Abstract: Container transportation in Ningbo Port has developed rapidly by virtue of its natural geographical advantages, but many problems have been exposed in recent years. Based on the analysis of the present situation, this paper analyzes the countermeasures for the development of container transportation in Ningbo Port according to different problems, and provides suggestions and opinions for the sustained and rapid development of Ningbo Port.

At present, China is in the climax of port construction, which is characterized by: wide coverage-almost all large and medium-sized ports have grand development plans; Large investment-port construction investment is often tens of billions of yuan; High goal-every port has set a fairly high development goal, and many ports have set the goal of building 100 million tons of ports; Development of new port site-From Yingkou Port in the north to Shenzhen and Hong Kong in the south, Ren Xian Island was chosen, and all ports jumped out of the original port area and actively developed the new port area. The climax of this round of port construction is driven by the rapid economic development of China, which provides transportation guarantee for the further sustained and rapid economic development of China.
First, the current situation of container transportation in Ningbo Port
Ningbo Port consists of Beilun Port Area, Zhenhai Port Area, Ningbo Port Area, Daxie Port Area and Chuanshan Port Area. It is a multifunctional, comprehensive and modern deep-water port integrating inland river port, estuary port and seaport. It is open to more than 560 ports in more than 90 countries and regions in the world, and currently has 190 productive berths. Ningbo Port is mainly engaged in loading, unloading, storage and transit of imported iron ore, domestic and foreign trade containers, crude oil and refined oil, liquid chemical products, coal and other bulk goods. In 2004, the cargo throughput of Ningbo Port exceeded 220 million tons, second only to Shanghai Port in Chinese mainland Port. The container throughput exceeded 4 million TEUs, ranking fourth in Chinese mainland Port and first in Chinese mainland's major container ports for six consecutive years.
The unique natural conditions of Ningbo Port make it develop rapidly. At present, the port's throughput and cargo throughput are very large. There are more than 1 10 container liner routes, and the top 20 shipping companies in the world all land in Ningbo port. Ningbo port inspection unit is complete, and the operation is fast and efficient. Since June 1999, the "through customs clearance" business from Hangzhou to Ningbo has been started, and the shippers in Hangzhou can enjoy the container direct transportation service from Hangzhou to Ningbo, greatly reducing the transit links. At the same time, an international container yard will be built in Jinhua Golden Triangle Industrial Park, and Jinhua-Ningbo customs supervision point and commodity inspection agency will be set up, so that Ningbo Port will provide an economical and convenient sea passage for the inland areas of Zhejiang Province.
Second, the analysis of the problems existing in Ningbo Port
Although the location advantage of Ningbo Port is very obvious, the container throughput has increased rapidly and the scale has developed rapidly, there are still some problems in the operation process:
1. The infrastructure is relatively backward. (1) The rapid growth of the throughput of Ningbo Port has increased the pressure on port transportation, resulting in frequent traffic jams. Ningbo's external traffic pressure has also increased, especially the Hangzhou-Ningbo Expressway, which obviously cannot meet the needs of container cargo transportation. Secondly, container transportation in Ningbo Port has maintained a high-speed development trend, especially the integration of domestic and foreign trade standard container transportation, which will make the contradiction between the shortage of special berths and backward equipment in Ningbo Port increasingly prominent, and the backward hardware conditions will not be conducive to the development of modern logistics industry; Third, modern logistics industry is the product of knowledge economy. As far as domestic standard container transportation is concerned, so far, there is no computer networking management between Ningbo Port and shipping companies, and some of them are even manual operation or man-machine combination, which can not meet the development requirements of modern logistics industry. In the case that most shipping companies have realized computer networking, the networking of the whole transportation network is imminent.
It is difficult to expand the hinterland of the port. The hinterland of Ningbo Port is mainly in the east and south of Hangzhou, Zhejiang Province. Nearly 60% of Zhejiang's foreign trade materials pass through Shanghai Port, and the rest are imported and exported through the ports of this province. Ningbo Port is located in the middle of Chinese mainland Port, adjacent to Shanghai Port in the north and Xiamen Port in the south, so it is difficult to expand its hinterland. As far as northern Zhejiang is concerned, it is more convenient to export goods from Shanghai Port. In terms of transportation, Ningbo is not as good as Shanghai at the end of transportation. In addition, from the perspective of strategic development, Ningbo Port and Shanghai Port are not comparable.
3. The port is crowded. Many container yards in Ningbo Port are connected with the port area, so that the collection, return, entry and lifting of containers are all in the same place. This has caused the port congestion, often a truck has to queue up for several hours to enter the port or carry a box, which greatly reduces the transportation efficiency of containers and increases the transportation cost.
4. The number of operational entities has decreased. At present, Ningbo does not cooperate with other shipping companies, but only depends on the import and export of goods, and international container transshipment is rare. However, many foreign ports, such as Singapore, Hammer Hill Port and Kaohsiung Port, etc. There is a relatively large proportion of international container transshipment, and all of them have cooperation with other internationally renowned shipping companies. Shanghai Port is doing the same.
In addition, in terms of macro-policy, Ningbo Port has not implemented the port linkage policy at present, nor has it entered the candidate for the relevant state departments to plan to implement the free port policy pilot. Shanghai Port implements port linkage in Waigaoqiao Port Area, and its carrier is the establishment of Shanghai Waigaoqiao Bonded Logistics Park, which is approved by the General Administration of Customs as a pilot port linkage under special supervision and enjoys special policies of the bonded area.

Facing all kinds of problems existing in container transportation in Ningbo Port, Ningbo Port is making improvements and efforts in all aspects.
