Rules for the transport of dangerous goods by car

Scope of application of 1

This standard specifies the technical management regulations, systems, requirements and methods for transporting dangerous goods by car, which shall be implemented according to this standard unless otherwise stipulated by military transportation or international combined transportation. All goods that are explosive, flammable, toxic, corrosive and radioactive, which are easy to cause personal injury and property loss during transportation, loading, unloading and storage, and need special protection are dangerous goods.

3 Classification and subdivision

3. 1 classification

According to the provisions of GB 6944-86 and the characteristics of automobile transportation, the ninth category (miscellaneous category) is not set for the time being, and * * * is divided into 8 categories:

1 explosive;

Category 2 compressed gas and liquefied gas;

Class 3 flammable liquids;

Class 4 flammable solids, spontaneous combustion articles and flammable articles when wet;

Category 5 oxidants and organic peroxides;

Category 6 toxic and infectious substances;

Class 7 radioactive substances;

Class 8 corrosive products.

The Ministry of Communications of People's Republic of China (PRC) promulgated it on 198810.9, and implemented it on10.6.88.

4 packaging and marking

4. 1 packaging

4. 1. 1 shall be implemented according to the provisions of JT 00 17-88. Packaging must be firm, complete, tight, leak-free, with clean external surface and no harmful and dangerous substances, and shall meet the following requirements:

A. The packaging materials, specifications, models, methods and single piece quality (weight) shall be suitable for the nature of dangerous goods and convenient for loading, unloading and transportation;

B the package should have sufficient strength, and its structure and sealing device should be able to withstand normal transportation conditions and the requirements of loading and unloading operations, as well as a certain range of climate change;

C. The sealing and gasket materials of the package should be insoluble in the loaded goods, not conflict with the loaded goods, and have sufficient functions of absorption, buffering, support, fixation and protection;

D packaging of dangerous goods with vent holes, which should be designed and installed to prevent goods from leaking or impurities from entering, and the exhausted gas should not cause danger or pollution;

E. When the container is filled with liquid, sufficient expansion allowance shall be left (the reserved volume shall not be less than 5% of the total volume).

4. 1.2 Goods with conflicting dangerous nature or fire fighting methods shall not be mixed in the same package.

4. 1.3 if there is any dispute about the packaging, the inspection department authorized by the state shall conduct inspection, issue a certificate of conformity as Appendix A (reference), and use it after being approved by the transportation authorities of the relevant provinces, autonomous regions and municipalities directly under the Central Government, and report it to the Ministry of Communications for the record.

4. 1.4 If the dangerous goods imported from abroad are well packed and meet the requirements of safe transportation, the words "imported in original packaging" shall be marked on the waybill, and the goods can be transported in original packaging.

4. 1.5 In addition to the provisions of 4. 1. 1, all reusable packages must meet the following requirements:

A. The loaded goods must not conflict with the original goods;

B. If the name or nature of the loaded goods is different from the original goods, the marks and signs of the original package must be covered and re-labeled.

4. 1.6 The group packaging of dangerous goods must have the strength to withstand multiple handling and be suitable for mechanical loading and unloading.

4. 1.7 The design, manufacture, inspection, painting and filling of pressure vessels containing compressed gas and liquefied gas shall comply with the Regulations on Safety Supervision of Gas Cylinders issued by the Ministry of Labor and Personnel 1979. Gas cylinders and containers should have protective devices to prevent collisions between pipelines and valves. The main pipeline should be equipped with a main valve, and each group of gas cylinders should have a branch valve. Gas cylinders, pipelines, valves and joints should not be loose and displaced.

4. 1.8 The transportation and packaging of radioactive materials shall meet the requirements of the National Regulations on Safe Transportation of Radioactive Materials.

4.2 signs.

4.2. 1 shall be implemented according to GB 190-85, GB 19 1-85 and GB 6388-86.

4.2.2 Dangerous goods signs should be posted on the obvious parts of the package. Containers, tanks (boxes) should be marked with corresponding enlarged dangerous goods packaging signs in a prominent position.

5 vehicles and equipment

5. 1 The technical requirements for vehicles transporting dangerous goods shall meet the following requirements:

A. The carriage and floor must be smooth and intact, and the surrounding railings must be firm. When transporting inflammable and explosive articles with iron floor, protective measures should be taken, such as bedding board, plywood and rubber board. , but soft and flammable materials such as straw and grass clippings should not be used;

B. The exhaust pipe of motor vehicles must be equipped with effective devices for heat insulation and extinguishing Mars, and the circuit system should be equipped with devices for cutting off the main power supply and isolating sparks;

C a "dangerous goods" signal flag with black characters on a yellow background must be hung on the left front of the vehicle, as shown in appendix b (supplement);

D. According to the nature of the dangerous goods, provide corresponding fire fighting equipment and tying, waterproof, loss prevention and other appliances.

5.2 Tanks (boxes) for transporting dangerous goods should be suitable for the performance of the goods and have sufficient strength, and should be equipped with corresponding safety devices such as pressure relief valves, wave shields, awnings, pressure gauges, liquid level meters and static electricity elimination according to the needs of different goods; The external accessories of the box (tank) should have reliable protective facilities, which must ensure that the goods do not "run, run, drip and leak", and install a drain at the valve opening.

5.3 The use of tanks (boxes) for transporting liquefied petroleum gas and toxic liquefied petroleum gas and their equipment must meet the requirements of the Regulations on Safety Management of LPG Tank Cars issued by the Ministry of Labor and Personnel 198 1.

5.4 Special transport vehicles, equipment, mobile tools and protective equipment for transporting radioisotopes should be inspected regularly. When the pollution exceeds the prescribed allowable level, it shall not be used again.

5.5 Vehicles carrying containers, large gas cylinders and mobile tanks (boxes) must be equipped with effective fastening devices.

5.6 All kinds of loading and unloading machinery and tools should have sufficient safety factors, and machinery and tools for loading and unloading inflammable and explosive dangerous goods must have measures to eliminate sparks.

6 Transportation and documentation

6. 1 The shipper shall handle the consignment with the transport unit with the transport license for dangerous goods. Goods with dangerous nature or fire fighting methods must be inspected separately.

6.2 When consigning dangerous goods that are not listed in the List of Names of Road Dangerous Goods of the Ministry of Communications, it shall submit the List of Dangerous Goods, such as Appendix C (reference), which shall be audited by the competent department of the production and business operation entity, transported after being approved by the competent department of transportation of provinces, autonomous regions and municipalities directly under the Central Government, and reported to the Ministry of Communications by the approving unit for the record.

6.3 Empty containers containing dangerous goods, which have not been treated to eliminate the danger, should still be checked according to the original condition of the goods, and the residues in the packaging containers should not be leaked, and the harmful residues should not be adhered to the outside of the containers.

6.4 For dangerous goods that need to be transported in tanks (boxes), the shipper shall provide relevant information or samples when necessary, and indicate the loading quality requirements on the waybill.

6.5 It is forbidden to transport explosives that are highly sensitive or can spontaneously cause violent reactions without taking effective suppression measures. Dangerous goods for which effective suppression or protection measures have been taken shall be indicated on the waybill. For dangerous goods that need temperature control, the shipper shall indicate the control temperature and dangerous temperature on the waybill, and agree with the carrier on the temperature control method.

6.6 The consignment of the following dangerous goods shall be handled in accordance with the following provisions:

A. Edible and medicinal dangerous goods should be marked with the words "Edible" and "Medicinal" on the waybill;

B. When consigning radioactive materials with short "half-life", the allowed delivery period shall be indicated on the waybill, which shall not be less than the time required for transportation;

C for dangerous goods shipped in containers, the shipper shall submit a packing certificate, such as appendix d (supplement).

6.7 Whoever transports the following dangerous goods shall hold a technical certificate:

A transport of explosives and hazardous chemicals that require certificates shall be accompanied by a transport license for explosives or hazardous chemicals issued by the county or municipal public security department;

B. When transporting radioactive materials (including isotope empty containers and empty containers containing radioactive materials for ordinary goods), the inspection certificate of surface pollution and radiation level of packaging materials issued by the health and epidemic prevention departments designated by provinces, autonomous regions and municipalities directly under the Central Government shall be held, such as Appendix E (supplement).

Radiochemical reagents, products, radioactive ore, ore sand and other goods are allowed to measure the dose once every time the packaging grade and radioactive intensity are the same. When transporting again, you can show a copy of the original certificate of radiation level inspection.

6.8 Those who meet the following conditions can be transported as ordinary goods:

A. Some parts or materials of the goods are dangerous goods, which have been confirmed by the county and municipal transportation authorities jointly with relevant departments to be not dangerous in the process of transportation, and indicated on the cargo waybill;

B radioactive materials that can be transported as ordinary goods according to the national regulations on the safe transport of radioactive materials or empty containers containing radioactive isotopes, and industrial products partially coated with radioactive luminescent agents;

C. For empty containers that have been cleaned, disinfected and eliminated by the consignor, the consignor shall indicate the responsibility on the cargo waybill;

D. All dangerous goods, such as Class II inorganic oxidants, Class II flammable solids, toxic solids and Class II corrosive solids, shall be packed within a net weight of not more than 0.5kg, and each box shall not exceed 20kg, and the packaging label shall comply with the provisions of these Rules. The consignor has marked the words "small packaged chemicals" on the cargo waybill, and the wholesale quantity shall not exceed100 kg;

E. Except for explosives, strong organic peroxides and the provisions of Article 6.8d, the packaging requirements and limits of other dangerous goods shall be agreed by the shipper and the consignee, and strict protective measures shall be taken to ensure that no injuries will occur during transportation, and shall be reported to the local transportation authorities at or above the county level for approval.

7. Transportation and handover

7. 1 When accepting consignment, you should carefully check the quantity, name, specifications, packing weight, net weight, total weight, receiving and dispatching place and time of the goods and whether the documents provided meet the requirements.

7.2 The carrier shall be responsible for keeping the goods from receipt to delivery. The goods must be handed over to both parties, and the visa procedures are complete. When the consignee finds errors or damages in the process of receiving goods, he shall assist the carrier to take effective safety measures, handle them in time, and make clear comments on the transport documents.

7.3 After the dangerous goods arrive at the unloading place, they cannot be unloaded in time for some reason. During the unloading period, the driver and the attendant are responsible for taking care of the vehicles and dangerous goods, and the carrier should contact the shipper in time for proper handling. When the safety is endangered, the carrier shall immediately report to the local transportation department, which will jointly handle it with the public security and materials departments.

8 Transportation and handling

8. 1 When transporting dangerous goods, laws and regulations such as traffic, fire control and public security must be strictly observed. The vehicle should control its speed and keep a distance from the vehicle in front. Overtaking in violation of regulations is strictly prohibited to ensure driving safety. Dangerous goods restricted by the Summer Committee during the high temperature period shall be transported according to the regulations of the local public security department.

8.2 Vehicles carrying dangerous goods are not allowed to park in residential areas, densely populated areas, government agencies, historical sites and scenic spots. If loading and unloading operations or temporary parking must be carried out in the above areas, safety measures should be taken and the consent of the local public security department should be obtained. It is forbidden to transport explosives, radioactive substances, toxic compressed gases and liquefied gases through urban areas and scenic spots in large and medium-sized cities. If you must enter the above areas, you should report to the local county and city public security departments for approval in advance, and drive according to the specified route and time.

8.3 Three-wheeled motor vehicles, full-trailer trains, human tricycles, bicycles and motorcycles are not allowed to transport explosives, primary oxidants and organic peroxides; Tractors are not allowed to transport explosives, first-class oxidants, organic peroxides and first-class flammable items; Dump trucks are not allowed to carry dangerous goods other than the second category of solid dangerous goods.

8.4 transport of dangerous goods must be equipped with the attendant. When transporting explosives and dangerous goods requiring special protection, the shipper shall send personnel familiar with the nature of the goods to guide the operation, handover and escort.

If dangerous goods are lost or stolen, they should be reported to the local transportation department immediately, and the transportation department will investigate and deal with them jointly with the public security department.

8.5 Vehicles transporting dangerous goods are forbidden to take irrelevant personnel, and should be checked frequently on the way, and measures should be taken in time when problems are found; If the vehicle is temporarily parked for the night, personnel shall be arranged to take care of it.

When transporting dangerous goods, people in the car are strictly forbidden to smoke. When transporting fire-proof dangerous goods, vehicles should not be near open flames or high temperature places.

8.6 Give priority to the transport of dangerous goods. Dangerous goods arriving at ports and stations should be transported quickly. Drivers are not allowed to change the operation plan without authorization, and it is strictly forbidden to assemble and overload without authorization. Vehicles loaded with a class of inflammable, explosive and radioactive substances should be given priority in transition.

8.7 Before loading dangerous goods, carefully check the packaging (including sealing). In case of damage, the consignor should replace the package or repair and reinforce it.

8.8 See Appendix F (Supplement) for the loading requirements of dangerous goods with different properties (including those transported by ordinary goods).

8.9 Corresponding measures such as shading, temperature control, explosion prevention, fire prevention, shockproof, waterproof, anti-freezing, dust prevention and leakage prevention should be taken according to the nature of dangerous goods.

8. 10 The carriage loaded with dangerous goods must be kept clean and dry, and the residue on the carriage shall not be discarded at will. Vehicles and tools contaminated by dangerous goods must be cleaned and disinfected. See Appendix G (Reference) for its operation requirements. Without thorough disinfection, it is forbidden to ship edible and medicinal articles, feeds and live animals.

8. 1 1 When loading and unloading dangerous goods, you must strictly abide by the operating rules and handle them with care. Bump, bump, heavy pressure or inversion are prohibited. Tools used shall not damage the goods, and pollutants that conflict with the nature of the goods are not allowed to stick. Goods must be neatly stacked and securely tied to prevent loss. During the operation, relevant personnel shall not leave their posts without authorization.

8. 12 roads, lights, signs and fire control facilities at the loading and unloading site of dangerous goods must meet the conditions for safe loading and unloading. The storage tank at the loading and unloading place of tank (tank) vehicle shall be marked with obvious brand name; The height, capacity and slope of the inlet and outlet of the storage tank shall meet the requirements of loading and unloading of transport vehicles.

9 storage and fire prevention

9. 1 Units that transport, load and unload dangerous goods must conscientiously implement the policy of safety first and prevention first. Establish and improve the safety and fire control management system, and conduct safety and fire control knowledge education and business technical training for management and drivers.

9.2 The warehouse or place where dangerous goods are stored must comply with the relevant provisions of the People's Republic of China (PRC) Fire Protection Regulations and be approved by the local public security department.

9.3 Dangerous goods warehouses, storage yards or loading and unloading sites shall be equipped with necessary fire control facilities. The storage site must be well ventilated, clean and dry, and obvious warning signs should be marked around it; The warehouse should be guarded by full-time personnel, responsible for inspection, maintenance and repair, and take strict safety measures.

9.4 The driver must master the fire control methods of dangerous goods. In case of fire during transportation, put out the fire immediately and call the police in time.

9.5 Vehicles, machinery and empty tanks (boxes) loaded with explosives and flammable materials that have not been treated with danger removal shall not be repaired with naked flame or struck with tools that are easy to generate sparks.

10 labor protection and medical first aid

10. 1 Units that transport, load and unload dangerous goods must be equipped with necessary labor protection articles and on-site first aid articles. The shipper shall provide special protective equipment and first aid appliances.

10.2 when loading and unloading dangerous goods, you must wear corresponding protective articles and take corresponding personal and physical protection measures; After using protective equipment, it must be cleaned centrally; Protective articles contaminated by toxic substances, radioactive substances and malodorous substances should be cleaned and disinfected respectively.

10.3 professional units that transport dangerous goods shall be equipped with or designate medical personnel to be responsible for regular health check-ups of personnel on the loading site, and conduct training and education on prevention and first aid knowledge.

10.4 health care allowance (food) or post allowance shall be given to personnel directly engaged in the transportation and production of dangerous goods (including on-site personnel) according to the regulations of the national labor and personnel department.

10.5 once dangerous goods cause burns, poisoning and other hazards to human body, first aid should be given at the scene immediately, and if necessary, they should be sent to the hospital quickly for treatment.

1 1 supervision and management

1 1. 1 These Rules shall be organized and implemented by transportation authorities at all levels, and supervision and management shall be strengthened. Implemented by relevant competent departments and their subordinate units.

1 1.2 Units engaged in the transportation, loading and unloading of dangerous goods shall strictly implement these rules; Violators should be given criticism and education, economic sanctions and administrative sanctions according to the seriousness of the case; If the case constitutes a crime, it shall be submitted to the judicial department for criminal responsibility according to law.
