Shaobei (Anfengtang) has come from the depths of more than 2,600 years of history, and now it takes only 26 months to go from Shouxian to the world.

As a national leader in water conservancy construction, he knows the culture and history of Shaobei (Anfengtang) like the back of his hand. In front of Shaobei Monument, Vice Minister Li said earnestly: "Shaobei is the originator of Bei Tang culture" and asked the county party committee and government of Shouxian to "strengthen Shaobei".

Shouxian county attaches great importance to this, actively communicates with relevant departments, and invites experts to conduct on-the-spot investigations for many times. It is considered that there is no irrigation type of water conservancy project from the published world important agricultural cultural heritage, and Shaopi (Anfengtang) can fill this gap by successfully applying for the world agricultural cultural heritage. This idea has contributed to the establishment of the idea of "applying for heritage, planning, foundation and industry" to promote the protection and utilization of Shaobei (Anfengtang). At that time, the county party committee and the county government appointed a special person to be responsible for the preparation of Shouxian ancient city wall to declare the world cultural heritage. Vice Minister Li's instructions brought infinite vitality to the ancient Shaopi (Anfengtang), and the county party committee and government seized the opportunity to put Anfengtang's declaration of agricultural heritage on the agenda. Xu Jianbo, another full-time participant in the world irrigation project heritage declaration in Shaobei (Anfengtang) and deputy director of Shouxian Water Affairs Bureau, said that in April 20 13, he received a notice from the State Irrigation and Drainage Committee, the main content of which was to investigate ancient water conservancy projects in China. In the notice, there was a sentence "preparing to declare the world irrigation project heritage" which caught his attention, in order to improve Shaobei. "Shaopi (Anfengtang) is the originator of Bei Tang culture. For more than 2600 years, it has been playing the role of irrigation. According to the standards and conditions of the World Irrigation Project Heritage Selection, there should be no problem in inclusion. " Xu Jianbo said. However, at the 22nd International Irrigation and Drainage Congress held in Gwangju last year and the 65th International Executive Council of the International Irrigation and Drainage Committee (ICID), 17 projects were awarded the first batch of World Irrigation Project Heritage List, among which China has four projects, namely Tongji Weir, Dongfeng Weir, Ziquejie Terrace and Mulan Skin. However, Shaobei (Anfengtang) missed the award of the first batch of world irrigation engineering heritage because of "insufficient preparation".

World irrigation engineering heritage, world cultural heritage and world natural heritage are also called world heritage. The declaration route is organized and declared by the National Committee every year, and the recommended list is put forward after review by the international expert group. After the vote of the International Executive Committee, it was officially listed in the Heritage List.

The county party committee and government of Shouxian county re-examined the historical value, sustainable irrigation project and scientific experience of Shaobei (Anfengtang), sent people to Beijing to consult experts many times, and entrusted experts from China Academy of Water Resources and Hydropower Research to draw up a protection plan, tap the "universal value" of Shaobei (Anfengtang), sort out the "intangible cultural umbilical cord" and select the declaration text.

From March 2065438 to March 2004, Shouxian invited experts from the World Heritage Research Committee of China Cultural Relics Society to come to Shouxian to discuss the heritage protection, historical and cultural inheritance and innovative development of Shaopi (Anfengtang). Experts define the history of Shaopi (Anfengtang) as "the originator of irrigation projects in China" and "application for World Heritage".

On June 3rd, 20 14, Zhang Yisheng, Vice President and Secretary General of China Cultural Relics Society, and Lu Juan, Director of the Institute of Water Conservancy History of the Research Institute of Water Conservancy of the Ministry of Water Resources, and his party were invited to Shouxian County to study and discuss the application of "China Agricultural Cultural Heritage" and "World Irrigation Project Heritage" by Shaopi (Anfengtang), so as to speed up the completion of research papers, literary works, historical and current feature films and Shaopi.

On September, 2004 1 1, Shouxian held an expert review meeting on the protection and development planning of agricultural system in Shaobei (Anfengtang) and irrigation area in Beijing.

201May From July 12 to July 13, the State Irrigation and Drainage Commission organized an expert group to hold a technical review meeting on the application of world irrigation engineering heritage in Shaopi (Anfengtang), Shouxian County. The expert group made another on-the-spot investigation on the irrigation project, management system and cultural heritage of Shaopi (Anfengtang), listened to the technical report of the working group and consulted relevant text and video materials. The engineering planning, systematic and perfect engineering system and scientific and effective management system of Shaobei (Anfengtang) irrigation area have ensured the sustainable development of comprehensive benefits such as agricultural irrigation in the past 2600 years. Shaobei (Anfengtang) witnessed the close relationship between water conservancy and regional economic, political, social and cultural development, as well as the natural and social changes in the region. Shaobei has outstanding historical, scientific and cultural value, is a model of sustainable irrigation project, and has the conditions to declare the world irrigation project heritage.

Subsequently, the declaration report was submitted to the 66th International Executive Council of the International Commission on Irrigation and Drainage. On the evening of 20151kloc-0/3, Shaobei (Anfengtang) in Shouxian County, together with Orange Well Irrigation Project in Zhuji, Zhejiang Province and Tashan Weir in Ningbo, was recognized as the world irrigation project heritage by the International Irrigation and Drainage Committee.
