The degree system implemented by the state
Article 1 These Interim Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) on Academic Degrees.

Article 2 Degrees are awarded according to the following disciplines: philosophy, economics, law, education, literature, history, science, engineering, agriculture and medicine.

bachelor's degree

Article 3 A bachelor's degree shall be awarded by an institution of higher learning authorized by the State Council.

Undergraduate students in institutions of higher learning who have completed the requirements of the teaching plan and passed the examination are allowed to graduate. The course study and graduation thesis (graduation design or other graduation practice links) show that those who have mastered the basic theory, professional knowledge and basic skills of the subject well and have the initial ability to engage in scientific research or undertake professional and technical work are awarded the bachelor's degree.

Article 4 Institutions of higher learning that award bachelor's degrees shall examine the achievements and graduation appraisal materials of undergraduate graduates one by one by departments. In accordance with the "Interim Measures" third and the relevant provisions, can be nominated to the school academic degree evaluation committee, included in the list of bachelor's degree winners.

Non-bachelor's degree-granting institutions of higher learning submit to the school a list of undergraduate graduates who have reached the bachelor's degree level, and after the school agrees, the school recommends them to local institutions of higher learning that have already awarded bachelor's degrees. The relevant departments of institutions of higher learning that award bachelor's degrees shall assess the undergraduate graduates recommended by institutions of higher learning that do not award bachelor's degrees. That conforms to the "Interim Measures" third and the relevant provisions, can be nominated to the school academic degree evaluation committee, included in the list of bachelor's degree winners.

Article 5 The list of winners of bachelor's degrees shall be examined and approved by academic degree evaluation committee, an institution of higher learning that confers bachelor's degrees, and the institution of higher learning that confers bachelor's degrees shall confer bachelor's degrees.

master's degree

Article 6 The master's degree shall be awarded by institutions of higher learning and scientific research institutions authorized by the State Council.

An applicant for a master's degree shall submit an application and academic papers and other materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit. The degree-conferring unit shall review the application within two months after the application deadline, decide whether to approve the application, and inform the applicant and his unit of the result.

Non-degree-conferring units shall submit their letters of recommendation on applying for a master's degree when applying for graduate students.

At the time of application, persons with equivalent academic qualifications shall submit letters of recommendation from two associate professors, professors or experts with equivalent titles. Before accepting the application, the degree-granting unit may take appropriate measures to assess some university courses of applicants who have not yet graduated from university.

Applicants may not apply to two degree-granting units at the same time.

Article 7 Examination courses and requirements for master's degrees:

1. Marxist theory course. It is required to master the basic theory of Marxism.

2. Basic theoretical courses and specialized courses are generally three or four courses. Need a solid basic theory and systematic professional knowledge.

3. A foreign language. Skilled reading of foreign language materials of this major is required.

The master's degree course examination of graduate students in degree-granting units can be carried out with reference to the above-mentioned course requirements and combined with the training plan.

The postgraduate course examination of non-degree-granting units shall be organized by the degree-granting units. After examination by the degree-granting unit, if it is considered that the content and results of the original unit's course examination are qualified, part or all of the course examination may be exempted.

The examination of master's degree courses for personnel with the same educational level shall be organized by the degree-granting unit.

Applicants for master's degree must pass the prescribed course examination, and they can participate in thesis defense only after passing the examination. If one of the required courses fails, you can apply for a make-up exam within six months. Those who fail the make-up exam cannot participate in the thesis defense.

The degree-granting units that try out the credit system shall, according to the above-mentioned curriculum requirements, stipulate the course credits that should be obtained for granting master's degrees. Applicants for master's degree must obtain the required credits before they can participate in thesis defense.

Article 8 A master's degree thesis should have a new view on the research topic, indicating that the author has the ability to independently engage in scientific research or undertake specialized technical work.

The degree-conferring unit shall employ one or two experts in related disciplines to review the thesis. Reviewers should write detailed academic comments on the thesis for the reference of the thesis defense Committee.

The master's thesis defense Committee consists of three to five people. Members should generally have experts from other units. The chairman of the thesis defense Committee is an associate professor, professor or an expert with the same title.

The thesis defense committee decides whether to grant a master's degree according to the defense situation. The resolution shall be adopted by secret ballot, with the consent of more than two thirds of all members. After being signed by the chairman of the thesis defense committee, it will be submitted to academic degree evaluation committee. Meetings should be recorded.

If the defense of the master's degree thesis is unqualified, the thesis can be revised and re-defended within one year with the consent of the thesis defense Committee.

Article 9 If most members of the master's thesis defense committee think that the applicant's thesis is equivalent to the academic level of doctoral degree, they may, in addition to making a resolution on conferring master's degree, make suggestions to the unit conferring doctoral degree, which shall handle it in accordance with the relevant provisions of the doctoral degree part of these Interim Measures.

doctor's degree

Article 10 Doctoral degrees shall be awarded by institutions of higher learning and scientific research institutions authorized by the State Council.

Applicants for doctoral degrees shall submit applications, academic papers and other materials to the degree-conferring unit within the time limit prescribed by the degree-conferring unit. The degree-conferring unit shall review the application within two months after the application deadline, decide whether to approve the application, and inform the applicant and his unit of the result.

When applying, persons with the same academic qualifications should submit letters of recommendation from two professors or experts with the same titles. Before accepting the application, the degree-granting unit may take appropriate measures to assess the basic theory courses and professional courses of some master's degrees.

Applicants may not apply to two degree-granting units at the same time.

Eleventh courses and requirements for doctoral degree examination:

1. Marxist theory course. Require a better grasp of the basic theory of Marxism.

2. Basic theoretical courses and specialized courses. It is required to master solid and extensive basic theories and systematic and in-depth professional knowledge. The examination scope shall be examined and approved by academic degree evaluation committee, the degree-granting unit. The examination of basic theory courses and specialized courses shall be presided over by an examination committee composed of three experts appointed by academic degree evaluation committee, a degree-granting unit, and the director of the examination committee shall be a professor, an associate professor or an expert with the same title.

3.two foreign languages. The first foreign language requires proficiency in reading foreign language materials of this major and certain writing ability, and the second foreign language requires the ability to read foreign language materials of this major initially. Individual disciplines and majors can take the first foreign language exam only after being examined and approved by the degree-granting unit academic degree evaluation committee.

The curriculum examination of doctoral students can be arranged according to the above curriculum requirements and combined with the training plan.

Article 12 Applicants for doctoral degrees must pass the examination of doctoral degree courses and pass the examination results before they can participate in the defense of doctoral thesis.

Applicants for doctoral degrees who have important works, inventions, discoveries or developments in science or specialized technology shall submit relevant published works, inventions, appraisals or certificates to the degree-granting unit. Recommended by two professors or experts with the same title, the degree-granting unit may be exempted from part or all of the course examinations according to the provisions of Article 11 of the Interim Measures.

Thirteenth doctoral thesis should show that the author has the ability to engage in scientific research independently, and has made creative achievements in science or special technology. The doctoral thesis or abstract should be printed and sent to the relevant units three months before the defense, and reviewed by peers.

The degree-conferring unit shall employ two experts in disciplines related to the thesis to review the thesis, one of whom shall be an expert from other units. Reviewers should write detailed academic comments on the thesis for the reference of the thesis defense Committee.

Article 14 The defense committee for doctoral dissertations consists of five to seven members. More than half of the members should be professors or experts with the same titles. Members must include two or three experts from other units. The chairman of the thesis defense Committee is generally a professor or an expert with the same title.

The thesis defense Committee makes a decision on whether to grant a doctorate according to the defense situation. The resolution was adopted by secret ballot, which required the consent of more than two thirds of all members. After being signed by the chairman of the thesis defense committee, it will be submitted to academic degree evaluation committee. Meetings should be recorded.

Doctoral thesis defense should generally be held in public; The doctoral dissertations or abstracts that have been passed shall be published publicly (except for confidentiality majors).

If the doctoral thesis fails to pass the defense, the thesis can be revised and defended again within two years with the consent of the thesis defense Committee.

Fifteenth doctoral thesis defense committee believes that although the applicant's thesis has not reached the academic level of doctoral degree, but has reached the academic level of master's degree, and the applicant has not obtained a master's degree in this subject, it may make a resolution to grant a master's degree and submit it to academic degree evaluation committee.

Honorary doctorate

Sixteenth honorary doctorates shall be awarded by the units authorized by the State Council to award doctorates.

Article 17 The conferment of honorary doctorates shall be discussed and approved by academic degree evaluation committee of the degree-conferring unit, and shall be granted after being approved by the State Council Academic Degrees Committee.

Article 18 academic degree evaluation committee of a degree-conferring unit shall perform the following duties in accordance with the degree-conferring authority approved by the State Council:

(1) Examining and approving the list of applicants for master's and doctoral degrees;

(two) to determine the subjects and the number of examination subjects for master's degree and the examination scope of basic theoretical courses and professional courses for doctoral degree; List of examiners and members of the thesis defense Committee,

(3) list of undergraduate graduates;

(4) To make a decision on granting a master's degree;

(5) Examining and approving the list of doctoral degree applicants who are exempted from part or all of the course examinations;

(6) To make a decision on conferring a doctorate.

(7) adopting the list of persons who have been awarded honorary doctorates,

(eight) in violation of the provisions of the decision to revoke the degree award;

(9) To study and handle disputes over the conferment of academic degrees.

Article 19 The academic degree evaluation committee of a degree-conferring unit is composed of nine to twenty-five people, with a term of two to three years. Members shall include the principal responsible persons and teaching and research personnel of the degree-conferring unit.

In institutions of higher learning that award bachelor's degrees, the teaching staff participating in academic degree evaluation committee should be selected from teachers above lecturers. Units granting bachelor's degree, master's degree and doctor's degree, and personnel involved in teaching and research in academic degree evaluation committee, should be mainly selected from associate professors, professors or experts with the same titles. In academic degree evaluation committee, at least half of the units conferring doctoral degrees should have professors or experts with the same titles.

Chairman academic degree evaluation committee is the main person in charge of a degree-granting unit with a professor, associate professor or equivalent title (the president of an institution of higher learning, the vice president in charge of teaching, scientific research and postgraduate work, or a person with equivalent title in a scientific research institution).

Academic degree evaluation committee may set up several sub-committees according to degree disciplines. Each is composed of seven to fifteen people, with a term of two to three years. The chairman of the Subcommittee must be a member of academic degree evaluation committee. The Subcommittee assisted academic degree evaluation committee in his work. The list of academic degree evaluation committee members shall be approved by the degree-granting unit and reported to the competent department, which shall forward it to the the State Council Academic Degrees Committee for the record.

Academic degree evaluation committee can be equipped with necessary full-time or part-time staff to handle daily work.

Twentieth degree-conferring units shall annually report the number of people awarded bachelor's degrees, the list of master's degrees and doctor's degrees and relevant materials to the competent authorities and the the State Council Academic Degrees Committee for the record.

other terms

Twenty-first foreign students studying in China to apply for a bachelor's degree shall be handled with reference to Article 3 of the Interim Measures and relevant regulations.

Foreign students studying in China and foreign scholars engaged in research or teaching shall apply for master's degree or doctor's degree with reference to the relevant provisions of these Interim Measures.

Article 22 The format of bachelor's degree certificate shall be formulated by the Ministry of Education. The certificate format of master's degree and doctor's degree shall be formulated by the State Council Academic Degrees Committee. The degree certificate of the degree winner shall be issued by the degree-granting unit.

Twenty-third master's and doctoral dissertations are kept in the library of the degree-granting unit, and the doctoral dissertations are also kept in the Beijing Library and relevant professional libraries.

Twenty-fourth employees who apply for master's and doctoral degrees can enjoy a holiday of no more than two months after they have been approved by the degree-granting unit to take the course examination and thesis defense.

Twenty-fifth degree-conferring units may, in accordance with the Interim Implementation Measures, formulate detailed rules for the work of degree-conferring in their own units.
