1) Excellent completion of industry early warning.
Since 2002, Sulfuric Acid Association has undertaken the construction of the industrial damage early warning system of the Industrial Damage Investigation Bureau of the Ministry of Commerce in the phosphate fertilizer and sulfuric acid industries, and systematically tracked, studied and analyzed 49 key enterprises and key sensitive products in the phosphate fertilizer and sulfuric acid industries, such as high-concentration phosphate compound fertilizer, phosphate rock, potassium chloride, sulfur and sulfuric acid. After several years of updating and improvement, this work has formed a relatively complete system, from the initial simple reporting of data to the formation of rigorous early warning special information twice a month and tens of thousands of words per issue, as well as irregular special research reports on industrial chains and sensitive products. Due to the excellent work, the industry early warning work has been unanimously affirmed by the leaders of the Ministry of Commerce. According to the Association's special report on early warning, the Bureau of Industrial Damage Investigation will regularly compile the Special Report on Early Warning, distribute it to the Ministry of Commerce and relevant ministries, and report it to the State Council. Thus, a channel for expressing industry voices, reflecting problems and making policy suggestions to government departments has been established. Since 2007, it has repeatedly requested the government to exempt sulfur and diammonium phosphate from value-added tax through early warning special reports, and all of them have been approved.
2) Successfully complete the accounting of production and discharge coefficient in sulfuric acid industry.
In May 2007, according to the requirements of the Office of the Leading Group for the First National Pollution Source Survey in the State Council (Letter from the State Pollution Office [2007] 12), the Association undertook the task of accounting the industrial coefficient of sulfuric acid. Under the organization of the Association, about 300 technical and environmental protection personnel of enterprises and experts and scholars of design institutes participated in the accounting work, and 7580 data were directly applied to the accounting coefficient, nearly 3000 data reflecting the basic situation of industrial enterprises, main products and raw and auxiliary materials, and the total data volume exceeded 10000. After half a year's efforts and a large number of investigations and calculations, * * * completed 329 original discharge coefficients and 159 single discharge coefficients, and submitted the user manual, technical summary report and work summary report. The coefficient covers more than 95% of the sulfuric acid industry, scientifically reflects the objective law of pollutant generation and discharge in the sulfuric acid industry, and can meet the needs of the first national pollution source survey.
Due to the early start, tight grasp and great achievements, the accounting of production and discharge coefficient in sulfuric acid industry has played a very good leading role in various chemical subprojects. The project report has been listed as a model by the Petrochemical Association and specially introduced to the leaders and experts of the State Environmental Protection Bureau and china environmental science Research Institute. Experts and scholars spoke highly of the chemical project, believing that it filled the blank of national environmental management. It plays a scientific supporting role in national environmental planning, environmental statistics, environmental standards and environmental scientific research.
3) Participate in the preparation of the 11th Five-Year Plan for sulfuric acid development.
4) Assist the National Development and Reform Commission to formulate policies on sulfuric acid industry, and put forward the standards and scope of encouraged and restricted projects.
5) Promote circular economy, environmental protection, energy saving and emission reduction in sulfuric acid industry, put forward short-term and long-term environmental protection and energy saving plans, list the development of low-temperature heat energy recovery as a major key technology in the industry, and report it to the Ministry of Science and Technology.
6) Formulate industrial standards for sulfur and sulfuric acid processing.
7) The evaluation index system of cleaner production in sulfuric acid industry has been promulgated and implemented, which will be the basis for selecting cleaner production enterprises in the future.
Organize domestic and international exchanges
In June 2004 and May 2006, the Association held the 14th and 15th annual meetings in Nanjing and Guiyang respectively, summed up the achievements and experiences of the 10th Five-Year Plan, and put forward the development goals and industrial suggestions of the 11th Five-Year Plan. A total of 54 papers were organized at the biennial meetings, which were rich in content, targeted, instructive and forward-looking, and promoted the development of the industry. In May, 2005, a large-scale, domestic phosphate fertilizer and sulfuric acid production technology and equipment summary exchange meeting was held in Yunnan. * * * Collected 55 high-quality papers, and exchanged the achievements and experiences in design, technology and equipment of large-scale sulfuric acid plants such as 400,000 tons/year pyrite-based sulfuric acid plant, 400,000-500,000 tons/year flue gas-based sulfuric acid plant and 600,000-800,000 tons/year sulfur-based sulfuric acid plant, which provided reference for technological transformation and innovation of enterprises. In April, 2006 and June, 2007, 5438+ 10, the association held its standing council in Chongqing and Beijing respectively to discuss major events in the industry. In May 2007, a seminar on sulfur market was organized in Nanning, and in April 2008, a seminar on sulfur chemical industry in Dazhou was jointly organized with the Dazhou municipal government of Sichuan Province, which pointed out the current situation and development trend of sulfur production and trade at home and abroad for the industry.
In April 2006, it co-hosted the 10th International Symposium on Sulfur Market with TSI***; In March 2004, April 2005 and March 2008, TSI participated in international sulfur market seminars held in London, Amsterdam and Abu Dhabi, United Arab Emirates. At these meetings, the association was invited to give a report, and they all won the best report, which was welcomed and praised by representatives of various countries. In May 2004 and September 2006, the Association was invited to attend the meetings organized by British Fertilizer Weekly and made speeches. From June 5, 2004 to 10, he communicated with the new leadership of IFA and established a close relationship. Since then, he has maintained regular meetings and frequent information exchange. Regular communication with these international authorities will help us to keep abreast of international trends, make accurate market forecasts and let the world know more about China.
3. Improve the construction of information systems and strengthen information services.
Information work has always been one of the key tasks of the Association. Reviewing the information statistics of sulfuric acid industry, it mainly went through the following stages: from 65438 to 0993, the quarterly report of technical and economic information of phosphorus-sulfur compound fertilizer was compiled; 1999, establishing a "express delivery" system for high-concentration phosphate compound fertilizer; In 2002, the early warning mechanism of phosphate fertilizer industry was established jointly with the Ministry of Commerce. In 2005, "China Phosphorus and Sulfur Network" was officially opened; In 2006, the early warning mechanism of sulfuric acid industry was established, and the "number one project" was launched in August of the same year. In 2007, special early warning information of phosphate fertilizer and sulfuric acid was provided to the Industrial Damage Investigation Bureau of the Ministry of Commerce.
At present, the information sources and statistical categories of the association include: direct reporting 155 enterprises and 10 provincial association, and the statistical output of diammonium phosphate enterprises accounts for 96.4% of the total DAP production; The statistical report of monoammonium phosphate accounts for 78.0% of the total MAP output; Compound fertilizer enterprises are scattered, but almost all large compound fertilizer enterprises participated in the report; The reported statistics of nitrophosphate accounted for 88.7% of the national total output; The reported statistics of heavy calcium accounted for 78.2% of the total TSP output. The reported output of sulfuric acid exceeds 50% of the national output. The Association holds regular information statistics meetings every year to strengthen the training of enterprise information statisticians, standardize the calculation method of indicators, improve the report format and establish a report system to ensure the accuracy of enterprise data to meet the needs of the constantly developing industry situation.
Indirect sources include data from the National Bureau of Statistics, customs data, data from the International Fertilizer Association, data from the International Sulfur Research Institute and British Fertilizer Weekly. Through these materials, we can accurately and comprehensively grasp, analyze and predict the industry situation, and provide the basis for the government to guide the industry while transmitting information for enterprises. At the same time, the association also undertakes the work of checking the data of sulfur and phosphorus industries for the National Bureau of Statistics. At present, the data checked and published by the association are usually quoted and used inside and outside the industry, and its authority has been widely recognized.
Since the opening of phosphorus and sulfur network in China, the attention rate has been increasing. Monthly updated data, analysis and forecast reports, real-time industry trends, special reports, large-scale conference papers and other contents have attracted many people in the industry, become the main channel for industry information and data transmission, and established an information interaction platform between industry enterprises. According to statistics, the click rate in 2005 was 700,000 times; In 2006, the click-through rate exceeded 2 million times, with a monthly click-through rate of 200,000 times. In 2007, the hit rate reached 3.32 million times, with an average monthly hit rate of 300,000 times and a peak of 400,000 times.
The "number one project" is a free information service provided by the association for its member units, and it also establishes a channel for rapid communication with business leaders. The association will give a briefing on domestic and international industry events, main data, general situation of operation, etc., and inform the leaders of various enterprises quickly by email. At present, the "First-class Project" bulletin has been published in 25 issues and 12 issues, and 250 enterprises have joined the "First-class Project", which has been positively responded and praised by enterprises. Key enterprises have also established hotline contact with the association, providing a lot of detailed information for the association. Since the beginning of this year, the State Council has attached great importance to the price increase of chemical fertilizers (especially phosphate fertilizers), and has adjusted the tariff policy of chemical fertilizers four times, which has brought great pressure and development uncertainty to the two industries. At this time, the marketing department of Lin Kai Fertilizer Company sent the weekly market report and internal summary articles to the association; The responsible persons of Yuntianhua International, Guizhou Wengfu, Hubei Yangfeng, Yihua, Luxi, China-Arab and other large-scale phosphate and compound fertilizer groups, as well as the phosphate and compound fertilizer associations in Jiangtong, Huludao, Yang Heng, Xiamen and Zhejiang provinces, have established hotline contacts with the associations, providing a lot of first-hand information and constructive opinions for the associations, making the reports of the associations more authentic, making policy suggestions more clear and powerful, and truly becoming spokespersons of the industry.
4. Establish and improve the coordination mechanism of imported sulfuric acid to effectively coordinate imported sulfuric acid.
China imports 0/80 ~ 2.2 million tons of sulfuric acid/kloc-every year, mostly from Japan and South Korea. Although the import volume only accounts for 4% of domestic output, it accounts for about 10% of domestic sulfuric acid trade, which has a great impact on China's sulfuric acid market. In the case of insufficient sulfuric acid resources in China, it is of great significance to make rational use of imported sulfuric acid, so that it can benefit from domestic phosphate compound fertilizer enterprises, and at the same time try to avoid the impact on the domestic commodity acid market, especially not to interfere with the sales market of non-ferrous metal smelting acid in China. Taking advantage of the complicated relationship between Japanese and Korean smelters, the Association established three principles for importing sulfuric acid (supplying acid-deficient areas, supplying phosphate and compound fertilizer enterprises and reducing middlemen) and established a set of coordination mechanism for importing sulfuric acid led by the Association. Its functions include: roughly determining the flow direction and flow rate of imported sulfuric acid, monitoring the interference of imported acid on the local market and coordinating solutions, and organizing key enterprises and regions. To this end, the association holds talks with Japanese and Korean manufacturers at least once every quarter, and holds 1 ~ 2 domestic acid enterprise symposium and tripartite seminar among China, Japan and South Korea every year. With the efforts of the Association and the cooperation of Japanese and Korean smelters, imported sulfuric acid has basically entered the China market in an orderly manner. The association stipulates that those who flow into Jiangsu should be strictly controlled, and those who flow into Hubei and Anhui should not be sold in Jiangsu; The amount of dispersed inflow into Hubei leaves room for enterprises to purchase through multiple channels; It is forbidden to enter Zhejiang and Fujian, leaving a market for smelting acid in China. At present, more than 75% of imported sulfuric acid is used in the production of phosphate compound fertilizer, of which 75% is imported from Huaying and 50% from Zhanhua, benefiting other phosphate compound fertilizer enterprises in six countries including Anhui, Wengfu, Guizhou, Xiangfeng, Yunnan, Shandong and Hubei, effectively solving the acid shortage problem of some key enterprises along the Yangtze River and along the coast.
The association's coordination of imported sulfuric acid has been supported by the National Development and Reform Commission, the Ministry of Commerce and other relevant departments. It is considered as a good example of solving trade disputes by means other than law, which has turned the unfavorable factors that originally threatened the sulfuric acid market in China into an important source of raw materials for phosphate compound fertilizer in China, and is worth popularizing in other industries.
5. Strengthen the service and management of equipment service network in sulfuric acid phosphate fertilizer industry.
In order to cooperate with the development of phosphate sulfate compound fertilizer industry in the Eleventh Five-Year Plan, since 2005, the Association has rectified the "service network of phosphate sulfate equipment". Re-examine all equipment manufacturing enterprises that apply for network access, strictly qualify for network access, and shut out small-scale enterprises with poor efficiency to ensure the advanced and reliable equipment service network. At present, 78 members of the industry equipment service network are all equipment manufacturers with good reputation in the industry. The Association has specially compiled rich and colorful materials, made a column on China Phosphorus and Sulfur Online, and introduced the main products and special products of members of various outlets to the vast number of production enterprises in an illustrated way, which not only publicized them, but also provided reference for supporting equipment for phosphate sulfate compound fertilizer production enterprises. In view of the phenomenon that some enterprises impersonate service network members and forge service network certificates to bid for enterprises, the Association revised the articles of association of equipment service network and strictly used service network certificates to ensure that sulfuric acid and phosphate fertilizer enterprises purchase equipment and materials.
6. Actively promote the comprehensive utilization of resources and energy and carry out CDM projects.
The 11th Five-Year Plan of China regards the implementation of Scientific Outlook on Development and the development of circular economy as the strategic tasks of national economic and social development in the next five years. In the report of the 17th National Congress of the Communist Party of China, General Secretary Hu Jintao once again pointed out: To adhere to the basic national policy of saving resources and protecting the environment, we must put building a resource-saving and environment-friendly society in a prominent position in the industrialization and modernization development strategy and implement it in every unit and family. Implement the responsibility system for energy conservation and emission reduction. Develop and popularize advanced and applicable technologies of saving, substitution, recycling and pollution control, build a scientific and reasonable energy resource utilization system, and improve the efficiency of energy resource utilization.
According to the requirements of the national macro-policy, the Association will take promoting the comprehensive utilization of resources and energy and developing circular economy as the main tasks of sulfuric acid industry in the last five years, focusing on promoting the introduction of low-temperature heat energy recovery technology and developing CDM projects.
At the end of 2006, the association and Monmoc Company of the United States initially reached the cooperation intention of mass introduction and gradual localization of HRS technology. On the other hand, seize the opportunity of the government's strong support for the clean development mechanism, and cooperate with the Shanghai Yangtze River Delta CDM Center to promote CDM projects. Since the application of HRS technology in Monmoc Company is designated as one of the applicable methods approved by CDM, introducing HRS technology with the help of CDM can help enterprises to carry out international carbon trading.
In May 2006, the Association conducted an investigation on the waste heat recovery of factories with a power generation capacity of over 300,000 tons. At the end of August, the site meeting was held in Yuntianhua Group, and at 5438+00 in June, the site meeting was held in Yihua, Hubei and Fuling, Sinochem respectively to promote CDM projects, which received positive response from enterprises. At present, the first phase project of Hubei Yihua has been successfully registered on February, 2008 1, becoming the first CDM project of sulfuric acid waste heat utilization successfully registered by using HRS technology in the world. It took 12 months from project development to successful registration, and the second phase of the project has also started. The Fuling project was successfully registered on March 29th, 2008, and it took 14 months from the start of the project to the successful registration. Zhangjiagang Double Lion Project also entered the final publicity stage of the executive meeting of the State Committee (5.7 ~ 7.3). During this period, if no EB experts raise objections, the registration is successful. The above three projects can bring 1.4 million, 1.5 million and 1.8 million/year benefits to the enterprise respectively. As an industry leader, Yuntianhua International Chemical Company also successfully signed three sets of HRS import agreements in 2007, entrusting the association to take the lead in launching CDM projects. It is estimated that before 20 12, CDM will bring enterprises more than 1 100 million yuan, and the investment cost can be recovered in less than 4 years, which undoubtedly plays a very good role in promoting the low-temperature heat energy recovery of the whole industry.
The recycling of low-temperature potential energy in large-scale sulfur-based sulphuric acid plants and the efficient comprehensive utilization of pyrite cinder indicate that China's sulphuric acid industry will get rid of the bad image of environmental pollution and backward technology and gradually step into the comprehensive utilization of high-efficiency energy.
7 Adhere to industry training
The association has always attached importance to industry training, and has held one or two "training courses for technicians, section chiefs and workshop directors" every year for more than ten years. The training course combines mature new processes, technologies and equipment at home and abroad to explain the technical transformation and engineering design of sulfuric acid plant, integrate theory with practice and solve technical problems of enterprises. The training course has trained a large number of technical backbones for the industry, become the consultation center for students, and played a great role in improving the technical management level of the industry.
8. Do a good job in the daily work of the Association
According to the requirements of governments at all levels, timely provide industry situation analysis reports and materials; Participate in various meetings to help enterprises coordinate and solve various problems encountered in daily production; Provide various consulting services for enterprises; Provide various certification materials for enterprises to apply for famous brands and exemption from inspection.
By improving its own construction, the association has continuously improved its management and business level, won the recognition of enterprises and the government with its practical work, and its cohesion has been continuously enhanced. In the past four years, some member units have withdrawn from the association due to the suspension of production and the change of production, and new member units have continuously joined. By the end of 2007, the Association had 450 members, 50 more than at the end of the previous session. Among them, there are 377 sulfuric acid production enterprises, 28 scientific research institutes and universities, and 45 provincial associations, equipment enterprises and trading enterprises. Among the 377 production enterprises, there are 55 sulphuric acid plants from sulfur, 280 sulphuric acid plants from pyrite, 39 sulphuric acid plants from smelting flue gas and 3 others.
At the same time, relying on the support of member units and the efforts of all employees, the Association increased revenue and reduced expenditure, and its net assets increased by 3.6 million yuan compared with the end of the previous session, an increase of 1 1.8 times.
9 Future work objectives
Under the new situation of China's political system reform and the transformation of government functions, it is an inevitable trend of reform and development to further play the role of associations.
