 4,000 US dollars per capita by then, its annual gross national product will reach 6 trillion US dollars, ranking among the best in the world, not only to occupy [③]. However, judging from the economic development speed and achievements in the past 30 years of reform and opening up, China has become the second largest economy in the world after the United States, so we believe that by the middle of 2 1 century, it will not only reach the level of moderately developed countries, but also catch up with and surpass the United States ahead of schedule.

Second, Hu Jintao's important speech in Boao

(a) "looking forward to the future, prosperity" (abstract);

Speaking at the BRICS Summit in Sanya, Hu Jintao said: "At the historical moment of entering the second decade of the 2/kloc-0 century, we need to think about an important issue: how to make mankind have a peaceful and prosperous 2/kloc-0 century." To this end, he put forward the "four vigorously":

First, vigorously safeguard border peace and stability. We should adhere to the principle that all countries, big or small, strong or weak, rich or poor, are equal members of the international community, and achieve common security in the spirit of democracy, tolerance, cooperation and win-win, so that a country can handle domestic affairs independently, everyone can discuss and handle things that everyone agrees with, unswervingly pursue multilateralism and international cooperation, and promote the democratization of international relations. Respect the sovereignty of all countries and the right to choose the development model, respect the diversity of civilizations and make progress through exchanges and mutual learning.

Second, vigorously promote the common development of all countries. The most fundamental contradiction in the world economy is the underdevelopment of developing countries. It is necessary to continuously shorten the gap between the rich and the poor in various countries. Without the economic development of developing countries, there will be no long-term stable development of the world economy. We should establish a fair and reasonable international free trade system and oppose all forms of protectionism.

Third, vigorously promote standard exchanges and cooperation. The emerging market cooperation mechanism represented by BRICS countries is a new model of global economic cooperation and an important practice of multilateralism, and will not continue to play a positive role in promoting emerging market countries.

Fourth, vigorously strengthen the partnership between BRICS countries and development. Cooperation among BRICS countries is not only beneficial to the economies of the five countries, but also to world peace and development. We should base ourselves on the present, take a long-term view, adhere to unity and mutual trust, and be good friends and partners forever. Our cooperation is open and transparent, with the aim of achieving win-win and common development.

(2) Inclusive development: the same agenda and new challenges (abstract);

Speaking at the annual meeting of Boao Forum for Asia, Hu Jintao said: "The theme of this annual meeting is' inclusive development: the same agenda and new challenges', which is of great significance. Promoting common development and building a harmonious Asia is the common mission entrusted to the Asian people by the times. In this regard, I would like to make the following suggestions.

First, respect diverse civilizations and promote good neighborliness and friendship. We should continue to respect each other, choose our own development path, respect each other's practical explorations in promoting economic and social development and improving people's lives, turn Asia's diversity into vitality and motivation for strengthening exchanges and cooperation, enhance mutual understanding and trust, and constantly improve the level of cooperation in various fields.

Second, change the mode of development and promote all-round development. We should closely follow the general trend of world development, focus on changing the mode of economic development, actively adjust the economic structure, enhance the ability of scientific and technological innovation, develop a green economy, and promote the balanced development of real economy and virtual economy, domestic demand and external demand. At the same time, we should give consideration to speed and quality, efficiency and fairness, and closely combine economic development with improving people's livelihood to achieve coordinated economic and social development.

Third, share development opportunities and win various challenges. We should strengthen the coordination of macroeconomic policies, constantly expand common interests and promote the common development of members in various regions. Big countries should support small countries, rich countries should support poor countries, and all countries should help each other in the same boat, * * * seize opportunities, * * * meet challenges, and strive to make development achievements benefit all Asian members.

Fourth, seek common ground while reserving differences and promote common security. We should abandon the cold war mentality, vigorously advocate a new security concept of mutual trust and mutual learning, equality and cooperation, take care of each other's security concerns, show goodwill, wisdom and patience to the utmost, persist in resolving contradictions through dialogue and consultation, actively promote regional security work, and strive to maintain a peaceful and stable regional environment.

Fifth, advocate mutual benefit and win-win situation and deepen regional cooperation. We should adhere to the principle of consensus and gradual progress, respect the agreement of all parties, strengthen the construction of regional cooperation mechanisms, promote the full play of their respective advantages and continuous development of various mechanisms, adhere to open regionalism, and respect the existence and interests of countries outside Asia.

We welcome all countries, including the BRICS countries, to actively participate in the process of Asian cooperation and promote peace, stability and prosperity in Asia.

Third, the widespread concern of international public opinion.

According to the latest report from foreign media [④], these five developing countries, whose population accounts for more than 40% of the world, are expected to contribute 665,438+0% to global economic growth in 2065,438+04. South Africa's Financial Post quoted analysts as saying: "The BRICS countries will present the situation of BS5 vs G7 on the international stage. What is foreseeable is the annuity in 2040.
