Judy (1360- 1424) was the third emperor of the Ming Dynasty.
The fourth son of Zhu Yuanzhang, the fourth ancestor of the Ming Dynasty, was born in Yingtian. He conquered current affairs and was made the Prince of Yan. Later, he launched the battle of Jingnan, attacked his nephew Wen Jian and seized the throne.
After his death, the original temple was named "Taizong", which was changed from Zhu Houzong of Ming Shizong to "Chengzu" more than 100 years later. When Ming Chengzu was in office, it was called "Yongle Shi Sheng".
When Zhu Yuanzhang, the emperor of the Ming Dynasty, reformed the bureaucracy, he abolished the prime minister system, and the emperor directly led six departments. The emperor had to handle everything himself, and the emperor was very tired. During the reign of the Ming Dynasty, the civil service system was improved day by day, and then the prototype of the cabinet system was gradually formed in the court. This cabinet system was later imitated by western countries and continues to this day.
However, the rank of the cabinet is not high, which generally needs Jishi Shu of imperial academy to exercise, thus forming the unspoken rule that "you can't join the cabinet unless you are Jishi Shu". Judy, the first emperor of the Ming Dynasty who developed the economy, was very strict with local officials, asking them to know the people's feelings deeply and reflect the people's sufferings to the court at any time.
In the tenth year of Yongle (14 12), Judy ordered more than 500 local officials who entered the DPRK to state the local people's feelings, and also stipulated that "those who don't say anything are guilty, and those who don't say anything don't ask."
Subsequently, Emperor Yongle announced that "all counties and counties with departments and envoys who witnessed the people's difficulties but did not speak will be notified by the Ministry of Housing and Urban-Rural Development and will be arrested."
In other words, if local officials or observers sent by the central government fail to report the people's suffering, they should be arrested and brought to justice. If there is a disaster among the people, the local authorities should provide timely relief, so as to achieve "no drought, no rain, no suffering."
