First, Singapore's safety production management force
Each bid section has 1 safety management personnel, 3 safety officers, more than 6 safety officers, 2 environmental supervision and environmental protection personnel, excluding the safety officers of subcontractors, so that the total number of safety management personnel of the general contractor and subcontractors may exceed 20. There are so many safety management personnel on site, it is bound to be supervised by safety management personnel in every operation area and even every operation point. When we walk into the construction site, we can see the safety personnel with obvious signs constantly supervising the site. At the same time, the project management department requires all personnel engaged in safety management to wear blue helmets. In this way, when any owner or company checks and enters the construction site, as long as they see someone wearing a blue helmet, they can know whether there is a safety officer at the site. Otherwise, if not, they can immediately notify the on-site security manager and ask for strengthening the monitoring of on-site security personnel.
1. Daily safety production meeting
Every afternoon 1 point, the project management department will organize a small meeting on safety production. The participants are mainly the production manager, safety manager and on-site person in charge of each subcontractor of the project management department. The main content is to arrange and summarize the production work of the day, at the same time, evaluate the safety work on site and rectify the deficiencies in time.
2. External safety skills training
Singapore, with a population of about 4.68 million, is a city country with a small population and a small land area. Therefore, an obvious problem exposed in engineering construction is labor shortage. Domestic workers rarely engage in manual labor, and most of them are engaged in management. Therefore, the main labor force in Singapore comes from neighboring countries, such as Thailand, Indonesia and Bangladesh, which are all labor exporting countries, and the problems exposed by these migrant workers are also obvious at a glance. Most of them lack cultural knowledge and work skills. Therefore, the government has a strict access system for these migrant workers. All migrant workers who want to work in Singapore must be trained and obtain the qualification certificate of corresponding skills before they can take up their posts. After passing the examination, a certificate will be issued. Training units are also funded by the government, and all participants are free. This shows that the Singapore government attaches importance to safety skills training. At the same time, before recruiting these personnel, all enterprises and units should also strictly examine the certificates of these related skills, such as emergency workers, welders, crane supervisors and cable workers. No certificates, no posts.
3. Internal safety training
Foreign workers are still not allowed to work immediately after being hired by enterprises. First, they must pass internal safety training. The main contents of the training include some basic safety knowledge and safety matters that should be paid attention to on site. After the training, the Ministry of Foreign Trade and Economic Cooperation will give everyone a small color label and stick it on the side of the helmet to show that they have passed the internal safety training and are qualified for the post. MOFTEC holds internal safety training twice a week on Tuesdays and Thursdays. In other words, if a worker enters the site on Friday, he must wait until next Tuesday for safety training and get a label before taking up his post. It's like learning to drive in a driving school. Getting a driver's license in the driving school exam is only a preliminary qualification for legal driving. However, in order to truly master driving skills and accumulate driving experience, it is necessary to gradually accumulate in the daily driving process, so internal safety training is very important.
