According to the characteristics of county-level economic census, in the process of organization and implementation, we should grasp several key points such as quality control, work rhythm, personnel training and innovation. The work arrangement must be meticulous and careful, and the time arrangement should be relaxed and combined with rest. Talent cultivation is the key. We should make great efforts, consciously overcome difficulties and innovate working methods. Only by doing these four aspects well can we ensure the smooth development of the national economic census at the county level.

First, the arrangement of work should be cautious, and quality control should run through the whole process.

The national economic census is complex, including unit comparison, on-site verification, household survey, inspection and acceptance, data development and other work links. Each work link also includes many work procedures, and the work in each stage is closely linked, and each work procedure directly or indirectly affects the effect of the follow-up work. If a job is not done well and there are debts, it will form obstacles in the next process and need to be repaid twice. This happened somewhere. One of the working links in the census is unit comparison, that is, census institutions at all levels collect the directory information of legal entities and industrial activity units from departments with the functions of unit approval and registration at the same level, and then compare the department data with the statistical directory database data according to the organization code, unit name and registration number to generate a relatively complete unit comparison database for on-site verification.

County-level census institutions should not only complete the specific work they are responsible for at the corresponding level, but also shoulder the heavy responsibility of leading the census work at the township and village levels, which has a great impact and affects the whole body. Therefore, we must be cautious about the arrangement of each step of the work, comprehensively consider the problems, make overall plans, and at the same time, we must run quality control through the whole process of the work and not relax, so as to achieve practical results. Every important work should be arranged with inspection time and error correction time, that is, the work should be divided into three time periods, the first is the implementation stage, the second is the inspection stage and the third is the error correction stage.

For example, in the photo transmission stage, we should not just pass it on and then leave it alone, but consider the possibility that the photo upload is unsuccessful and needs to be uploaded again. Doing any job well is inseparable from human factors, so is the economic census, which is huge in scale, arduous in task and long in time span, and requires the unity and cooperation of personnel. How to grasp the work rhythm and keep the vigorous work energy and tireless work enthusiasm of census personnel is an important topic before us. First, ideological mobilization should be fully done before the start of the census. Take precautions, let everyone be mentally prepared to work overtime and fight a protracted war, plan their work and family life in advance during the census, and avoid or reduce the conflict between them. Second, the working hours should be reasonable. Try to avoid sudden attacks and work overtime for a long time. Because the time span of economic census is long, as long as two to three years, and the previous investigation and audit will take more than half a year, the work is intensive and heavy, so the working hours will be very busy every day. Working overtime for a long time will make people more tired, affect work efficiency and even have resistance to work. Therefore, we must maintain the state of "working hard during working hours and taking a rest as much as possible during holidays" and fight a protracted war of economic census in a harmonious working state.

Third, training should be systematic and meticulous.

If the enumerator is compared to a soldier who goes to the killing field, then the training work is equivalent to the pre-war training. Only by practicing well can we win the battle. Training is the focus of the census. Previous census practice shows that where the training work is well done, the census work will be smoother.

As the saying goes, sharpening a knife does not mistake a woodcutter, and there can be no leap in training, let alone going through the motions. Must be systematic, solid, meticulous and sufficient. The training in our region has been successful and achieved good results. The specific method is as follows:

1. Be fully prepared for training. First of all, teachers prepare lessons adequately, according to the actual level of enumerators, carefully plan and design, and strive to transform the teaching content into the working ability of enumerators. Secondly, the training equipment is well prepared, and projectors, microphones, computers, etc. are sufficient to meet the training needs. Thirdly, give full consideration to all kinds of unexpected situations that may occur during the training process, such as equipment failure and program update, and make emergency plans in advance, so that the unexpected situations can be solved in an orderly manner and the training can be carried out smoothly.

2. Training time should be sufficient. Because the economic census involves many work links, the survey items are professional and the survey objects are complex, it is difficult to understand clearly in a short time. It is the key to ensure the training effect to leave enough time for teachers to explain and reasonable time for enumerators to digest and absorb.

3. Fully explain the key content. The identification of legal person units and industrial activity units is the focus and difficulty of economic census. The terms legal entity and industrial activity unit are not common in real life, and it is difficult for people without relevant professional knowledge to distinguish them, especially industrial activity units, which many people have never heard of. As census takers, we must be able to accurately judge whether a household unit is a legal entity or an industrial activity unit on the spot, because the contents and items of the census form that legal entities and industrial activity units need to fill in are different. Once the judgment is wrong, we will have to go to the house twice and fill in the census form again, which leads to that during the training period, we should arrange more time to clarify the definition of legal entity and industrial activity unit, the five types of legal entity and the relationship between legal entity and industrial activity unit. Try to make the courseware detailed, illustrated and easy to remember. It is an effective way to improve the quality of work and speed up the progress of work by showing photos of business licenses of different types of legal entities and industrial activity units on the spot, so that census takers can firmly remember these photos and quickly judge the types of units under investigation by looking at the business licenses during the investigation.

4. Practice fully. In the training, it is necessary to integrate theory with practice, not only to give more examples to help enumerators understand, but also to give test questions after the lecture, to fill in forms and record simulation tests, and to give some typical examples for enumerators to practice in person and digest and absorb classroom content in practice. In particular, it is necessary to go deep into the census area for practical operation, and then concentrate on answering questions to continuously improve the practical operation level of census takers. It is very practical to face the real census object in the economic census. Without training first, it is easy to make mistakes in actual combat. In the process of household survey, if there are problems due to unfamiliar business, it will not only damage the image of census takers, but also affect the degree of cooperation of census takers. You may need to go to the house twice, but you can't complete the investigation task once, and it will be more difficult to go to the house twice.

5. The timing of training should be appropriate. For large-scale census with a long time span, such as the national economic census, it is suitable for training in stages. From the experience of previous economic census, this training form is better than centralized training. In the process of unit comparison, it is a difficult problem to compile administrative division code for each census object. In the case that administrative division codes are not widely used in administrative records, some departments provide administrative records with only address information, but no administrative division code information. Only county-level census institutions can manually add administrative division codes door by door according to address information. If the community to which the unit belongs is not correctly identified, it will lead to the wrong division of territory and affect the follow-up work. In the face of difficulties, county-level census institutions should use their brains, dare to break away from convention and innovate methods. It is impossible for county census institutions to know the location of every street and all kinds of entities. If this work is done by the county-level census institutions themselves, many units are still unclear and should be handed over to community cadres who are most familiar with street conditions. The way is that each community invites a community cadre to get together, and the community cadres can distinguish one unit from another and tell which community unit it is. Community cadres are most familiar with the situation in their own communities, and can identify them at once according to the name and address of the unit. This method is rapid, accurate and efficient.
