According to the characteristics of ecological environment, the allocation of natural resources and the pattern of social and economic development in Daqing City, Daqing City is divided into four eco-economic zones on the basis of ecological function zoning. Focusing on leading industries, we will gradually form an eco-economic pattern with different regions, types and characteristics.

(a) the western desertification control, grassland protection and grassland, animal husbandry and fishery ecological economic zone.

1. Location and area

This area is located in the west of Daqing City, bordering Nenjiang River in the west, including most towns and villages in Dumeng County, 3 towns and villages in datong district and 7 towns and villages in Zhaoyuan County. With a total area of 790,000 hectares, accounting for 37.2% of the total area of Daqing, it is the largest construction area. Among them, there are 264,000 hectares of grassland, 72,000 hectares of cultivated land, 2 1.7 million hectares of water and 0/.26 million hectares of woodland, accounting for 33.4%, 9. 1%, 27.5% and 1.5% of the total area respectively.

2. Eco-economic characteristics

The sandy land in this area is large and belongs to Songnen sandy land. The ecological environment is very fragile, characterized by less precipitation, strong northwest wind, loose soil and windy sandy soil, accounting for 27% of the total area of soil types. The land is easy to desertification and has a large area. It is the main wind-blown sand area and tuyere that harms anniversary area, and it is also the key construction area of national sand control project. In recent years, due to unreasonable reclamation and long-term overgrazing of grassland, 80% of cultivated land has suffered from wind erosion in different degrees, and the phenomenon of grassland "three transformations" has become more serious, forming more than 300 wind erosion pits of different sizes. To control the sand source in this area is to build a green ecological barrier in the west of Daqing City, to ensure the production and life of people in the sand area, and to protect Daqing City from sandstorms.

The area is rich in grassland resources and has a large water area. The planting industry develops along the east bank of Nenjiang River, forming a comprehensive economic type with animal husbandry as the mainstay and comprehensive development of agriculture, animal husbandry and fishery. It is not only the key area of animal husbandry in Heilongjiang province, but also the key area of aquaculture, which constitutes the pattern of simultaneous development of agriculture, animal husbandry and fishery.

3. Construction priorities and development direction

Establish a windbreak and sand-fixing ecological function protection zone. Combined with the "Three North" shelterbelt system, an eco-economic vegetation protection and restoration system should be established according to local conditions to control desertified land and improve the regional ecological environment.

Establish an important fishery ecological function protection zone. Comprehensively improve lakes and reservoirs, improve the ecological environment of water areas and develop ecological fisheries.

Establish wetland flood storage ecological function protection zones in the middle and lower reaches of Nenjiang River. Strengthen the protection and restoration of wetlands and give full play to the ecological service function of wetlands.

Develop ecological grass industry, ecological animal husbandry and its deep processing industry. Establish a scientific grassland utilization and management system, protect and restore grassland vegetation and its biodiversity, and improve the ecological environment.

Actively promote water-saving irrigation technology in dry farming. Combating drought and desertification and vigorously developing ecological agriculture and characteristic agriculture.

(two) the central grassland vegetation restoration and the ecological economic zone of petroleum, petrochemical industry and high-tech industry.

1. Location and scope

This district is located in the middle of Daqing City, including five towns (Datong Town, Gaotaizi Town, Bajingzi Town, Laoshantou Town and Taiyangsheng Town) in ranghulu district, Saltu District, Longfeng District, Honggang District and datong district. The total area is 383,000 hectares, accounting for 18% of the total area of Daqing. Among them, there are 74,000 hectares of cultivated land, 2 1.00 hectares of woodland, 0/.42 million hectares of grassland and 64,000 hectares of water, accounting for 19.3%, 5.5%, 37.0% and 16.7% of the total area of this area respectively.

2. Main eco-economic characteristics

Grassland is the second largest resource in Daqing City, a famous grassland in Sarthou, which is famous for its high-quality forage grass-Leymus chinensis, and is rich in aquatic plants. The soil is mostly chernozem and meadow soil, which is fertile and suitable for pasture growth. However, with the development of oil fields, population increase, unreasonable grassland reclamation, long-term overgrazing and other reasons, a large area of grassland has been occupied and destroyed, resulting in a continuous decrease in grassland area, a serious phenomenon of "three-oriented", a decrease in grass yield of 2-3 times, soil hardening, an increase in bare alkali spots, separation of grassland continuum and an increase in landscape heterogeneity.

This area is an important petroleum and petrochemical industrial base in China, where the famous Daqing Oilfield is located. At the same time, it is also an important high-tech industrial base and animal husbandry and its product production base in Heilongjiang Province.

3. Construction priorities and development direction

Establish meadow grassland nature reserve. Formulate scientific protection plans and scientific research plans, and use ecological principles and technologies to protect grassland biodiversity.

Strengthen the "three-oriented" management of grassland. Take measures such as returning farmland to grassland and fencing grazing prohibition to restore grassland vegetation and improve regional ecological environment.

Implement the grassland oil pollution prevention and control project. Control the pollution and destruction of grassland vegetation by pollutants such as landing oil and oilfield wastewater produced in oilfield production, and maintain the integrity of grassland vegetation continuum.

Strengthen the construction of artificial grassland and forage base. Formulate a scientific grassland utilization system and vigorously develop grass industry, animal husbandry and its deep processing industry.

Adjust the industrial structure. Rationally allocate the layout of productive forces and production factors, while maintaining the advantages of petroleum and petrochemical industry, strengthen its deep processing and downstream product development, focus on developing high-tech industries, and improve comprehensive economic competitiveness.

Accelerate the construction of modern agriculture. Relying on central cities, we will focus on developing facility agriculture and sightseeing agriculture. Give full play to the advantages of farming-pastoral ecotone, vigorously develop large-scale agriculture and extend the industrial chain.

(3) Wetland and grassland protection and agricultural eco-economic zone in northern China.

1. Location and area

This area is located in the north of Daqing City, including all the towns in Lindian County and two towns in Dumeng County (Yantongtun Town and Keltai Township). The total area is 459,000 hectares, accounting for 2 1.6% of the total area of Daqing, including grassland area157,500 hectares, woodland area of 23,000 hectares, water area of 9 100 hectares and cultivated land area of 654,380+043,000 hectares, accounting for 34.3% of the total area of this area respectively.

2. Main eco-economic characteristics

This area has a large area of grassland and wetlands, which is one of the areas where wetlands are concentrated in Heilongjiang Province, and is also an important part of Zhalong National Nature Reserve listed in the List of Internationally Important Wetlands.

The area with large cultivated land is an important base for planting and green food production, and rich grassland resources provide a good foundation for the development of grass industry and animal husbandry. Geothermal is a unique resource with great development and utilization value. At the same time, relying on wetlands can carry out colorful and entertaining eco-tourism.

3. Construction priorities and development direction

Strengthen wetland protection. Ensure ecological water use for wetlands, and protect and restore wetlands and their biodiversity. Strengthen the management and construction of Zhalong Nature Reserve (local area) and give full play to the ecological function of wetland.

Actively restore grassland vegetation. Comprehensively manage the "three-oriented" grassland, strengthen the protection and restoration of grassland biodiversity, and develop grass industry and animal husbandry.

Vigorously develop ecological agriculture. Do a good job in the construction of green food production bases, strengthen the development of northern medicine resources, and establish planting bases.

Moderately develop eco-tourism. Carry out eco-tourism such as wetland tour and grassland tour to develop tourism.

Rational utilization of geothermal resources. Relying on the advantages of geothermal resources, do a good job in the comprehensive development and utilization of hot springs in Lin Dian.

(four) the southern farmland protection, grassland improvement and agriculture and animal husbandry ecological economic zone.

1. Location and area

This area is located in the south of Daqing City, bordering Songhua River in the south, including two towns in Zhaozhou County (Daqingshan Township and Zhu San Township) and Zhaoyuan County 13. The total area is 489,000 hectares, accounting for 23. 1% of the total area of Daqing. Among them, the cultivated land area is 209,000 hectares, the forest land area is 23,000 hectares, the grassland area is125,900 hectares, and the water area is 73,000 hectares, accounting for 42.7%, 4.7%, 25.7% and 14.9% of the total area of this area respectively.

2. Main eco-economic characteristics

Songhua River flows along the southern end of this area and has a large area of cultivated land, which is the main agricultural producing area in Daqing area.

After years of reclamation, the land in this area has been degraded, desertified and salinized to varying degrees, the ability of agriculture to resist natural disasters has been reduced, the vegetation along the Songhua River has been destroyed, and soil erosion has been serious.

3. Construction priorities and development direction

Vigorously strengthen the construction of cultivated land protection system. Prevent soil erosion and maintain the ecological balance of farmland.

Strengthen soil salinization and desertification control. Improve soil structure, improve soil quality and land productivity.

Strengthen the construction of ecological forests. The key point is to build soil and water conservation forests, revetment forests and water belts along the Songhua River and Nenjiang River to prevent soil erosion and maintain the ecological security of the basin.

Accelerate grassland improvement. Formulate a reasonable grassland utilization system, establish artificial grassland and forage base, and develop grass industry and animal husbandry.

Vigorously develop ecological agriculture. The key point is to strengthen the construction of green food and northern medicine base.
