Circular economy, as an important breakthrough in economic development theory, overcomes the shortcomings of traditional economic theory that separates economic and environmental systems, requires the use of natural resources and environmental capacity in an environmentally friendly way, realizes the ecological turn of economic activities, and provides us with a new economic development model. 1. Developing circular economy is an inevitable choice to realize sustainable development and a realistic model for the international community to promote sustainable development. It emphasizes the most effective use of resources and the protection of the environment. In the whole process of resource input, enterprise production, product consumption and its abandonment, the economic system is reconstructed by using ecological laws, and cleaner production, comprehensive utilization of resources and their wastes, ecological design and sustainable consumption are integrated. The economic system should be harmoniously integrated into the material cycle of the natural ecosystem, and the traditional open-loop economy of "resource-product-waste discharge" should be transformed into a closed-loop economy of "resource-product-waste-renewable resources", so as to realize the ecologicalization of economic activities, minimize pollution discharge in production and consumption, recycle waste and make it harmless, and obtain the maximum economic and environmental benefits at the lowest cost, thus realizing economic growth and social progress. The industrialization history of developed countries and the development process of China have experienced serious environmental problems caused by large-scale production, large-scale consumption and large-scale waste. The area of Jiuquan Gobi Desert accounts for 70%, and the per capita water resources are less than 2/3 of the national average and 1/6 of the world average. The forest coverage rate is only 1.4%, far below the national and provincial average. The ecological environment is fragile and the self-purification ability is not strong. However, for a long time, due to the exploitation of mineral resources, over-reclamation, resettlement development, over-grazing, over-exploitation of groundwater and other factors, land desertification, river depletion, wetland reduction, natural ecological vegetation has been seriously damaged, especially industrial "three wastes" and urban domestic wastewater and garbage discharge, resulting in rivers, reservoirs and atmospheric pollution, which has affected the sustainable development of economy and society. Since the implementation of the western development strategy, although the ecological environment has improved, and the total amount of pollutant discharge has decreased year by year, the economic growth is mainly driven by investment, and the utilization rate of resources is low, showing obvious extensive characteristics of high input, high consumption, low quality and low efficiency, and the ecological environment pressure is still great. If we continue to follow the traditional road of economic development, maintain economic growth with the extensive mode of "three highs" (high consumption, high energy consumption and high pollution), and take terminal treatment as environmental protection means, the limited resources will be rapidly exhausted, the environmental situation will further deteriorate, and the resource stock and environmental carrying capacity will seriously restrict economic and social development. It is urgent to protect the natural resources on which we depend, accelerate the construction of a resource-saving society, promote economic development and rebuild the ecological environment. Therefore, we must change the traditional development model, develop circular economy, and ensure the sustainable support of water and soil resources and mineral resources for economic development. Second, developing circular economy is an important strategy to change the mode of economic growth. Our city is rich in mineral resources, with excellent light and heat conditions for agricultural production, and good material foundation and comparative advantages for economic development. After years of development, the mining and processing of mineral resources and agricultural products have begun to take shape and become the pillar industries of the local economy. However, the level of resource development and utilization is not high, the industrial level is low, the product chain is short, the agricultural product processing industry is still in the primary product stage, and the development and utilization of mineral resources basically stays at the mining level. The value-added rate of agricultural products processing and transformation is only 25%, which is equivalent to the national average 1.2, and the processing industry only accounts for 1 1.8% of heavy industry, which is 29.3 percentage points lower than the national average, which is typical. According to relevant data, China's energy consumption per unit output value is 2.3 times of the world average, the energy consumption per unit of major energy-consuming products is 40% higher than the advanced level abroad, and the energy consumption of industrial products and raw materials accounts for about 75% of the production cost of enterprises. Restricted by the low level of technical equipment and industrial marginalization, the problem of high consumption of energy and raw materials in our city is more prominent. This extensive mode of economic growth is not conducive to the harmonious development between man and nature and the sustainable development and utilization of resources. At present, the economic development of our city is in the initial stage and the critical period of undertaking industrial gradient transfer. Compared with the developed areas in the east, the cost of establishing an environmental economic system is lower, and we can give full play to the advantages of backwardness, plan and construct ecological industrial chains and ecological industrial parks according to ecological principles, realize the sustainable utilization of resources, and realize the transformation of economic development from quantitative growth to quality growth. At the same time, developing circular economy is also an important strategic measure to extend the processing chain of mineral products and agricultural products, upgrade the industrial structure, increase employment opportunities and realize the transformation from the export of primary raw materials to the export of deep-processed products. Third, developing circular economy is an objective requirement to enhance industrial competitiveness. Practice has proved that the low level of resource utilization and the economic cost of pollution discharge have become important obstacles for enterprises to reduce production costs and improve economic benefits and market competitiveness. The theory and model of circular economy development based on ecology make it possible for enterprises to improve the efficiency of resource utilization and minimize the payment of environmental damage. Especially with the establishment and popularization of green GDP theory, the pace of improving efficiency by relying on circular economy has obviously accelerated, and it has become the mainstream mode of economic activities in developed countries. Germany is a pioneer country in developing circular economy. As early as 1972, the waste disposal law was promulgated. At present, the annual output value of waste utilization is 40 billion euros, and the number of employed people reaches 240,000. The United States formulated a series of energy policies aimed at recycling in the 1970s, and the environmental protection industry reached $654.38+000 billion in 2000. From the practice of our country, since the promulgation and implementation of the Cleaner Production Promotion Law in 2002, Guigang and other places have established 10 eco-industrial parks according to the production organization mode based on ecological principles, making the "waste" of upstream enterprises become the raw materials of downstream enterprises, effectively controlling and reducing pollution emissions. From the point of view of our city, in recent years, it has also achieved certain results in developing clean production, circular economy and environmental protection industry. For example, Aksai County, Beijing Campus of China University of Mining and Technology and Southwest University of Science and Technology have jointly developed a relatively complete closed-loop ecological industrial chain, from selecting modified fibers from waste asbestos tailings to extracting chemical products such as superfine silicon dioxide, magnesium hydroxide, iron hydroxide, basic magnesium carbonate whiskers and ammonium sulfate, and then processing the remaining minerals into light building materials, so that by-products and wastes from upstream production links become raw materials for downstream products, and the utilization rate of asbestos tailings is close to 100. Green energy projects such as Yumen wind power and orange stalk gas have been completed, which has brought good economic benefits. Cleaner production, such as recovery and utilization of oil production wastewater in Yumen Oilfield, power generation with waste heat from coal ash heating in Yumen Thermal Power Plant and new building materials, power generation with waste heat from sulfuric acid production line in Hexi Chemical Plant, and plastic recycled particle project in Dunhuang City under construction, has reduced pollutant emissions through the reuse of energy and waste, and achieved good social, economic and environmental benefits. Judging from the development trend of economic globalization, the role of tariff barriers is weakening day by day, and the role of "green barriers" in international trade is increasingly prominent. Enterprises are facing more intense market competition and environmental factors. Some developed countries not only require end products to meet environmental protection requirements, but also stipulate that all links from product development and production to packaging, transportation, use and recycling should meet environmental protection requirements. Therefore, only by vigorously developing circular economy and promoting clean production can product production reach international standards in terms of resources and environmental protection, break through "green barriers" and expand foreign trade; Only in this way can the contradiction between economic development, ecological construction and environmental protection be alleviated. Only in this way can we realize the transformation of economic growth mode, improve economic benefits and enhance market competitiveness. Fourth, the development of circular economy must be guided by scientific industrial policies. Circular economy is the product of human re-understanding nature, respecting objective laws and exploring economic laws under the severe situation of global population explosion, resource shortage, environmental pollution and ecological transformation. For Jiuquan, which has a large proportion of resource-based industries, weak environmental carrying capacity and underdeveloped economy, the task of changing the mode of economic growth, improving the efficiency of resource utilization and coordinating the harmonious development between man and nature is even more arduous and urgent. We must take Scientific Outlook on Development as the guide, take building a resource-saving society and reducing waste emissions as the goal, take optimizing the way of resource utilization as the core, take technological innovation and institutional innovation as the driving force, make overall plans, adjust measures to local conditions, highlight key points, comprehensively promote clean production, vigorously advocate green consumption, take practical and effective measures, mobilize all forces, and accelerate the construction of a sustainable resource-saving society. At present, we should focus on five aspects: 1, and accelerate the research and formulation of circular economy development strategy. Actively strive for pilot cities of circular economy, innovate planning and design concepts, and give priority to major industrial projects with clean production technology and projects with terminal treatment as the source of prevention in accordance with the principle of "reduction, reuse and recycling" when formulating the Eleventh Five-Year Plan and long-term development plan, and plan to build a number of eco-industrial chains, eco-industrial parks and circular economic circles. Combined with the reform of the investment system, we will improve the preferential policies for comprehensive utilization of resources and give strong support to cleaner production technology and circular economy pilot parks from the aspects of finance, taxation, finance, investment, environmental protection and technology. Adhere to the combination of encouragement and restriction, strengthen law enforcement supervision, strengthen sewage charges, especially use economic incentives and penalties to promote enterprises to carry out cleaner production and develop circular economy. 3. Efforts should be made to promote industrial restructuring. We should give priority to the orderly development and comprehensive utilization of resources, resolutely put an end to the introduction of high-pollution projects, vigorously develop the tertiary industry and high-tech industries with low energy consumption and low emissions, and focus on supporting the development of new energy sources such as wind power generation, straw gasification and biogas, the intensive processing of mineral products and agricultural products, and the development of tourism, chain operation, logistics distribution and information consultation. Preferential development of a number of eco-industrial projects. Pilot projects of cleaner production technology and eco-industrial chain have been widely carried out in key industries, key fields and industrial parks. By selecting the best to help the strong, focusing on cultivating and developing enterprises with recycling mode of resources, we will demonstrate the establishment of a new framework of intensive and ecological industrial system. The sewage treatment plant project in Nanjiao Industrial Park should consider building a clean reclaimed water supply system, which should be linked with enterprises with low water quality requirements in and around the park to realize the optimal allocation and utilization of reclaimed water. Support domestic sewage treatment plants in Jiuquan City and counties and cities, introduce advanced and mature technologies, and utilize sludge and reclaimed water resources to make reclaimed water be used for urban greening and agricultural irrigation, and sludge be used for processing and producing organic compound fertilizer. Encourage Yumen Electric Metallurgical Industrial Park to cooperate with hydropower, wind power, ferrosilicon plant, steel plant, concentrator and building materials production enterprises to realize the recycling of fly ash and ore tailings and reduce the discharge of solid waste. 5. Strengthen organizational leadership and publicity.
