In order to further understand the development of urban community construction in Tunxi District, identify the weak links and factors in community construction, deeply analyze the reasons, and find countermeasures, the Standing Committee of the District People's Congress actively made suggestions to the relevant departments of the district party committee, the district government and the municipal level. In early July 2007, it formed a special research group on urban community construction in Tunxi District, distributed questionnaires in various streets, and held a forum on community work. Visit relevant departments directly under the municipal and district governments, such as Civil Affairs Bureau, Planning Bureau and Land Bureau. And conduct in-depth research on the urban community construction of Tunxi central city, and go out to Qingdao, Weihai, Liaoning and Dalian to learn from the urban community construction. The special investigation is reported as follows:
First, the basic situation of community construction.
With the diversified development of urban structure and the acceleration of urbanization, the status and role of community in urban construction and management are increasingly prominent. The urban community construction in Tunxi District began in 2002. At that time, the original 2 1 neighborhood Committee in the central city was merged and re-divided, and the existing 12 urban community neighborhood Committee in Tunxi District was established.
In 2004, in order to further cooperate with the urbanization development of the central city, the district party committee and the district government initiated the village-to-residence reform in Tunxi District, and successively carried out farmer identity replacement, village committee changed to neighborhood committee listing, collective assets verification and fund verification for 8 villages including Qianyuan Village in Tunguang Town, 5 villages including Yang Li Village in Yang Li Town, 3 villages including Yanghu Village in Yanghu Town and 2 villages including Huazi Village in Xintan Town. The village changed its residence * * * and changed 73 10 households 1998 1 person, and 18 village committee was officially changed to neighborhood committee. Due to the dissolution of village-level assets, social security for landless farmers, employment and other issues, the newly-built community neighborhood committees are still managed by the township party committees and governments, and the deepening of 18 villages is being further promoted.
In the past five years, the city and district levels have attached great importance to the community construction in Tunxi central city, giving great inclination to community construction in terms of policies, manpower, material resources and financial resources, and making many beneficial explorations for community construction and development. After five years' efforts, at present, the community neighborhood committees in Tunxi District 12 cities are well organized, of which 1 1 community neighborhood committees have implemented community offices and activity rooms, and 7 community neighborhood committees have reached or exceeded the national and provincial standard of 300 square meters. The staff of community neighborhood committees has also increased from 1-2 to 5-9 now (excluding information workers). The working funds of community neighborhood committees have increased year by year, from a few hundred yuan at the beginning to 5,000 yuan a year now. It can be said that the construction of grassroots organizations in urban communities in the whole region has been significantly strengthened; Community infrastructure has improved significantly; The overall work of the community has achieved remarkable results; Residents' trust in community neighborhood committees is increasing day by day, which has better solved the problems of having someone to do things, having money to do things, having a place to do things and having a director. In addition, re-employment, urban minimum living standard, social security, community health, family planning, social assistance, civilization creation, comprehensive management of social security and other work closely related to residents' lives will also shift their focus to the community, which greatly facilitates and serves the vast number of urban residents and effectively promotes the rapid development of community construction in the central city. 65,438+08 villages were relocated to newly-built communities. At present, community work is basically normal, and villagers are gradually changing to citizens.
Second, there are problems in community construction.
With the acceleration of urbanization in Tunxi central city and the deepening of urban community construction, there are also some difficulties, contradictions and problems in urban community construction in Tunxi District.
1. Community neighborhood committees have heavy affairs and their work functions need to be standardized urgently. According to the introduction of the community, at present, the community residents' committees undertake nearly 20 major events, with more than 0/00 minor events, which have been inspected and evaluated by government departments for more than 60 times throughout the year, and community workers are busy all day. Urban community is the basic unit of the city, and community neighborhood committees are grass-roots mass autonomous organizations. The healthy development of community depends on the full play of the effectiveness of residents' autonomy. At present, district government departments or institutions often regard community neighborhood committees as "subordinates" and arrange work directly to the community. Everyone can command the community with community participation. It can be said that there are thousands of lines above and a needle below, so it is difficult for neighborhood committees to spare time and energy to do a good job of residents' autonomy and serve residents in depth.
2. The administration of community neighborhood committees is serious, and the promotion of residents' autonomy is slow. At present, the working methods of community neighborhood committees in our district are mostly guided by administrative orders, and the simplicity of community work is equivalent to the completion of tasks assigned by departments. There is a phenomenon of attaching importance to administrative affairs and neglecting autonomous management, which makes the initiative and enthusiasm of community residents to participate in community construction and management low. In terms of community autonomy, although the community neighborhood committees in our district are all democratically elected by the community residents, and the residents' representative meeting system, the residents' deliberation system and the community construction steering committee have been formally established, these residents' self-governing organizations are only in form, which are limited to meeting several times a year to listen to the work reports of the neighborhood committees, and they are not enough to actively guide and organize the community residents to conduct self-management, self-education and self-service, and have not really exerted the effectiveness of residents' self-governance.
3. The community layout planning lags behind, and it is difficult to meet the needs of rapid urban development. At present, the layout of community neighborhood committees in Tunxi central city has not been fully incorporated into the overall urban construction plan, and community construction lacks detailed regulations. The existing urban communities in Tunxi District were merged on the basis of the original neighborhood committees in 2002. In recent years, with the acceleration of urbanization in the central city, the number and population of new residential areas in the city are increasing, especially the eastward expansion of the city and the rapid expansion of the city scale, which makes the layout of the original urban community neighborhood committees lag far behind the development of the city, and community construction is difficult to meet the current development needs of the central city. Therefore, it is imperative to incorporate the layout and construction of community neighborhood committees in Tunxi central city into the overall urban construction plan as soon as possible, and formulate detailed regulations to make the community construction in the central city have rules to follow and keep pace with urban development.
4. The community population is too large to achieve full coverage of daily management. According to the relevant national and provincial documents and the experience of local community construction, the population size of each community is generally between 2,500 and 3,000. However, at present, there are 8 urban communities with more than 3,000 households in Tunxi District 12, among which 5 communities under Yudong Street and Yuzhong Street are particularly prominent, especially 9,242 Fuxin Community in Yudong Street with a population of more than 22,000, and 7,200 Yuejin Community in Yuzhong Street with a population of more than 9,800. In addition, the management areas of Yudong Shuixinting Community, Yuxi Liyang Street Community and Yanghu Jilingshan Community are too long, and they should be respectively responsible for Ruodun Village in Tunguang Town, Minkou Village in Liyang Town and Huangkou Resort. The problems of overpopulation and long battle lines in the above-mentioned communities have seriously exceeded the carrying capacity of the existing community neighborhood committees, which makes it difficult to put in place the daily management and services of the communities and achieve full coverage.
5. The funds for community work are insufficient, and the contradiction between income and expenditure of neighborhood committees is prominent. In recent years, although the funding for community work in our district has increased year by year, it has reached the standard of 5,000 yuan for each community neighborhood committee in 2007, but it still lags far behind the actual needs of community work funding and the requirements of the Provincial Opinions on Strengthening the Construction of Harmonious Communities (Wanfa [2007] No.6 document). The annual subsidy for communities with less than 2,500 households is not less than 20,000 yuan, and that for communities with more than 2,500 households is not less than 30,000 yuan. Take Fuxin Community in Yudong as an example: to carry out a party member activity, you must make at least 80 phone calls; Inform women of childbearing age to have a "three investigations and one treatment" physical examination, and call at least 400 times; The monthly telephone bill of this neighborhood committee is around 500 yuan, and it needs 6000 yuan for the whole year. According to the survey, the actual annual expenditure of each community in the central city is about 30,000 yuan, and the average annual expenditure of particularly large communities is about 70,000 yuan. In order to maintain the normal operation of community neighborhood committees and carry out community activities, community neighborhood committees generally collect money from the units under their jurisdiction, engage in sponsorship, carry out paid services, and raise funds through various channels such as street competition to make up for the lack of funds. The shortage of funds for community work has seriously restricted the effective development of the daily work of community neighborhood committees.
6. The long-term mechanism of community housing construction is not perfect, and some community offices and activity places are in short supply. In order to solve the problem of community housing construction, in 2006, the general office of the municipal government issued "Huang Zhengban [2006] No.62" Opinions of the General Office of Huangshan Municipal People's Government on community housing construction in the downtown area of Huangshan ",which stipulated that when transferring land in the downtown area, the developer's community housing construction fund should be charged at 0.5% of the land turnover of 65,438+,and it was clear that the municipal land department would take this charge as a condition for land bidding, auction and transfer. However, this policy has not been implemented. The Municipal Bureau of Land and Resources informed that the conditions for bidding, auction and hanging of state-owned land are strictly stipulated by the state, and the policy charges involve administrative licensing. The documents issued by the general office of the municipal government are difficult for the Municipal Bureau of Land and Resources to implement. In addition, Provincial Government Zheng Wan [20065438+0] No.34 Opinions of Anhui Provincial People's Government on Accelerating the Development of Community Service Industry, General Office of Provincial Party Committee and Government [2003] No.365438+0 Notice on Further Strengthening the Construction of Urban Community Infrastructure to Effectively Solve the "Four Owns" Problem, and People's Development jointly issued by seven national ministries and commissions [2005]. No.85 "Opinions on Further Developing the Construction and Management of Residents' Public Welfare Service Facilities" also makes detailed provisions on the reconstruction of old cities and the construction and fund raising of community housing in new residential areas, but the relevant provisions of the above documents have not been fully implemented.
Due to the difficulty in raising funds for community housing construction, the layout of community neighborhood committees lacks planning. Among the two urban community neighborhood committees in Tunxi District/KLOC-0, there are also five community office and activity rooms in Shui Xin Pavilion, Yuejin, Liyang Street, Zhutang and Jilingshan that do not meet the standard of 300 square meters. Yuejin Community neighborhood Committee in Yuzhong Street, with a community population of nearly 20,000, does not even have its own office space. We have been using the 80-square-meter property of Victoria Community Property Company adjacent to the cypress community area as a temporary office. One problem is that Yuejin Neighborhood Committee has to serve residents across communities, and residents have to collapse their communities to work in neighborhood committees, so community work is extremely inconvenient. In addition, Liyang Street Community in Yuxi and Jilingshan Community in Yanghu lack residential activity rooms, making it difficult for residents to carry out regular activities.
Third, suggestions on community construction.
The 17th National Congress of the Communist Party of China proposed that in the next five years, China will accelerate the social construction focusing on improving people's livelihood, further expand public services, improve social management and promote the construction of a harmonious society. Community construction is an important part of China's social construction and an important carrier of building a harmonious society, which is closely related to the daily life and work of the broad masses of people. Therefore, community construction needs to further improve community organizations, straighten out community relations, improve community functions and develop community undertakings. In order to promote the urban community in Tunxi central city to strive for a new modern civilized community with scientific management, perfect service, beautiful environment and convenient life, the following suggestions are put forward:
1. Strengthen the publicity of community construction policies and scientifically define the functional orientation of neighborhood committees. Community construction involves thousands of households and is closely related to all citizens. The municipal and district governments should further increase the publicity of community construction policies, so that everyone can fully understand and understand the great significance of community construction, clarify their responsibilities and obligations in community construction, effectively enhance the subjective consciousness of community construction, let the majority of community residents and units under their jurisdiction actively participate in community construction, make suggestions for community construction, carry out community service and supervise and evaluate community work, and improve their sense of identity and participation in the community. At the same time, according to the relevant provisions of the Organic Law of Urban Residents' Committees, we should scientifically define and standardize the functions and tasks of community residents' committees, straighten out the functional relationship among government departments, street offices, community residents' committees and property management companies in community construction, gradually distinguish administrative affairs from community affairs, and realize the transformation of urban community management system from administrative management to community autonomy under the legal protection, so as to ensure that community residents' committees have enough time and energy to invest in community management and residents' services. For the work that belongs to community affairs, let the community neighborhood Committee do it. For some administrative affairs that do not belong to the community task, but the community has more advantages to do, it is necessary to implement the joint control of the community construction leading group and the sub-district office, and adopt the way of "power follows responsibility and fees follow things" to truly let the community "implement autonomy, perform joint management rights and exercise supervision rights".
2, the implementation of "one thing, one discussion", and actively promote the healthy development of community autonomy. According to the relevant provisions of the Organic Law of Urban Residents' Committees, the main task of urban community residents' committees is to manage residents' internal affairs according to law. In order to further straighten out the community management system and operation mechanism, and actively promote the community "separation of discussion and administration" work. "Individual consultation and negotiation" takes the form of residents' self-registration, organization and recommendation to participate in the election of neighborhood committees, and through the democratic election of community residents, a new community neighborhood Committee is formed to undertake the agreed decision-making responsibilities of community daily management and related autonomous affairs. At the same time, efforts should be made to improve community residents' congresses, community deliberation committees and other organizational systems, establish and improve community democratic decision-making, democratic management and democratic supervision systems, actively promote the "four meetings" system of community public opinion forums, civil affairs coordination meetings, public opinion hearings and democratic appraisal councils, and vigorously guide community residents and units under their jurisdiction to participate in community public welfare undertakings and public affairs decision-making. Further strengthen the leadership of community party organizations in community work, bring the person in charge of the property company party member into the management of community party organizations, realize the participation of community neighborhood committees, workstations, intermediaries and non-governmental organizations in community affairs management, carry out community services and organize community activities under the leadership and coordination of community party organizations, and gradually realize the self-management, self-education, self-service and self-supervision of community residents.
For the community affairs workstation, the community affairs workstation is composed of community workers appointed by the government, and undertakes the implementation of administrative and social affairs delegated to the community by government departments. In terms of personnel sources, members of community party organizations and community neighborhood committees can serve as community affairs workstations across posts. At the same time, openly recruit workstation staff for the society and gradually realize job qualifications. This not only ensures the core role of community party organizations in community construction, but also plays a positive role in improving the overall quality of community workers and completing community work with high quality.
At the same time, as the basic functions of the community, community neighborhood committees and community affairs workstations should constantly expand the field of community services, and through extensive and in-depth publicity and mobilization, vigorously guide community residents and units under their jurisdiction to establish the consciousness of "I am for everyone and everyone is for me", accelerate the establishment and improvement of community medical and health organizations, service organizations and volunteer teams, and fully tap, integrate and utilize community resources. Focus on the development of services for the convenience of the community residents, the benefit of the people, the protection of the people and the love of the people, and the socialized services for the units under their jurisdiction, and gradually establish a community service system covering all members of the community, with multiple service subjects, perfect service functions and high management level, and strive to realize that community residents are helpful and need help when they are in trouble, so as to enhance their sense of identity and belonging, continuously enhance the cohesion and centripetal force of community work, and strive to create for urban development.
For the work of community neighborhood committees and community affairs workstations, the street organizes relevant departments and residents to jointly evaluate each year, and implements the survival of the fittest.
3. Scientifically plan the community layout and optimize the community scale design. The city planning department shall, on the premise of fully considering the present situation and future development of the existing urban communities and villages in the central city, and on the basis of fully soliciting the opinions of the municipal, district civil affairs departments, streets and communities, plan the layout of community neighborhood committees and the construction of community public facilities as soon as possible in accordance with the requirements of the overall urban development planning of Tunxi central city and the standard of 2,500-3,000 households in each community. In order to ensure that the community infrastructure construction in Tunxi central city has rules to follow, the land and scale of community housing and public facilities construction in the future, community facilities meet the needs of urbanization development in the central city, and community construction is synchronized with urban development.
4. Adjust the community scale in time to promote the full coverage of community services for the people. In view of the overpopulation of some urban communities (Lotus Pond, Shui Xin Pavilion and Fuxin Community under Yudong Street, Cypress Community, Yuejin Community and Yangmeishan Community under Yuzhong Street) and the long community management line of some communities (Shui Xin Pavilion Community on Yudong Street, Liyang Street Community in Yuxi Street and Jilingshan Community in Yanghu Lake), combined with the situation of Tunxi District, south of Yanghu River 18 village, Appropriately increase the number of community neighborhood committees, actively promote the scientific setting of the community scope in the central city, and ensure that the daily management and service workload of each community can meet the carrying capacity of community neighborhood committees, promote the implementation of daily management and service for the people and achieve full coverage.
5. Increase community funds to ensure the normal development of community work. City and district levels should further increase investment in community funds in the central city. After the source of funds is listed, the district and county governments' finances should be arranged at different levels according to a certain reasonable proportion, and at the same time, they should be included in the financial budget to achieve annual growth. In terms of office expenses of community neighborhood committees, according to the different sizes of communities and in strict accordance with the requirements of the document "Opinions of Anhui Provincial Party Committee and Provincial Government on Strengthening the Construction of Harmonious Communities", the annual subsidy for communities with less than 2,500 households is not less than 20,000 yuan, and the annual subsidy for communities with more than 2,500 households is not less than 30,000 yuan, ensuring the normal operation of community neighborhood committees.
6. Establish a long-term mechanism for community housing, and provide place guarantee for community office and activities. Put the solution of community office and activity room on the important agenda, establish a long-term mechanism to ensure the construction of community room. At present, the office and activity room of Yuejin Community Neighborhood Committee in Yuzhong Street of Tunxi Central City need to be solved urgently. Because of the development of Liyang Street in Yuxi Street and the construction of Jiangnan New Town, the offices of neighborhood committees are facing relocation, and it is urgent to plan and build the offices and activity rooms of the above two communities as soon as possible.
According to the relevant national and provincial documents and the successful practices in advanced areas, it is suggested that the municipal government should extract a certain proportion of funds from the land transfer fee in the central city every year and put them into the special account of Tunxi District People's Government to be used exclusively for the construction of community housing in Tunxi District. At the same time, the city and district levels have been introduced to determine community housing planning in new residential plots. Real estate development enterprises shall provide them free of charge according to the corresponding standards according to the residential construction area. The government with insufficient area buys from the development enterprise at the cost price. Community housing is not within the scope of new residential areas. Real estate development enterprises should transfer funds to the special account of Tunxi District Government's community construction funds according to the area of community housing provided free of charge, and the district government will uniformly allocate relevant policies and regulations for community housing construction.
