1 definition of high-value consumables
Medical consumables refer to disposable sanitary materials, human implants and medical devices that can be reused and easily worn after disinfection in the process of hospital medical service. They have many varieties, models and uses, and are the material basis for hospitals to carry out daily medical care.
Medical consumables can be roughly divided into low-value consumables and high-value consumables. Low-value consumables generally refer to consumables such as general medical injections, laboratory tests, outpatient clinics and routine operations (such as appendicitis, birth control and caesarean section). High-value consumables generally refer to consumable medical devices that are critical to safety, must be strictly controlled in the process of production and use, are limited to certain departments and have relatively high prices. 2 the original management model and its disadvantages
Our hospital has always attached great importance to the management of high-value consumables. Before the implementation of enterprise resource planning (ERP) system, a set of practical management methods has been formed. After being confirmed by the department director and approved by the Sense Control and Equipment Department, the clinical department determines the high-value consumables required before the operation according to the use demand, and directly contacts the supplier. The supplier delivers goods directly to the department. Short cycle from demand to use, high efficiency and no delay in clinical application. In addition, high-value consumables are directly kept by clinical departments and settled after clinical use, saving a lot of liquidity in the hospital.
With the continuous progress and improvement of medical technical services, there are more and more types of high-value consumables, which brings new challenges to the management of high-value consumables in hospitals. The original management method can't keep up with the rapid development of high-value consumables, and its disadvantages gradually appear.
(1) Although the qualification of suppliers of high-value consumables has been approved by department heads, sense control departments and equipment departments, the qualification of suppliers is guaranteed. However, the qualification information is stored in the sensory control department as a paper document. If the supplier's registration certificate or authorization is not known in time when purchasing, the purchased high-value consumables will have potential safety and quality hazards [1].
(2) High-value consumables shall be directly purchased by each department by contacting qualified consumables suppliers as required. However, the procurement process is opaque, and there is no departmental supervision. Information such as the quantity and specifications of purchased consumables are easy to be missed, which will lead to the risk of missing accounts.
Third, clinicians take consumables directly from departments, which may miss registration and cause management confusion. For example, consumables prepared before operation but not used during operation are inexplicably lost, borrowed and not registered in time. , which directly caused the economic loss of the hospital [2].
(4) After patients use high-value consumables, clinicians manually fill in the quadruple list (hospital statement of high-value consumables) for bookkeeping. Due to scribbling and other reasons, the information filled in is irregular, incomplete and inaccurate, and the data cannot be counted in time. There is also the risk of missing accounts due to negligence and other reasons. In addition, it is very inconvenient to consult the paper in quadruplicate, which requires manual reading one by one and consumes a lot of manpower.
(5) In the whole management process, there is a lack of effective supervision in the process of purchasing, collecting and using, which forms a "vacuum zone" and provides a breeding ground for undesirable phenomena such as kickbacks and human feelings.
3. Introduce ERP system to solve problems
3. Introduction of1ERP system
ERP enterprise resource planning system refers to a management platform based on information technology and providing decision-making operation means for enterprise decision makers and employees with systematic management ideas. As a networked information system, ERP system provides an advanced management mode. With the application of ERP system, all businesses in the enterprise will enjoy and integrate highly, and realize the automation of major businesses.
3.2 Application of Enterprise Resource Planning
The change of the overall environment of the medical industry and the continuous expansion and refinement of the hospital scale and business content require the hospital financial department to provide more accurate, timely and rich data support for hospital managers to make timely decisions, so as to strengthen internal management and truly benefit from management. The hospital resource planning (HRP) system has been established in our hospital as an application and exploration of enterprise resource planning system in the hospital. The implementation goal is to realize the control of procurement expenditure and logistics, establish an integrated financial business operation management process, and establish a centralized risk management system and mechanism supported by systematization, so as to improve the operation efficiency of business processes and reduce the operation cost of process management.
After the application of ERP system, the management of high-value consumables has been improved as follows:
(1) The supplier qualification management of high-value consumables is more scientific. ① The audited paper high-value consumables information file originally stored in the sense control department has been compiled into the electronic dictionary database and entered into the ERP system. The unification of dictionary database avoids the inconsistency of information statistics between dispatching room and equipment room. In the process of sorting out, some problems such as renaming and expired supplier qualifications have been corrected. (2) ②ERP system has automatic red disk function. When the supplier's three certificates and authorization qualifications expire, the system will automatically red-drift and alarm. High-value consumables provided by suppliers can only be purchased after the suppliers resubmit valid qualification documents. This effectively ensures the safety and reliability of the qualification of high-value consumables and plays a good early warning role.
(3) The supplier's qualification scanned documents are imported into the system, and when inspection is needed, the qualification scanned documents can be transferred out quickly, saving a lot of manpower.
